Book excerpt: The education finance reforms encouraged by state court rulings over the past 25 years have led to increased state aid and educational spending in poorer school districts. This empirical study addresses whether these new resources were capitalized into the housing values and residential rents within those districts. Estimations based on district-level Census data indicate that the new educational expenditures generated by the court mandates substantially increased median housing values and residential rents. This Tiebout response implies that court-mandated finance reforms increased the perceived quality of the poorer school districts in reform states. However, the existence and magnitude of this response also implies that these reforms had unintended distributional consequences. For example, these results indicate that, for some, the redistributive impact of education finance reform may have been sharply attenuated by the increased cost of residing in the districts that received new educational resources.

We examine an illuminating example: Texas' Robin Hood' scheme, which was enacted in 1994, allocates about $30 billion a year, and is currently collapsing and likely to be abandoned. We show that the collapse was predictable. Robin Hood's design causes substantial negative capitalization, shrinking its own tax base. It relies only slightly on relatively efficient (pseudo lump sum) redistibution and heavily on high marginal tax rates. Although Robin Hood reduced the spending gap between Texas' property-poor and property-rich districts by $500 per pupil, it destroyed about $27,000 per pupil in property wealth. The magnitude of this loss is important: if the state had efficiently confiscated the same wealth and invested it, it would generate sufficient annual income to make all Texas schools spend at a high leval. The Robin Hood scheme is stringent but not bizarre: other states' systdms share its features to some degree. We provide estimates of the effects of school finance system parameters, which policy makers could use to design systems that are more efficient and stable

Book excerpt: In June 1997 the elected leaders of Vermont enacted Act 60, potentially the most radical reform of a state’s system of public school financing since the changes in California in the late 1970s. Little is known about the capitalization effects of changes like those that occurred in Vermont—which combined redistribution of education spending, a statewide property tax, and limits on property tax liabilities based on the taxpayer’s income. This research closes that knowledge gap by quantifying the capitalization effects of Act 60. Data on property transactions in Vermont are combined with data on Vermont school districts to create a data set that spans the pre- and post-Act 60 period. This data set enables me to use the repeat-sales methodology to determine the capitalization effects of Act 60. The estimates of a standard hedonic specification estimated using all transactions (not just repeat sales) indicate that, while in Vermont property taxes appear to be capitalized into property values, measures of schooling provision are unrelated to property values. The estimates also indicate that finance reforms resulting from Act 60 may have accentuated the gap in property values between districts with relatively high and relatively low spending prior to reform.
