Book excerpt: Rural populations, especially small-scale producers and women, are disproportionately impacted by climate change since their livelihoods depend largely on natural resources and weather patterns. [Author] This paper reviews the available evidence on the role of social protection programmes in facilitating climate change adaptation and mitigation, with a specific emphasis on economic inclusion for agriculture-dependent households. [Author] The review also presents available evidence on the ability of social protection programmes to contribute to mitigation targets through reduction in greenhouse gas emissions and in easing the impact of climate mitigation policies on price inflation, job losses and income insecurity. [Author] The review underscores the importance of a systems approach. [Author] Both climate policies and social protection policies should incorporate specific elements to effectively complement each other. [Author]

Book Synopsis Adaptive Social Protection by : Thomas Bowen
Download or read book Adaptive Social Protection written by Thomas Bowen and published by World Bank Publications. This book was released on 2020-06-12 with total page 155 pages. Available in PDF, EPUB and Kindle. Book excerpt: Adaptive social protection (ASP) helps to build the resilience of poor and vulnerable households to the impacts of large, covariate shocks, such as natural disasters, economic crises, pandemics, conflict, and forced displacement. Through the provision of transfers and services directly to these households, ASP supports their capacity to prepare for, cope with, and adapt to the shocks they face—before, during, and after these shocks occur. Over the long term, by supporting these three capacities, ASP can provide a pathway to a more resilient state for households that may otherwise lack the resources to move out of chronically vulnerable situations. Adaptive Social Protection: Building Resilience to Shocks outlines an organizing framework for the design and implementation of ASP, providing insights into the ways in which social protection systems can be made more capable of building household resilience. By way of its four building blocks—programs, information, finance, and institutional arrangements and partnerships—the framework highlights both the elements of existing social protection systems that are the cornerstones for building household resilience, as well as the additional investments that are central to enhancing their ability to generate these outcomes. In this report, the ASP framework and its building blocks have been elaborated primarily in relation to natural disasters and associated climate change. Nevertheless, many of the priorities identified within each building block are also pertinent to the design and implementation of ASP across other types of shocks, providing a foundation for a structured approach to the advancement of this rapidly evolving and complex agenda.

Book Synopsis Social Protection in Developing Countries by : Katja Bender
Download or read book Social Protection in Developing Countries written by Katja Bender and published by Routledge. This book was released on 2013-09-02 with total page 257 pages. Available in PDF, EPUB and Kindle. Book excerpt: Providing universal access to social protection and health systems for all members of society, including the poor and vulnerable, is increasingly considered crucial to international development debates. This is the first book to explore from an interdisciplinary and global perspective the reforms of social protection systems introduced in recent years by many governments of low and middle-income countries. Although a growing body of literature has been concerned with the design and impact of social protection, less attention has been directed towards analyzing and explaining these reform processes themselves. Through case studies of African, Asian, and Latin American countries, this book examines the ‘global phenomenon’ of recent social protection reforms in low and middle-income areas, and how it differs across countries both in terms of scope and speed of institutional change. Exploring the major domestic and international factors affecting the political feasibility of social protection reform, the book outlines the successes and failures of recent reform initiatives. This invaluable book combines contributions from both academics and practitioner experts to give students, researchers and practitioners in the fields of social security, economics, law and political science an in-depth understanding of political reform processes in developing countries.

This book was released on 2023-09-19 with total page 114 pages. Available in PDF, EPUB and Kindle. Book excerpt: As the quality of climate risk information and scientific forecasting has continued to improve, the imperative to act in advance of an imminent shock in order to protect people, assets and livelihoods has also gained notable attention and increasing investment. Recognizing this opportunity, some governments, and development and humanitarian partners are trying to gain a better understanding of the potential of social protection to deliver support ahead of a forecasted shock, including exploring options to systematically integrate anticipatory action approaches within existing national social protection systems. As such, this document discusses the conceptual and practical linkages between these two topics alongside presenting four country case studies, thereby contributing to the literature on how social protection and anticipatory action can protect agricultural livelihoods.

