It explores the structures and processes in which policymaking takes place worldwide, the factors that determine its forms, influence its elements, and affect its outcomes. It explores how to analyze policy proposals, evaluate policy, and use policy studies approaches to examine policy and policymaking. Truly international in scope, it lays out the variety of political, social, economic, and institutional influences on policy, the roles of industries and policy advocates in the processes, and issues and factors that complicate effective policymaking and skew policy outcomes. This textbook is a valuable resource for advanced undergraduate and postgraduate students.

Book excerpt: The European media landscape is changing profoundly. In this wide-ranging and timely text, members of the Euromedia Research Group examine the ways in which national and supranational policy is reacting to these changes. The contributors consider: the consequences for broadcasting systems of satellite and cable delivery; the fate of public broadcasting under deregulation; the changes currently affecting print media and newspapers; the impact of media changes for political and social cultural life; and the significance of the Internet, the first true fruit of the telematic revolution in communication. The main themes of media policy analysis today are convergence, concentration and commercialization, and abundance through digitalization. Although media policy has changed drastically in its concerns and forms, the authors here argue that the need for an effective public communication policy in our `information society′ is as pressing now as it ever was.

Book excerpt: Social media has become a technology that is increasingly shaping how young people connect, socialize, and learn (Ah, 2011). Many educators and administrators endeavour to understand how this communications tool has evolved and is used. While some steer clear of it as a tool for teaching and learning, others grapple with how to employ its interactive, participatory potential in the classroom. Primary and secondary school administrators around the world have begun to create policies to delineate the use of social media in classrooms. However others continue to stuggle with how to do so and many others have not even begun. Through a qualitative anaylsis of four distinct social media policies from the United States, this thesis examines extant discursive themes and discources, and demonstrates how more schools, boards, and districts can develop their own policies to implement this potent teaching and learning tools for the benefit of students, the overwhelming majority of whom are already engaged in social media.--Abstract.

Book excerpt: The popularity of social networking sites on the World Wide Web has exploded during the past two decades. As more and more K-12 public school teachers choose to actively participate on social networking sites, school leaders and school boards face the increasingly difficult decision about whether or not to enact policies which will enable them to discipline teachers for their online behavior. The purpose of this qualitative case study was to explore the development, interpretation, and significance of one such policy.

Book excerpt: The most recent set of national guidelines for the development of school library media programs, which was published in 1988, identifies underlying changes in the roles of the school library media specialist as well as in the program itself. Viewing the library media specialist as an initiator of curricular activities rather than a purveyor of support services, these guidelines emphasize leadership, partnership, planning, curricular needs, collection development, and equity of access to information. This discussion guide has been developed to help educators at all levels to plan meetings and conduct effective discussion sessions with persons who have become familiar with "Information Power" in its entirety, in order to evaluate local school library media programs in light of the recent revisions. The first of three sections identifies the principal concepts presented in "Information Power" and provides an overview of each of its eight chapters. Procedures by which discussion sections may be effectively organized to promote the successful exchange of knowledge and views are recommended in the second section. The final section identifies specific constituencies for discussion groups and suggests discussion questions for each of the groups--i.e., library media specialists, administrators and boards of education, classroom teachers, college and university faculty, state department of education personnel, and members of the community at large--as well as questions for mixed constituency groups and questions basic to all discussion sessions. Book excerpt: Situated within the field of discourse-oriented approaches to policy and media, this collection explores the interface between government, media and the public, highlighting the increasing importance placed on media channelled 'public opinion' as part of a democratic process. The authors use a variety of discourse analytic methods including CA/MCA, Discourse Analysis and Interactionism, to provide discussions around the social organization of policy debate in media sites including news interviews, public access broadcasts, broadcast debates, panel discussions, mediated government initiatives, newspapers and news broadcasts. The book's geographical coverage spans the USA, Canada, the UK, Europe, Asia and Australia. This volume offers a major contribution to discourse analysis and its emphasis on policy substance will appeal to a broad audience in social and public policy, political communication, journalism and politics.
