The purpose of these signs is to provide the driving public with a safe speed to negotiate such curves; however, the link between these signs and safety has not yet been clearly established. The first manuscript in this dissertation presents an effort to model safety as it relates to curve advisory speed signs. It proposes a statistical model relating crash frequency at 2-lane rural highways in Oregon to curve advisory speed signs and other influential factors. The Advisory Speed Crash Factor (ASCF) emerges as a sub-model that characterizes the safety effect of advisory speed signs. Results indicate that safety may be compromised if the advisory speed is either excessively prohibitive or excessively permissive. The second manuscript extends the use of the proposed ASCF to develop the OSU posting method, a new procedure that procures the "optimal" advisory speed derived from the ASCF. A field validation analysis, also presented in this manuscript, verified the meaningfulness of the proposed ASCF sub-model. The third manuscript outlines another methodology, named 'the Hybrid OSU Posting Method' in an effort to mitigate the well documented variability associated with using the Ball Bank Indicator (BBI). This method determines the advisory speed using the BBI in combination with the ASCF. Though benefits in safety performance and consistency resulted from using the Hybrid OSU method, this method is still outperformed by the computational OSU method.

The majority of lane departure crashes occur on rural two-lane roadways, with a disproportionate number of these crashes on horizontal curves. Curve-related crashes involve a number of roadway and driver causative factors. A primary driver factor is speeding. Dynamic speed feedback sign (DSFS) systems are one method to reduce vehicle speeds and, consequently, crashes on curves. These systems show promise but they have not been fully evaluated on curves. The Center for Transportation Research and Education at Iowa State University conducted a national demonstration project to evaluate the effectiveness of two different DSFSs in reducing speed and crashes on curves at 22 total sites on rural two-lane roadways in seven States. The goal is to provide traffic safety engineers and other professionals with additional tools to manage speeds and crashes on rural horizontal curves more effectively. Data were collected before and at 1, 12, and 24 months after installation of the DSFS. On average, most sites had decreases in mean speeds, with decreases up to 10.9 miles per hour (mph) noted for both the point of curvature (PC) and center of curve (CC). Most sites experienced changes in 85th percentile speed of 3 mph or more at the PC, with the majority of sites having a decrease of 2 mph at the CC. The numbers of vehicles traveling 5, 10, 15, or 20 mph over the posted or advisory speed limit were also compared. Large reductions in the number of vehicles traveling over the posted or advisory speed occurred for all of the after periods at the PC and CC, indicating that the signs were effective in reducing high-end speeds, as well as average and 85th percentile speeds. A before-and-after crash analysis was also conducted, and crash modification factors (CMF) were developed. CMFs ranged from 0.93 to 0.95 depending on the crash type and direction of the crash.

Following the adoption of the 2011 Texas Manual on Uniform Traffic Control Devices, district personnel are checking and updating posted curve advisory speeds and other curve traffic control devices (e.g., Chevrons) in response to the December 31, 2019, compliance date. Recent legislation has allowed regulatory speed limits to be increased to 75 mph on some rural highways, resulting in a need to check and evaluate curves that had not previously been signed with advisory speeds. There is also renewed interest in implementing pavement friction treatments through the Highway Safety Improvement Program. In this research project, researchers collected and analyzed data to extend TxDOT’s curve advisory speed setting procedures to rural multilane highways and freeways as well as two-lane rural highways with speed limits of 75 mph. Researchers also improved TxDOT’s global positioning system (GPS) -based curve measurement system’s capabilities to measure grade. Finally, the researchers drafted the Horizontal Curve Evaluation Handbook to aid TxDOT’s practitioners in using the GPS-based system for evaluating curves.
