Virginia's capital was cosmopolitan, boisterous and crime-ridden. From 1905 to 1915 there was an official red light district. The police had their hands full with drunks and riffraff, and a variety of street urchins and waifs--most of whom were very poor--found themselves on the wrong side of the law. The juvenile delinquents of Richmond--some barely out of infancy--were held accountable in the Police Court. A juvenile court system was not established until 1916. Presiding over the Police Court for 32 years was Justice John Jeter Crutchfield who, though unlearned in the law, functioned like a biblical Solomon but with great showmanship. The Police Court attracted many tourists and some of Virginia's literary figures cut their teeth writing newspaper coverage of the proceedings, vying with each other for the most hilarious slant. What emerges from the public record is an amusing and touching picture of what life was really like in the post-Reconstruction urban South.

John Kneebone presents a richly detailed intellectual history of southern racial liberalism between World War I and World War II by examining the works of five leading southern journalists -- Gerald W. Johnson, Baltimore Evening Sun; George Fort Milton, Chattanooga News; Virginius Dabney, Richmond Times-Dispatch; Hodding Carter, Greenville (Miss.) Delta Democrat-Times; and Ralph McGill, Atlanta Constitution. The South's leading liberal journalists came from varied backgrounds and lived in different regions of the South, but all had one characteristic in common: as public advocates of southern liberalism, each spoke as a southerner with deep roots in the southern past. Yet their editorials were not intended solely for local audiences; they wrote essays for national and regional journals of opinion as well, and each of these men published important books on the South and its history. Through their writings, they gained reputations throughout the country as articulate spokesmen for southern liberalism. Their essays, editorials, books, and letters provide rich and abundant sources for studying the changing patterns of southern liberal thought in the critical years from the 1920s to the 1940s. While they believed that social and economic change in the modern South required reform of race relations, the journalists felt that these reforms could be accommodated within the framework of racial segregation. The protests of blacks against segregation during World War II challenged that way of thinking and created a crisis for southern liberals. Until now, no book has been devoted entirely to this subject. Richard H. Abbott's research draws on his readings from some 430 southern Republican papers. This figure accounts for literally hundreds more papers than are cited in the handful of previously published related studies--none of which makes more than passing reference to any of the topics that Abbott covers in detail. Abbott first traces the origins of the southern Republican press from its lone stronghold in antebellum northwest Virginia to its wartime expansion in the wake of the Union Army's occupation of such far-flung places as Key West, Florida, and Port Royal, South Carolina. Abbott then discusses the challenges of establishing and sustaining a Republican press where the most likely readership--freed slaves--was usually illiterate and too poor to subscribe, much less to contribute advertising revenue. Looking at the different ways white and black editors faced common problems from ostracism and libel to vandalism and physical assault, Abbott also discusses the mixed blessings of patronage, by which Republican officials steered printing business to their party organs. Abbott's state-by-state, year-by-year analyses look at the fluctuating number of southern Republican papers in terms of their distribution in rural/urban and anti/pro-Republican areas. For Free Press and Equal Rights reveals a wealth of information about papers ranging from the Visitor of Hot Springs, Arkansas, which lasted less than a year, to the Union Flag of Jonesborough, Tennessee, which ran from 1865 to 1873.
