Even though it has been the focus of abundant research over the past five decades, some key policy questions have not found clear answers yet. To what extent is internal migration a desirable phenomenon and under what circumstances? Should governments intervene and, if so, with what types of interventions? What should be their policy objectives? To shed light on these important issues, the authors survey the existing theoretical models and their conflicting policy implications and discuss the policies that may be justified based on recent relevant empirical studies. A key limitation is that much of the empirical literature does not provide structural tests of the theoretical models, but only provides partial findings that can support or invalidate intuitions and in that sense, support or invalidate the policy implications of the models. The authors' broad assessment of the literature is that migration can be beneficial or at least be turned into a beneficial phenomenon so that in general migration restrictions are not desirable. They also identify some data issues and research topics which merit further investigation. "--World Bank web site.

Book excerpt: This study provides insights into a specific, hard-to-reach youth subpopulation—those born in agricultural areas in Western Kenya who migrate to large towns and cities—that is often missed by research and development activities. Using a mixed-methods approach, we find high variability in movement of youth between rural villages, towns, and large urban areas. Top reasons for youth migration align with existing literature, including pursuit of job opportunities and education. For youth from villages where crop farming is the primary economic activity for young adults, 77 percent responded that they are very interested in that work, in contrast to the common notion that youth are disinterested in agriculture. We also find many youth interested in settling permanently in their villages in the future. This research confirms that youth migration is dynamic, requiring that policymakers and development practitioners employ methods of engaging youth that recognize the diversity of profiles and mobility of this set of individuals.

However, 97 percent of Africa’s urban centers have fewer than 300,000 inhabitants, and a sizable share of urban migrants come from other urban areas. A more holistic and dynamic perspective, incorporating migration flows along the full urban hierarchy, as well as urban-urban migrants, is needed to better understand and leverage migration for urban development. Migrants, Markets, and Mayors: Rising above the Employment Challenge in Africa’s Secondary Cities draws on demographic data, research literature, key informant interviews, and empirical research to better understand how migrants in Africa’s secondary cities fare in urban labor markets, how they affect aggregate urban productivity, and how mayors can leverage migrants’ potential to the benefit of all. It explores these questions across countries and four urban case settings: Jijiga in Ethiopia, Jinja in Uganda, and Jendouba and Kairouan in Tunisia. Although mayors in secondary cities often see migrants as a burden to their cities’ labor markets and a threat to development, the report finds that migrants contribute increasingly less to urban population growth and that they usually strengthen the resident labor force. The report also finds that labor market outcomes for migrants are at least as good as those for nonmigrants. Africa’s secondary cities are well placed to leverage migration, but evidence-based policies are needed to manage the growth and development of land and labor markets. The report reviews policy options that mayors can take to strengthen the financial, technical, and planning capacity of secondary cities and better leverage migration to benefit migrants and nonmigrants alike. ----------- "Much of the literature on migration to cities examines migration in a nonspatial fashion or focuses on rural-urban migration to the largest, most visible cities. Book excerpt: Discussing migration and migration patterns in the third world, this paper asserts that the failure of plans for controlling rural to urban migration is due to: lack of knowledge about the phenomenon; the favor given to one-dimensional interpretations stressing certain aspects of urban economies; and the implicit assumptions underlying most solutions offered which are rarely consistant with the socioeconomic contexts of the countries involved. Discussion centers on: the nature of migration and how to assess it (suggesting that two-ended assessment is necessary for a valid picture of migrants, the migrant is characterized as normally young, rational, economic, educated, job-seeking, encouraged to migrate by urban friends/family, and poor); what happens to migrants in urban areas (citing statistics on Botswana and Tanzania wage earners vs non-wage earners, including the self-employed, argument is presented relative to the dangers of generalizing migration statistics; e.g., in Tanzania, 67% of all urban adults are migrants, more than 77% of the wage-earners could be so classified, while only 62% of the non-wage earners are migrants); the solutions and the role of education (suggestions for eliminating urban unemployment generally include encouraging a decline in the rural-urban migration and/or via educational ruralization, vocational education, etc., restricting migration, while this study suggests that unless a radical change reduces rural-urban disparities, ruralizing education will either fail to stop the urban influx or succeed partially in legitimizing inequality of opportunity). Agriculture and rural development are central to the rate of rural out-migration to urban areas. The agricultural sector needs to engage youth in order to increase global food production. In doing so, agricultural transformation can balance out-migration from rural areas and thus contribute to stable growth. This document presents the conceptual framework for distress migration of rural youth. The framework focuses on the migration of rural youth (aged 15–24), who account for a large proportion of migrants and are a particularly vulnerable group. The framework comprises three sections: 1. Analysis of the main factors determining the propensity of rural youth to migrate; 2. Assessment of the likely impacts of distress migration of rural youth in terms of rural development for local areas of origin; 3. Illustration of the most promising policies and programmes to reduce distress migration of rural youth and maximize its dev elopmental benefits for the communities of origin.
