Book excerpt: Developing countries greatly suffer from the absence of a meaningful science and technology policy for stimulating the process of economic development by appropriate use of the S&T resources. They also lack appropriate human resources with adequate expertise in S&T policy formulation and implementation. In order to correct these imbalances, it is necessary to have consultations between the governments, institutions and industry by taking into account the specific technological needs and resources of each individual country. The decision makers in developing countries should be provided more and better information for the formulation and implementation of S&T polices which would include the data on S&T statistics, human resources devoted to R&D, education of R&D personnel, measurement of technological innovation and S&T outputs like publications, patents, technologies developed and commercialised etc., so that new policies may be formulated and required modifications in the policies if already existing may be made in order to ensure the sustainable growth of the country without compromising on its present resources and keeping it prepared to face the future challenges. This publication reflects an exchange of the views and collectively evolves the ideas and practices to be followed while executing the S&T policy programmes within the developing countries, concerned organisations and agencies through a collection of 19 research papers including country status reports from nine countries. This volume is chiefly based on the discussions and presentations during the International Workshop on Science and Technology Policy for Sustainable Development that was organised in Tehran, Iran during 5-7 January, 2011 jointly by the NAM S&T Centre and the National Research Institute for Science Policy (NRISP), Ministry of Science, Research and Technology of Iran. The information presented herein would hopefully serve as a valuable material not only for the scientists, policy makers and executives, but also for the concerned authorities of the developing countries in taking appropriate policy measures.

The seventeen papers included in this book, all starting with backgrounds re how S&T, on a national scale, is utilized for economic development, are divided into three sections, namely, S&T for Rural Industrialization; Case Studies of Varied Approaches to Rural Industrialization, and Government Policies and Initiatives in Promoting Rural Industrialization. For the first section, it delves more into the national programs, strategies and methodologies of governments, i.e., the Philippines, India, Iran, Pakistan, Nepal and Myanmar, in alleviating mostly agricultural rural regions from poverty with S&T. Some of these further tackle the impact of these programs against general indicators such as employment and income generated. The second section, in contrast, focuses on case studies of specific industry sectors and/or sustainable S&T support schemes in the countries of India, Tanzania, Nigeria, Sri Lanka, Vietnam and Kenya. Information and Communications Technology (ICT), Geographic Information System (GIS) and locally-developed means of renewable energy generation are just some of the strategies discussed in depth. The last section, talks more about existing government policies and initiatives that are designed for rural growth. Countries Uganda, Ethiopia and Cambodia narrow in on specific policies and practical measures that have paved the way for economic transformations through S&T. It is the hope of the participant-countries, NAM S&T Centre, its member-nations and affiliates that this valuable joint resource may serve as the basis and reference point for main economic actors such as policy makers, government administrators and S&T service providers to constructively build on the successes and lessons learned of others for formulating policies and programs towards socio-economic progress

The authors' main messages are: * S & T has always been important for development, but the unprecedented pace of advancement of scientific knowledge is rapidly creating new opportunities for and threats to development. * Most developing countries are largely unprepared to deal with the changes that S & T advancement will bring. * The World Bank's numerous actions in various domains of S & T could be more effective in producing the needed capacity improvements in client countries. * The World Bank could have a greater impact if it paid increased attention to S & T in education, health, rural development, private sector development, and the environment. The strategy emphasizes four S & T policy areas: education and human resources development, the private sector, the public sector, and information communications technologies. The paper--a joint product of the Education Team, Human Development Network, and the Environmentally and Socially Sustainable Development Vice Presidency--is part of a larger effort in the Bank to engage client countries in an active science and technology dialogue while increasing awareness of the centrality of these issues to the Bank's work.

Science and technology policy affects and concerns everyone of us if for no other reason than we cannot escape in this interdependent world from the economic, social and environmental overs pills generated by science and technology. We must face the problems and promises inherent in new and existing science and technology whether we like it or not. Not surprisingly this book finds that all industrialized countries seem to be facing similar economic and social problems.
