Book Synopsis The War Powers Resolution by : Congressional Research Service
Download or read book The War Powers Resolution written by Congressional Research Service and published by Createspace Independent Publishing Platform. This book was released on 2017-04-03 with total page 98 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report discusses and assesses the War Powers Resolution and its application since enactment in 1973, providing detailed background on various cases in which it was used, as well as cases in which issues of its applicability were raised. It will be revised biannually. In the post-Cold War world, Presidents have continued to commit U.S. Armed Forces into potential hostilities, sometimes without a specific authorization from Congress. Thus the War Powers Resolution and its purposes continue to be a potential subject of controversy. On June 7, 1995, the House defeated, by a vote of 217-201, an amendment to repeal the central features of the War Powers Resolution that have been deemed unconstitutional by every President since the law's enactment in 1973. In 1999, after the President committed U.S. military forces to action in Yugoslavia without congressional authorization, Representative Tom Campbell used expedited procedures under the Resolution to force a debate and votes on U.S. military action in Yugoslavia, and later sought, unsuccessfully, through a federal court suit to enforce presidential compliance with the terms of the War Powers Resolution. The War Powers Resolution P.L. 93-148 was passed over the veto of President Nixon on November 7, 1973, to provide procedures for Congress and the President to participate in decisions to send U.S. Armed Forces into hostilities. Section 4(a)(1) requires the President to report to Congress any introduction of U.S. forces into hostilities or imminent hostilities. When such a report is submitted, or is required to be submitted, Section 5(b) requires that the use of forces must be terminated within 60 to 90 days unless Congress authorizes such use or extends the time period. Section 3 requires that the "President in every possible instance shall consult with Congress before introducing" U.S. Armed Forces into hostilities or imminent hostilities. From 1975 through March 2017, Presidents have submitted 168 reports as the result of the War Powers Resolution, but only one, the 1975 Mayaguez seizure, cited Section 4(a)(1), which triggers the 60-day withdrawal requirement, and in this case the military action was completed and U.S. armed forces had disengaged from the area of conflict when the report was made. The reports submitted by the President since enactment of the War Powers Resolution cover a range of military activities, from embassy evacuations to full-scale combat military operations, such as the Persian Gulf conflict, and the 2003 war with Iraq, the intervention in Kosovo, and the anti-terrorism actions in Afghanistan. In some instances, U.S. Armed Forces have been used in hostile situations without formal reports to Congress under the War Powers Resolution. On one occasion, Congress exercised its authority to determine that the requirements of Section 4(a)(1) became operative on August 29, 1983, through passage of the Multinational Force in Lebanon Resolution (P.L. 98-119). In 1991 and 2002, Congress authorized, by law, the use of military force against Iraq. In several instances none of the President, Congress, or the courts has been willing to initiate the procedures of or enforce the directives in the War Powers Resolution.
Book Synopsis Beyond the Water's Edge by : Kathleen H. Hicks
Download or read book Beyond the Water's Edge written by Kathleen H. Hicks and published by Rowman & Littlefield. This book was released on 2018-10-15 with total page 245 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report assesses domestic political support for internationalist foreign policy by analyzing the motivations of members of Congress on key foreign policy issues. It includes case studies on major foreign policy debates in recent years, including the use of force, foreign aid, trade policy and U.S.-Russia relations. It also develops a new series of archetypes for describing the foreign policy worldviews of members of the 115th Congress to replace the current stale and unsophisticated labels of internationalist, isolationist, hawk and dove. Report findings emphasize areas of bipartisan cooperation on foreign policy issues given member ideologies.
