Book excerpt: Congenital malformations are worldwide occurrences striking in every condition of society. These severe physical abnormalities which are present at birth and affecting every part of the body happen more often than usually realized, once in every 33 births. The most common, after heart defects, are those of the neural tube (the brain and spinal cord) which happen in as many as one in every 350 births. They have been noted as curiousities in man and beast throughout recorded history and received great attention in our time by various fields of study, for example, their faulty prenatal development by embryologists, familial patterns by geneticists, causation by environmentalists and variability by population scientists. Attention turned much in recent years to the relation of these malformations to deficiency of a particular dietary ingredient, folic acid, a subject this book analyzes in depth. The greatest conundrum of all, which this latest matter like so much else hinges on, is the amazing fact of the tremendous, almost universal decrease in the frequency of these anomalies since early in the 20th century. The puzzle is What can this downward trend possibly mean? and at bottom Whether it is part of a long-term cyclical pattern . This fascinating biological phenomenon is explored in the book together with various other topics.

Available in PDF, EPUB and Kindle. Book excerpt: North demystifies the most infamous crime of the twentieth century, arguing that President John F. Kennedy was assassinated in Dallas by Mafia contract killers hired by Louisiana mob boss Carlos Marcello. Critical characters emerge in the plot to murder JFK: Henry Wade, the long-time district attorney turned corrupt; Lyndon B. Johnson himself, who, while a senator in the 1950s, accepted bribes from the mob; corrupt FBI director J. Edgar Hoover; and more. In late 1961, U.S. Attorney General Robert Kennedy and his brother John, initiated a covert Organized Crime Task Force investigation of the Civello mob in Dallas with the understanding that destroying the Dallas Mafia would also destroy LBJ. Johnson, through Wade and other local federal officials he had placed in power, learned of the plan and cooperated with the Civello mob to have JFK killed. North's conclusions are based on classified federal documents.

Book excerpt: Nationally-specific definitions of citizenship proved decisive for the development of the Tax State in Brazil and South Africa in the twentieth century. Although both countries had been divided along racial and regional lines in the late nineteenth century, watershed constitutions addressed these political problems in very different ways. South Africa's institutionalized white supremacy created a level of political solidarity that contributed to the development of a highly progressive and efficient tax system. In Brazil, federalism and official non-racialism proved more divisive, making the enactment and collection of progressive taxes much more difficult. The legacy of these divergent state-building processes remains evident at the beginning of the twenty-first century. Lieberman extends this analysis to a wider group of country cases and finds similar patterns and causal relationships between the politics of race, region, and taxation. The findings are based on field research, large-scale national surveys, macroeconomic data, and various archival sources.

Available in PDF, EPUB and Kindle. Book excerpt: In this comprehensive analysis of federal or convenantal forms of government, Elazar explores the roots of federalism, traces its historical development, and portrays how federalism has been employed to promote workable governmental systems for people with diverse traditions. He identifies the several elements of federalism as a basis of political association, and describes how federalism defines political justice, shapes political behavior, and directs humans toward civic synthesis of the two. Elazar scans the centralizing and decentralizing trends in contemporary federal systems and explains why federalism is resurfacing as a significant political force in the postmodern epoch. He contends that through its covenantal foundations, federalism is an idea whose importance is akin to natural law in defining justice and delineating the origins and proper constitution of political society. Book excerpt: The essays in this volume, written by well-known economists and other social scientists from North America, Europe, and, in one case, Australia, share to an unusual degree a common concern with the competitive mechanisms that underlie collective decisions and with the way they are embedded in institutional settings. This gives the book a unitary inspiration whose value is clear from the new understanding and insights its chapters provide on important theoretical and practical issues such as the social dimension and impact of trust, the management of information in bureaucratic settings, the role of political parties in constitutional evolution, inter-level rivalry and reassignments of powers in federal and unitary systems of government, the impact of ethnicity and nationalism on federal institutions or arrangements, and the response of governments and overarching institutions of globalization
