A unique data set provides information on teacher demographics and labor market characteristics, as well as teachers' perceptions of school management. When teacher data are marched with school-level data on student achievement using a national assessment data set (SIMCE), some teacher and school characteristics affect student performance, but a great deal of unexplained variance among sectors remains important in predicting student outcomes. Teacher education, decentralization of decisionmaking authority, whether the school schedule is strictly enforced, and the extent to which teachers have autonomy in designing teaching plans and implementing projects all appear to affect student outcomes. Interestingly, teacher autonomy has positive effects on student outcomes only when decisionmaking authority is decentralized. Book excerpt: ABSTRACT: School choice has been regarded as an important strategy to improve the educational system in the U.S. for several decades. This topic has received strong attention from scholars and an increasing body of research has investigated the effects of school choice on the public education system. However, little attention has been paid to the determinants of the level of school choice and no consensus has been reached about the effects of school choice on traditional schools. Using longitudinal datasets from Florida, in this study I explore which district and community factors may be associated with the level of school choice in the district. Also, this study examines the effects of school choice programs on student achievement in traditional public schools. Several empirical approaches are involved in addressing two research questions. First, I utilize Negative Binomial Regression (NBR) and Ordinary Least Square (OLS) regression to check how predictors are related to dependent variables across districts or schools. Then, as the main empirical strategy, fixed effects regression models are employed to investigate the relationship between predictors and dependent variables. Fixed effects model produces more precise estimation than the regression model by controlling for unobservable variables. Overall, regression results suggest that the educational needs of districts, such as district achievement level and the characteristics of the student body, are significantly associated with the level of school choice programs. In addition, districts' organizational and political aspects are important predictors for the level of school choice, although the degree of influence on the level of school choice depends on the types of school choice programs. This study, however, does not provide consistent evidence of a relationship between the level of school choice and student achievement in traditional schools. Although there are some cases that suggest school choice affect the performance of traditional schools, most results in my final model (a school fixed effects model) find no significant effects of school choice. These findings indicate that districts respond to educational needs of students by using school choice programs under the restrictions of organizational and political circumstances. However, in contrast to the expectation of school choice advocates, the effects of school choice programs on performance of the traditional schools are limited. This study contributes to the body of knowledge regarding the factors associated with the level of school choice within districts and the effects of school choice on traditional schools. Further study is needed on the effects of school choice on student achievement by using diverse measures of student achievement such as graduate rates and achievement gaps among racial groups.

Despite research that highlights important differences in the qualifications and staffing practices of schools of choice, there is no evidence about whether observed differences in teachers' qualifications, work contexts, and professional development across school types help understand the impact of school choice on student achievement. This paper explores the following question: How do variations in the work lives of teachers across charter, magnet, private, and traditional public schools contribute to differences in student achievement across these school types? This study highlights the difficulty researchers have faced in identifying characteristics of effective teachers or indicators of teacher quality as few characteristics of teachers, their assignments, or work contexts were related to student achievement gains. There is some evidence that the effects on student achievement growth of participating in reform-style professional development and activities that involve active learning differ by school choice. Despite the difficulties of explaining student achievement growth with teacher characteristics, the results here point to differences in achievement growth between different types of schools. Charter schools had larger student achievement gains than traditional public schools in math, reading, and language usage. Private and magnet schools had lower achievement gains in some subjects. From the growth of vouchers and charter schools to the implementation of No Child Left Behind, policy makers have increasingly turned to market-based models to help improve our schools, believing that private institutions—because they are competitively driven—are better than public ones. With The Public School Advantage, Christopher A. and Sarah Theule Lubienski offer powerful evidence to undercut this belief, showing that public schools in fact outperform private ones. For decades research showing that students at private schools perform better than students at public ones has been used to promote the benefits of the private sector in education, including vouchers and charter schools—but much of these data are now nearly half a century old. Drawing on two recent, large-scale, and nationally representative databases, the Lubienskis show that any benefit seen in private school performance now is more than explained by demographics. Private schools have higher scores not because they are better institutions but because their students largely come from more privileged backgrounds that offer greater educational support. After correcting for demographics, the Lubienskis go on to show that gains in student achievement at public schools are at least as great and often greater than those at private ones. Even more surprising, they show that the very mechanism that market-based reformers champion—autonomy—may be the crucial factor that prevents private schools from performing better. Alternatively, those practices that these reformers castigate, such as teacher certification and professional reforms of curriculum and instruction, turn out to have a significant effect on school improvement. Despite our politics, we all agree on the fundamental fact: education deserves our utmost care. The Public School Advantage offers exactly that. By examining schools within the diversity of populations in which they actually operate, it provides not ideologies but facts. And the facts say it clearly: education is better off when provided for the public by the public.
