The rise in popularity of this belief over the last century and a half is directly traceable to the impact of the nineteenth century's largest and most influential Western esoteric movement, the Theosophical Society. In Recycled Lives, Julie Chajes looks at the rebirth doctrines of the matriarch of Theosophy, the controversial occultist Helena Petrovna Blavatsky (1831-1891). Examining her teachings in detail, Chajes places them in the context of multiple dimensions of nineteenth-century intellectual and cultural life. In particular, she explores Blavatsky's readings (and misreadings) of Spiritualist currents, scientific theories, Platonism, and Hindu and Buddhist thought. These in turn are set in relief against broader nineteenth-century American and European trends. The chapters come together to reveal the contours of a modern perspective on reincarnation that is inseparable from the nineteenth-century discourses within which it emerged, and which has shaped how people in the West tend to view reincarnation today.

Racheotes argues that Filaret was far more than a neo-patristic theologian steeped in the tradition of the Eastern fathers. By means of translation, select passages from sermons, letters, and official reports are available in English for the first time. Often preaching before three reigning tsars, writing or editing such monumental documents as Alexander I’s will and Alexander II’s decree emancipating the Russian serfs, leading the drive for a Russian translation of the Bible, and preparing Orthodox catechisms are but a few examples of St. Filaret’s historical importance. His centrality to policy formation with respect to the so called Old Believers, his incessant campaigns for clerical education reform, and for translation into Russian of the seminal works of Eastern theologians account for the enduring influence attributable to this Archbishop. Today, his pronouncements are enjoying a revival among a new generation of religious historians in Russia and are often adduced by a host of contemporaries arguing for Russian exceptionalism.

It weighs the powerful influence of both Europe and Russia on their policy choices, and how this intersected with the costs and benefits of policy changes for the politicians in each state. Prior to EU accession, policymakers were slow to adopt minority-friendly policies for ethnic Russians despite mandates from the European Union. These initiatives faced majority opposition, and politicians sought to maintain the status quo and their positions. As Jennie L. Schulze reveals, despite the credit given to the democratizing influence of European institutions, they have rarely produced significant policy changes alone, and then only when domestic constraints were low. Whenever domestic opposition was high, Russian frames were crucial for the passage of reforms. In these cases, Russia’s activism on behalf of Russian speakers reinforced European frames, providing powerful justifications for reform. Schulze’s attention to both the strategic framing and counter framing of external actors explains the controversies, delays, and suboptimal outcomes surrounding the passage of “conditional” amendments in both cases, as well as the local political climate postaccession. Strategic Frames offers a significant reference on recent developments in two former Soviet states and the rapidly evolving spheres of political influence in the postindependence era that will serve students, scholars, and policymakers alike.
