Book excerpt: This Training Guide was developed to assist Title I HIV planning councils and Title II care consortia in ensuring that all members have the information and skills for full participation in Ryan White Comprehensive AIDS Resources Emergency (CARE) Act planning and implementation activities, with special emphasis on PLWH members . Successful implementation of the CARE Act depends upon the work of planning bodies in communities throughout the nation, and requires that members be diverse, active, and well informed. PLWH involvement in such planning bodies is both a legislative requirement and a practical necessity . The CARE Act, enacted in 1990 and reauthorized in 1996, requires planning councils and consortia to include members from affected communities, including people living with HIV/AIDS (PLWHs). The Division of HIV Services (DHS), which administers Title I and Title II of the CARE Act, believes that effective programs and services must be developed based on the input and perspectives of those for whom the services are intended. The Training Guide was initiated to address the need for orientation and training for planning body members who were people living with HIV disease . A consultant to DHS developed the initial outline. Subsequently, DHS staff and participants in the third Community Discussion Group meeting in October 1995 reviewed, revised, and expanded it. The resulting content outline became the basis for this guide, prepared by MOSAICA: The Center for Nonprofit Development and Pluralism through an interactive process with the PLWH Response Committee of DHS and with John Snow, Inc., the Ryan White Technical Assistance Contractor. Following review of the draft guide, DHS decided that a Training Guide was needed not just for PLWHs but for all planning body members. The guide therefore provides information that can be used for providing orientation and ongoing training to all planning body members , including people living with HIV disease.

Book excerpt: In 1998, approximately 30 million people worldwide were living with HIV/AIDS, about 5 million of whom became infected that year. The epidemic continues to expand, with an estimated doubling time of 10 years, making AIDS the leading infectious cause of death ahead of tuberculosis and malaria. Even in the U.S.A. where the death rate from AIDS is declining as a result of effective drug therapies, HIV infection rates continue to climb in several population groups. The prevalence of AIDS among people over the age of 50 is steadily increasing, and most older people are unprepared to address it for a number of reasons, including the widespread discomfort with matters sexual and homosexual and the belief that elderly people are not sexually active and therefore not at risk. This guide for care providers seeks to educate and inform readers about the difficulties and complications that accompany the disease in older people. Thus, while the appendix includes technical descriptions of methodology, data, and results, the narratives in the chapters describing the findings and their practical implications are written in layman's language. Topics covered include biomedical aspects, demographics, sexuality, stressors, mental health, older women, and patient care, all of which are supported by case studies.

Book excerpt: Despite effective approaches to prevention, STD and HIV infection rates remain fairly constant. Targeting, implementation, and monitoring of interventions have posed widespread problems, and the recent spate of cuts to prevention budgets has made these roadblocks even more challenging. It is clear that working in sexual health requires both a deeper understanding of STI/HIV epidemiology and an ongoing quest for up-to-date, realistic prevention strategies. The New Public Health and STD/HIV Prevention offers readers leading-edge access to both. Focusing on social determinants of sexual health, at-risk populations, critical factors in approaches to prevention, and reviews of new research, this authoritative volume explores areas as varied as HPV prevention, technology-based interventions, migration as a factor in disease transmission, and competencies key to effective leadership in the field. Dispatches from the frontlines of theory, research, and practice in the U.S. and abroad include: Personal risk, public impact: balancing individual rights and STD/HIV prevention. Distribution of prevention resources and its impact on sexual health. Prevention measures in diverse populations of women. Toward a better approach to preventive interventions with men who have sex with men. Adolescent sexual health and STIs. Reducing disparities in sexual health: lessons from the campaign to eliminate infectious syphilis. Public health professionals of all backgrounds interested in or working in improving sexual health will find The New Public Health and STD/HIV Prevention an indispensable guide to conceptualizing the problems and clarifying possible solutions.

Book excerpt: An international team of specialists in politics, policy, and activism provide an indispensable guide to the persistent challenges and emerging issues posed by the global HIV/AIDS epidemic, now in its fourth decade. The HIV/AIDS epidemic is at a critical turning point. Compelling new findings herald the potential to eventually grind the epidemic to a halt through a combination of expanded treatment coverage and new biomedical approaches to prevention. At the same time, the severe global economic downturns have negatively affected wealthy donor nations that have provided the funds and technical support for programs in the developing world. It is against this backdrop that this landmark three-volume set was developed. It provides a broad overview of the critical political issues surrounding HIV/AIDS, inspects key areas of policy and policymaking, and spotlights the most important forms of activism and community mobilization. The volumes reflect an eclectic and wide-ranging set of issues written by an international team comprising dozens of authors from nations including the United States, the United Kingdom, Ghana, South Africa, Brazil, Cambodia, Norway, and Qatar. The international contributors represent a variety of disciplines and bring with them a range of styles and methodological approaches appropriate to their specific topics and disciplines. An important addition to academic and public libraries, this expansive work will benefit students and other readers interested in politics, policymaking, public health, activism, and community mobilization, both in the United States and globally.