Book Synopsis Mathematical Theory of Scattering Resonances by : Semyon Dyatlov
Download or read book Mathematical Theory of Scattering Resonances written by Semyon Dyatlov and published by American Mathematical Soc.. This book was released on 2019-09-10 with total page 649 pages. Available in PDF, EPUB and Kindle. Book excerpt: Scattering resonances generalize bound states/eigenvalues for systems in which energy can scatter to infinity. A typical resonance has a rate of oscillation (just as a bound state does) and a rate of decay. Although the notion is intrinsically dynamical, an elegant mathematical formulation comes from considering meromorphic continuations of Green's functions. The poles of these meromorphic continuations capture physical information by identifying the rate of oscillation with the real part of a pole and the rate of decay with its imaginary part. An example from mathematics is given by the zeros of the Riemann zeta function: they are, essentially, the resonances of the Laplacian on the modular surface. The Riemann hypothesis then states that the decay rates for the modular surface are all either or . An example from physics is given by quasi-normal modes of black holes which appear in long-time asymptotics of gravitational waves. This book concentrates mostly on the simplest case of scattering by compactly supported potentials but provides pointers to modern literature where more general cases are studied. It also presents a recent approach to the study of resonances on asymptotically hyperbolic manifolds. The last two chapters are devoted to semiclassical methods in the study of resonances.
Book Synopsis Google Earth Engine Applications by : Lalit Kumar
Download or read book Google Earth Engine Applications written by Lalit Kumar and published by MDPI. This book was released on 2019-04-23 with total page 420 pages. Available in PDF, EPUB and Kindle. Book excerpt: In a rapidly changing world, there is an ever-increasing need to monitor the Earth’s resources and manage it sustainably for future generations. Earth observation from satellites is critical to provide information required for informed and timely decision making in this regard. Satellite-based earth observation has advanced rapidly over the last 50 years, and there is a plethora of satellite sensors imaging the Earth at finer spatial and spectral resolutions as well as high temporal resolutions. The amount of data available for any single location on the Earth is now at the petabyte-scale. An ever-increasing capacity and computing power is needed to handle such large datasets. The Google Earth Engine (GEE) is a cloud-based computing platform that was established by Google to support such data processing. This facility allows for the storage, processing and analysis of spatial data using centralized high-power computing resources, allowing scientists, researchers, hobbyists and anyone else interested in such fields to mine this data and understand the changes occurring on the Earth’s surface. This book presents research that applies the Google Earth Engine in mining, storing, retrieving and processing spatial data for a variety of applications that include vegetation monitoring, cropland mapping, ecosystem assessment, and gross primary productivity, among others. Datasets used range from coarse spatial resolution data, such as MODIS, to medium resolution datasets (Worldview -2), and the studies cover the entire globe at varying spatial and temporal scales.

Book Synopsis Hereditary Effects of Radiation by : United Nations. Scientific Committee on the Effects of Atomic Radiation
Download or read book Hereditary Effects of Radiation written by United Nations. Scientific Committee on the Effects of Atomic Radiation and published by The Committee. This book was released on 2001 with total page 166 pages. Available in PDF, EPUB and Kindle. Book excerpt: The 2001 report completed a comprehensive review of the risks to offspring following parental exposure to radiation. The review included an evaluation of those diseases which have both hereditary and environmental components. The major finding is that the total hereditary risk to the first generation following radiation is less than one tenth of the risk of fatal carcinogenesis following irrradiation. The Committee concluded that a sounder basis now exists for estimating the hereditary risks of radiation exposure. This is due to advances in molecular genetics, and in the evaluation of multifactorial diseases, such as coronary heart disease.
Book Synopsis Laboratory Techniques in Thrombosis - A Manual by : J. Jespersen
Download or read book Laboratory Techniques in Thrombosis - A Manual written by J. Jespersen and published by Springer Science & Business Media. This book was released on 2000-06-30 with total page 340 pages. Available in PDF, EPUB and Kindle. Book excerpt: The first edition of this manual appeared in 1992 and was entitled ECAT Assay Procedures. This completely revised new edition combines the strengths of the first edition with new and useful features. Laboratory Techniques in Thrombosis - a Manual still gives detailed descriptions of the recommended assays and their alternatives. However, the manual now has a broader scope because it is no longer limited by the frontiers of ECAT. Experts all over the world have contributed to this edition. Furthermore, new assays have been introduced, improvements have been suggested for other assays, while a few others have become redundant or no longer available. The list of manufacturers is fully updated and a list of the recommended nomenclature of quantities in thrombosis and haemostasis is new to this edition, further facilitating the use of this manual. Laboratory Techniques in Thrombosis - a Manual will contribute to furthering the much needed harmonization and standardization of tests within the field and should have a place in all working haemostasis laboratories.
