Available in PDF, EPUB and Kindle. Book excerpt: While the Arctic Ocean has long been covered with ice, recent changes in climate have caused the ice to melt, spurring both conservation challenges to the region's environment and biodiversity, as well as new opportunities for navigation and natural resource development. Changes in the Arctic Environment and the Law of the Sea offers policy and legal guidance in response to these new challenges. Synthesizing the presentations of leading experts at "Changes in the Arctic Environment and the Law of the Sea" meeting held in May, 2009 in Seward, Alaska, the topics explored in this volume include the political context and scientific background, marine transport, environment and biodiversity, in addition to offshore petroleum and the status of Spitsbergen. A list of selected Internet resources provides links for additional websites, as well as PowerPoint files from presentations given at the meeting. Changes in the Arctic Environment and the Law of the Sea is based on the 33rd Annual Conference of the Center for Oceans Law and Policy, a primary sponsor, along with the Law of the Sea Institute of Iceland as well as with the U.S. Arctic Commission, the University of Alaska (Fairbanks) and the Law of the Sea Institute, Law School (Boalt Hall), University of California, Berkeley.

The Comptroller General of the United States is the leader of the GAO, and is appointed to a 15-year term by the U.S. President. The GAO wants to support Congress, while at the same time doing right by the citizens of the United States. They audit, investigate, perform analyses, issue legal decisions and report anything that the government is doing. This is one of their reports.

Available in PDF, EPUB and Kindle. Book excerpt: The advent of the nuclear age in 1945 fundamentally altered the course of human events. The oceans are not the focus of the nuclear age, but the affairs of the oceans are deeply woven into the history of that age. Knowledge of what the nuclear age has meant for the oceans, however, is highly fragmented and there exists a surprising gap in research on the impact of the nuclear age on the oceans and on ocean law and policy. Ranging from dumped wastes to transportation to security, this study frames the complex multidimensional set of relationships between the oceans and the nuclear age and illuminates patterns of impact and response in ocean law. This timely expanded edition includes a new chapter by Lt. Todd Hutchins, USN, on “Nuclear Risks in Coastal Areas: Legal and Regulatory Responses.” It provides a full discussion of the 2011 coastal Fukushima Nuclear Power Plant disaster, together with analysis more generally of the challenges to the environment and to the legal order globally that are posed by coastal siting of nuclear power plants.

Available in PDF, EPUB and Kindle. Book excerpt: Written by a group of leading experts on Artic affairs, this book offers a historically informed and comprehensive study of the geopolitics and security challenges of the Arctic. The key aim of the work is to identify the conditions for cooperation, stability and peace in the Arctic and to reach beyond simple description and expectation in order to explore in depth some of the main factors that will determine the future of international relations in the region. Furthermore, it addresses key topics such as the geopolitical significance of the Arctic and the importance of oil and gas resources in the Arctic. The book also investigates what the main characteristics of governance in the Arctic are, and how institutions and regimes can promote stability and security in the region. The volume maintains two layers of focus. The first relates to the dynamics within the Arctic and the second to developments outside the region, highlighting that we cannot understand the Arctic in isolation from global developments such as energy markets, security conflicts and NATO-Russian antagonism. This book will be of much interest to students of Arctic politics, security studies, geopolitics, Russian and Scandinavian politics, and international relations in general.

Book excerpt: In Pursuit of Prosperity provides a much needed exploration of the evolution of environmental sustainability in U.S. foreign policy. Through expert analysis of nine countries and regions of strategic importance, David Reed and his stellar team of experts in foreign policy and environmental affairs identify emerging threats to the prosperity and national security of the United States. They assert that U.S. foreign policy must shift away from its 100-year-old focus on obtaining energy and mineral inputs for the industrial economy. In the new millennium, U.S. foreign policy must be geared toward ensuring the prosperity of the country’s trading and political partners around the globe. To the degree that our partners’ economies and social stability are threatened by the natural resource scarcities and environmental change unfolding within their borders and in neighboring countries, threats to U.S. prosperity and national security increase proportionately. Directed to U.S. foreign policy makers, the intelligence and security communities, and influential think tanks and research organizations, the book proposes specific recommendations the U.S. government should embrace to respond to the disruption of global supply chains, social instability in partner countries, disruptive impacts on regional relations, and expansion of illegal trade and criminal networks. This unique focus establishes In Pursuit of Prosperity as a seminal work in understanding the challenges facing the United States in this period of global environmental change.

