Book excerpt: Russia Rebounds analyzes Russia’s dramatic economic recovery since the country’s 1998 financial crisis, emphasizing macroeconomic issues and fiscal and banking sector reforms. The crisis was a massive shock to the system and a considerable surprise to both Russians and foreign investors, who a year before had come to think that the worst of the transition from a centrally planned to a market economy was over. Macroeconomic performance since the crisis has been impressive. The book assesses the contribution of various factors underlying this recovery and highlights key policy challenges to ensure its sustainability.

Book excerpt: This paper discusses Russia’s balance of payments developments in recent years: the initial macroeconomic imbalances and systemic shocks which set the stage for the critical balance of payments difficulties Russia faced in the early 1990s; the lessons from the early phases of Russia’s economic reforms; the choices faced by the Russian Government and the international community in supporting the government’s reform efforts; and the external debt situation. This analysis also points to external adjustment issues which Russia will face in the period ahead, including the potential for an early reversal of the export decline and the nature of external financing and debt problems.

Book excerpt: Russia has embarked upon a difficult process of systemic transformation and economic opening up. While the initial strong GDP decline seemed to have ended in 1997, the real development was facing even more difficult problems as output declined sharply after the Ruble and banking crisis of August 1998: inflation started to increase again, exports and imports were falling, capital flight increasing and unemployment rising. There is broad disappointment in Russia regarding the transformation failure in 1998 since so many people had hoped that the end of the Soviet command economy would bring democracy, prosperity and international integration. While Poland has been able to double per capita income in the 1990s it has fallen by 50% in Russia and this despite considerable IMF involvement and some (modest) support from other international organizations. What were the reasons for transformation failure in the 1990s? What are the ingredients for long term sustainable transformation? What are the internal and international requirements to avoid a second - possibly tragic - failure of transformation in Russia? An international group of researchers has focussed on these problems during a two-year research project financed by the Alfried Krupp von Bohlen und Halbach Foundation. A series of papers were presented at workshops in Potsdam, Bonn and Moscow in 1999 where this book is devoted to four important issues: the Russian transformation crisis, the topic of restructuring, the need for stabilizing Russia and the requirements for modernizing Russia.

Available in PDF, EPUB and Kindle. Book excerpt: This book presents theoretical and empirical investigation of economic growth in Russia. The sharp decline in the national production that Russia endured in the 1990s, linked directly to the exhausting and ill-planned transition from the planned economy to the market economy, resulted in Russia plunging into the poverty trap. The goal of this book is to determine whether and how Russia manages to overcome the poverty trap and initiate and sustain economic growth. This book fills the gap between the volatile economic growth as an objective economic reality of Russia and the lack of scholarly literature on the issue. This study identifies the place and role of foreign aid in economic growth in the market-type post-transitional Russian economy and concludes that foreign aid does not play any significant role in the national economy, contrary to what would follow from the classical poverty trap theory, considered, reviewed, applied and tested in this study. Development economists should not overestimate the role of foreign aid in overcoming the poverty trap in those developing economic systems that are currently not in equilibrium and only move toward their steady state. The book will be of interest to those who want to learn more about specific problems in Russia’s newly built capitalism, the country’s perspectives and its current semi-peripheral status. The book will also be an excellent supplement for students in Russian studies programs, as well as for investors who want to do business in Russia and try to understand the country’s domestic economic conditions and processes.

Available in PDF, EPUB and Kindle. Book excerpt: Russia's foreign debt problems worsened substantially after the financial crisis of 1998. The paper focuses on the key role of the government in servicing foreign debt and promoting institution building by showing how foreign debt influences the choice between official and unofficial taxation. The enterprise sector is assumed to reallocate its resources between domestic investment and capital flight. It is discussed under which conditions debt rescheduling may create incentives for the government to promote institution building. The results of this paper shed light on the conditions under which the recent agreement with the London Club to write off substantial amounts of former Soviet debt can be successful.

Available in PDF, EPUB and Kindle. Book excerpt: Russia's Economic Transitions examines the three major transformations that the country underwent from the early 1860s to 2000. The first transition, under Tsarism, involved the partial break-up of the feudal framework of land ownership and the move toward capitalist relations. The second, following the Communist revolution of 1917, brought to power a system of state ownership and administration - a sui generis type of war-economy state capitalism - subjecting the economy's development to central commands. The third, started in the early 1990s and still unfolding, is aiming at reshaping the inherited economic fabric on the basis of private ownership. The three transitions originated within different settings, but with a similar primary goal, namely the changing of the economy's ownership pattern in the hopes of providing a better basis for subsequent development. The treatment's originality, impartiality and historical breadth have cogent economic, social and political relevance.

Book excerpt: Seminar paper from the year 2010 in the subject Business economics - Business Management, Corporate Governance, grade: 1,7, University of Applied Sciences Berlin (International Management), language: English, abstract: Once again Russia's positive economic development outlook has been thrown into question by the global financial crisis. The country has faced a whole lot of economic problems in the past months. Russians have withdrawn 290 billion Dollars from the country's banks in fear of a financial collapse. At first sight on the past two years' events on Russia's financial market one may have had an impression of a "déjà-vu" Since August 2008: the Rouble has dropped about one third against the Euro over 30 percent and against the Dollar even more than 40 percent.2 The incoming foreign investment of 28 billion Dollars which broke all records right in the year before has now shrunk up to a few billion. The country's two stock markets, the Russian Trading System (RTS) and the Moscow Interbank Currency Exchange (MICEX), have fallen 78 percent and 67 percent respectively since their highs in May 2008.3 It appears as some cynical 10th anniversary of 17th of August 1998: when the Russian Government announced the gradual devaluation of the Rouble, the default on domestic and foreign debts, and declared a moratorium on payment by Russian commercial banks to foreign creditors. So the Rouble has dropped to the Dollar more than 300percent in the following months and was six times lower only a year after. At the outset this paper sets the currency crisis into the framework of the macroeconomic theory and provides a historical overview by putting the 1998 crisis into its timeframe and showing the impacts on the Russian economy. Furthermore the following questions are discussed: Why did the Rouble collapse? Was this a home-made crisis or was it caused by exogenous factors such as the foregone turmoil on Asia's financial markets? Finally it shows what the conditions under which
