Additionally players from technological, societal, business and political fields outside education were invited to make relevant contributions within the theme: Education and Technology for a Better World. For several years the WCCE (World Conference on Computers in Education) has brought benefits to the fields of computer science and computers and education as well as to their communities. The contributions at WCCE include research projects and good practice presented in different formats from full papers to posters, demonstrations, panels, workshops and symposiums. The focus is not only on presentations of accepted contributions but also on discussions and input from all participants. The main goal of these conferences is to provide a forum for the discussion of ideas in all areas of computer science and human learning. They create a unique environment in which researchers and practitioners in the fields of computer science and human learning can interact, exchanging theories, experiments, techniques, applications and evaluations of initiatives supporting new developments that are potentially relevant for the development of these fields. They intend to serve as reference guidelines for the research community.

Together with the Minister for Education, members of the National Education Council, and others, World Bank staff participated in an assessment of options to improve higher education over the next two or three decades. This study describes the educational system, provides an economic perspective and contains specific policy recommendations resulting from the assessment."

The book shows how this entails a complex process of policy integration, with an emphasis on human resources and institutional issues combined in processes of technical change. It discusses in detail the three main challenges that most Latin American countries face in a globalized age, based on knowledge and ever-evolving learning processes. These challenges are the need to broaden the access to higher education; to make this access more socially balanced; and to recover from a long gap in investing in knowledge production and dissemination. This issue of "Thinking Brazil" highlights the research of Elizabeth Balbachevsky. On July 24, 2006, Elizabeth Balbachevsky, Woodrow Wilson Center Public Policy Scholar and Associate Professor of Political Science, Universidade de Sao Paulo, presented her research on the evolution of Brazil's system of higher education and the impact of recent reforms. In particular, her research analyzed the reforms taking place in Brazil and interpreted the impact of such processes over the work conditions of Brazil's academic professionals. The economic reforms of the 1990s increased demands on the system of higher education to improve the quality of education and academic research, Balbachevsky explained. Balbachevsky concluded by noting that input indicators (rather than outputs) are still used to measure institutional performance, creating opportunistic behavior among both private and public institutions rather than actual improvements in quality. She added that one of the greatest challenges is to reverse the inward orientation of the academic community--indeed, fewer than 20 percent of professors have contact with the international community. This is exacerbated by the fact that the insularity of Brazilian academia is not viewed as a problem by society.

Book excerpt: In spite of the increasing attention attributed to the rise in prominence of the BRICS (Brazil, Russia, India, China and South Africa) countries, few studies have looked at the ways in which broader social expectations with respect to the role of higher education across the BRICS have changed, or not, in recent years. Our point of departure is that, contrary to the conventional wisdom focusing on functionalistic perspectives, higher education systems are not just designed by governments to fulfill certain functions, but have a tendency for evolving in a rather unpredictable fashion as a result of the complex interplay between a number of internal and external factors. In reality, national higher education systems develop and change according to a complex process that encompasses the expectations of governmental agencies, markets, the aspirations of the population for the benefits of education, the specific institutional traditions and cultures of higher education institutions, and, increasingly so, the interests and strategies of the private firms entering and offering services in the higher education market. This basically means that it is of outmost importance to move away from conceiving of "universities" or "higher education" as single, monolithic actors or sector. One way of doing this is by investigating a selected number of distinct, but nonetheless interrelated factors or drivers, which, taken together, help determine the nature and scope of the social compact between higher education (its core actors and institutions) and society at large (government, industry, local communities, professional associations).