Book Synopsis Politics, Public Policy and Social Protection in Africa by : Nicholas Awortwi
Download or read book Politics, Public Policy and Social Protection in Africa written by Nicholas Awortwi and published by Routledge. This book was released on 2017-05-08 with total page 143 pages. Available in PDF, EPUB and Kindle. Book excerpt: Africa is now in a much-improved position to support its poor and vulnerable people. It has more money, more policy commitment and abundant intervention programmes. Yet the number of citizens living lives of desperation, or at risk of destitution, is at an all-time high, and still rising. What is turning such positive prospects into such a disappointing result? Politics, Public Policy and Social Protection in Africa reveals key answers, drawing on empirical studies of cash transfer programmes in Botswana, Ghana, Kenya, Nigeria and Uganda. Social cash transfer might be the most effective "safety net" formula to emerge so far. The country chapters in this book explore why it works and how it might be harnessed for poverty alleviation. The studies uncover the very different motives of donors, politicians and the poor themselves for making it their preferred choice; why governments are not expanding the donor-driven pilot programmes as expected, and why ruling elites are not trying to help or hinder a concept which, on the face of it, could derail one of their most lucrative gravy trains. This book will be of value and interest to researchers and students of African politics, African social policy and sociology, as well as policy maker and donors.

Book Synopsis Social Protection in Africa by : Frank Ellis
Download or read book Social Protection in Africa written by Frank Ellis and published by Edward Elgar Publishing. This book was released on 2009-01-01 with total page 305 pages. Available in PDF, EPUB and Kindle. Book excerpt: This timely book makes accessible to a broad audience the ideas, principles and practicalities of establishing effective social protection in Africa. It focuses on the major shift in strategy for tackling hunger and vulnerability, from emergency responses mainly in the form of food transfers to predictable cash transfers to the chronically poorest social groups. The first part of the book comprises nine theme chapters, covering vulnerability, targeting, delivery, coordination, cost-effectiveness, market impacts, and asset effects, while the second part consists of fifteen social protection case studies. The continuous interplay between these two parts makes for a unique contribution to the contemporary literature on social protection. The book takes a positive and forward looking view regarding the feasibility of achieving successful social transfers to the poorest in Africa; nevertheless, a critical stance is taken where appropriate, and unresolved strategic issues regarding the targeting, coverage and scale of social transfers are highlighted. Social Protection in Africa is an essential read for personnel, advisors and consultants working for aid donors, United Nations agencies, NGOs and governments on social transfer programmes in sub-Saharan African countries. In addition, the book represents a valuable resource for training courses on social protection, and will be vital reading for Masters level students and researchers studying emergency relief, social protection, vulnerability and poverty reduction in low-income countries.

Download or read book Enhancing Social Protection in Asia and the Pacific written by Sri Wening Handayani and published by Asian Development Bank. This book was released on 2011-02-01 with total page 641 pages. Available in PDF, EPUB and Kindle. Book excerpt: On 21-22 April 2010, the Asian Development Bank (ADB) organized a social protection conference in Manila. Interest in social protection has been growing since the global financial crisis heightened awareness of the many millions of people in Asia and the Pacific who live in poverty or vulnerable situations. Thus, policy makers are now keen to develop social protection systems that can assist people to both leave and stay out of poverty. The conference brought together people from ADB, its developing member countries, partner agencies, research institutes, and civil society organizations to exchange valuable experience and information and discuss ideas on how to develop social protection and expand it for the well-being of people in Asia and the Pacific. This book features selected papers from the conference that respond to the need for integrated and inclusive social protection to improve the quality of peoples' lives and livelihoods. Specific areas emphasized are health insurance, pensions, the informal sector, measures targeting children, and measuring and monitoring social protection.
