Though it is clear that crashes on our highways are a drain both socially and economically, the contribution of roadway safety to overall community safety is difficult to quantify and has seen many approaches. The study first defines highway safety as a whole, and then focuses on safety improvements on rural two-lane roadways. One such improvement, highway edge lines, may be especially beneficial on such highways. A literature review indicated that edge lines may have a tendency to reduce accident experience on rural, two-lane roads and may affect vehicle speed and lateral position in the lane, which in turn may increase or decrease accident likelihood. After compilation of a database of rural, two-lane roadways in Texas, an accident analysis comparing such roadways with and without edge lines was performed. In addition to general accident frequency analysis taking into account varying traffic lane and shoulder widths and roadway curvature, factors such as accident type, intersection presence, light condition, surface condition, crash-supporting factors, severity, driver age, and driver gender were considered. Further, stationary roadside observations measuring vehicle speed and lateral position were taken during daylight and darkness on three rural, two-lane roadway test sites first without edge lines, and then again after the sites were striped with edge lines. Overall, the accident analysis showed that edge line treatments on rural two-lane roadways may reduce accident frequency, especially run-off-the road frequency, with the highest impact on curves and narrow roadways. The stationary observation analysis indicated some tendency of edge lines to increase vehicle speeds and also decrease speed variations, while moving vehicles toward the pavement edge on narrow roadways, especially at night.

Book excerpt: A vehicle may leave its travel lane for a number of reasons, such as driver error, poor surface conditions, or avoidance of a collision with another vehicle in the travel lane. When a vehicle leaves the travel lane, pavement edge drop-off poses a potential safety hazard because significant vertical differences between surfaces can affect vehicle stability and reduce a driver's ability to handle the vehicle. Numerous controlled studies have tested driver response to encountering drop-offs under various conditions, including different speeds, vehicle types, drop-off height and shape, and tire scrubbing versus non-scrubbing conditions. The studies evaluated the driver's ability to return to and recover within their own travel lane after leaving the roadway and encountering a drop-off. Many of these studies, however, have used professional drivers as test subjects, so results may not always apply to the population of average drivers. Furthermore, test subjects are always briefed on what generally is to be expected and how to respond; thus, the sense of surprise that a truly naive driver may experience upon realizing that one or two of his or her tires have just dropped off the edge of the pavement, is very likely diminished. Additionally, the studies were carried out under controlled conditions. The actual impact of pavement edge drop-off on drivers' ability to recover safely once they leave the roadway, however, is not well understood under actual driving conditions. Additionally, little information is available that quantifies the number or severity of crashes that occur where pavement edge drop-off may have been a contributing factor. Without sufficient information about the frequency of edge drop-off-related crashes, agencies are not fully able to measure the economic benefits of investment decisions, evaluate the effectiveness of different treatments to mitigate edge drop-off, or focus maintenance resources. To address these issues, this report details research to quantify the contribution of pavement edge drop-off to crash frequency and severity. Additionally, the study evaluated federal and state guidance in sampling and addressing pavement edge drop-off and quantified the extent of pavement edge drop-off in two states. This study focused on rural two-lane paved roadways with unpaved shoulders, since they are often high speed facilities (55+ mph), have varying levels of maintenance, and are likely to be characterized by adverse roadway conditions such as narrow lanes or no shoulders.

The objective of this study was to determine the safety effectiveness of wider pavement markings with regard to traffic safety. The study collected and analyzed crash data at 38 locations in the state of Idaho. In the United States, the default pavement marking width is typically 4 inches and the color is white or yellow. Before and after studies using comparison group and Empirical Bayes methods were applied to determine that if there was a relationship between the implementation of wider pavement markings and vehicle crashes. Safety performance functions (SPF) for run-of-the-road crashes (ROR) in Idaho for two-lane rural highways were also developed. This study concluded that there is a strong relationship between wider pavement markings width and a reduced number of ROR crashes especially fatal and serious injuries crashes. For this reason, the implementation of wider pavement marking widths by agencies along two-lane rural highways is encouraged to provide a long-term safety benefit for the motoring public. This study will recommend strategies for state DOTs to increase safety and suggest a need to revise the MUTCD definitions on marking widths. The research results showed that wide pavement marking implementation has the potential to reduce fatal and serious ROR crashes by 10.07 percent with an expected cost to benefit ratio of approximately 1:25.

Five years of accident data, covering the three years before wide edgeline installation and the two years after installation, were used. It was concluded that there is no evidence to indicate that wide edgelines significantly affected the incidence of ROR and related accidents for any individual treatment location or for the locations combined. The related accidents include ROR accidents involving driving under the influence of alcohol or drugs, ROR accidents on curves, ROR accidents during darkness, and opposite-direction accidents. Consequently, it was recommended that wide edgelines not be considered as a countermeasure for ROR accidents in Virginia.