Book excerpt: Increased global interest in the Arctic poses challenges to contemporary international relations and many questions surround exactly why and how Arctic countries are asserting their influence and claims over their northern reaches and why and how non-Arctic states are turning their attention to the region. Despite the inescapable reality in the growth of interest in the Arctic, relatively little analysis on the international relations aspects of such interest has been done. Traditionally, international relations studies are focused on particular aspects of Arctic relations, but to date there has been no comprehensive effort to explain the region as a whole. Literature on Arctic politics is mostly dedicated to issues such as development, the environment and climate change, or indigenous populations. International relations, traditionally interested in national and international security, has been mostly silent in its engagement with Arctic politics. Essential concepts such as security, sovereignty, institutions, and norms are all key aspects of what is transpiring in the Arctic, and deserve to be explained in order to better comprehend exactly why the Arctic is of such interest. The sheer number of states and organizations currently involved in Arctic international relations make the region a prime case study for scholars, policymakers and interested observers. In this first systematic study of Arctic international relations, Robert W. Murray and Anita Dey Nuttall have brought together a group of the world's leading experts in Arctic affairs to demonstrate the multifaceted and essential nature of circumpolar politics. This book is core reading for political scientists, historians, anthropologists, geographers and any other observer interested in the politics of the Arctic region.

Available in PDF, EPUB and Kindle. Book excerpt: Russia and the United States are the most important countries for many vital security issues. They possess the world’s largest nuclear weapons arsenals, are involved in the principal regional conflicts, and have lead roles in opposing international terrorism and weapons proliferation. Despite persistent differences on many questions, mutual interests consistently drive Russians and Americans to work together to overcome these impediments. This Adelphi paper argues that opportunities for improving further security cooperation between Russia and the United States exist but are limited. Near-term results in the areas of formal arms control or ballistic missile defences are unlikely. The two governments should focus on improving and expanding their joint threat reduction and nonproliferation programmes, enhancing their military-to-military dialogue regarding Central Asia and defence industrial cooperation, and deepening their antiterrorist cooperation, both bilaterally and through NATO. Using more market incentives, expanding reciprocity and equal treatment, and limiting the adverse repercussions from disputes over Iran would facilitate progress. Russia and the United States will not soon become close allies, but they should be able to achieve better security ties given that, on most issues, their shared interests outweigh those that divide them.

Available in PDF, EPUB and Kindle. Book excerpt: The Routledge Handbook of Arctic Security offers a comprehensive examination of security in the region, encompassing both state-based and militarized notions of security, as well as broader security perspectives reflecting debates about changes in climate, environment, economies, and societies. Since the turn of the century, the Arctic has increasingly been in the global spotlight, resulting in the often invoked idea of “Arctic exceptionalism” being questioned. At the same time, the unconventional political power which the Arctic’s Indigenous peoples hold calls into question conventional ideas about geopolitics and security. This handbook examines security in this region, revealing contestations and complementarities between narrower, state-based and/or militarized notions of security and broader security perspectives reflecting concerns and debates about changes in climate, environment, economies, and societies. The volume is split into five thematic parts: • Theorizing Arctic Security • The Arctic Powers • Security in the Arctic through Governance • Non-Arctic States, Regional and International Organizations • People, States, and Security. This book will be of great interest to students of Arctic politics, global governance, geography, security studies, and International Relations.

Available in PDF, EPUB and Kindle. Book excerpt: The Arctic’s growing strategic importance in world affairs and the increasing attention it receives from states inside and outside the region warrants greater cooperation and understanding of practical measures for maintaining regional security and stability. Approaches that seek to systematically isolate one of the Arctic states, particularly Russia, will only contribute to mistrust and impede prospects for regional stability. The product of a three-year project by twenty Arctic scholars and practitioners, The Newport Manual on Arctic Security sets out thirty international principles of security applicable to this maritime region. It addresses topics related to awareness, confidence-building measures, and capabilities. An extensive commentary accompanies each principle, which sets forth its basis during peacetime, explains practical barriers and solutions to implementation, and outlines critical disagreements within the group. Transparency, cooperation, and communication provide the basis for the principles and commentary. This book is policy—and politics—neutral and does not represent the official position, plans, or policies of any state or international organization, including the U.S. Naval War College. The project’s leadership was committed to objectivity and has included the views of all participants to reach consensus on future prospects for cooperation and agreement.
