Finally, a movement to encourage states to promote marriage among low-income families is already taking shape. The need for reauthorization presents an opportunity to assess what welfare reform has accomplished and what remains to be done. The New World of Welfare is an attempt to frame the policy debate for reauthorization, and to inform the policy discussion among the states and at the federal level, especially by drawing lessons from research on the effects of welfare reform. In the book, a diverse set of welfare experts—liberal and conservative, academic and nonacademic—engage in rigorous debate on topics ranging from work experience programs, to job availability, to child well-being, to family formation. In order to provide a comprehensive overview of the current state of research on welfare reform, the contributors cover subjects including work and wages, effects of reform on family income and poverty, the politics of conservative welfare reform, sanctions and time limits, financial work incentives for low-wage earners, the use of medicaid and food stamps, welfare-to-work, child support, child care, and welfare reform and immigration. An individual receives a sanction when not in compliance with welfare-to-work requirements and loses a portion of the monthly welfare benefits. This lower benefit level lasts until the participant renews compliance with the program. Much of the existing research on welfare-to-work sanctions points to the uneven application of these sanctions, with respect to race, education, and work history. There is a gap in current research relating to case manager inaction, specifically when the case manager fails to engage or sanction a participant. This proposed study will examine the way in which case manager inaction affects the medium-term job prospects of the participants who receive no input. The results will be compared with cases in which the participant has been sanctioned. Data will be collected from county-level case data. It will be examined in two separate periods in a longitudinal study on the effect of sanctions and case manager inaction. The ultimate results, if conducted, would show whether case manager inaction has a more deleterious effect on participant outcomes than sanctions, or vice versa. This information would be useful to public sector managers in the welfare-to-work segment so that they can make changes in their offices. It could also be beneficial to policymakers at the local level who craft welfare-to-work policy.

Their widespread use reflects a turn toward disciplinary approaches to poverty management. In this article, we investigate how implicit racial biases and discrediting social markers interact to shape officials' decisions to impose sanctions. We present experimental evidence based on hypothetical vignettes that case managers are more likely to recommend sanctions for Latina and black clients - but not white clients - when discrediting markers are present. We triangulate these findings with analyses of state administrative data. Our results for Latinas are mixed, but we find consistent evidence that the probability of a sanction rises significantly when a discrediting marker (i.e., a prior sanction for noncompliance) is attached to a black rather than a white welfare client. Overall, our study clarifies how racial minorities, especially African Americans, are more likely to be punished for deviant behavior in the new world of disciplinary welfare provision.
