Book excerpt: This study indicates that parents of kindergarteners apply for open enrollment at a much higher rate than parents of students at any other grade level. Parents cite misinformation or lack of information about the open enrollment process and about area school programs as a problem across all grade levels, but over two-thirds of applicants citing misinformation or lack of information as a problem were parents of kindergartners. Based on the key findings of this study, I suggest that more research on open enrollment in Iowa is needed, particularly in relation to decision-making within families of Iowa's youngest school children.
