Indeed, for nearly a century there was an avid and influential—though ultimately ineffective—rural school reform movement in the United States. More than 14 million children attend rural schools that receive only minuscule amounts of the nation s financial resources and professional attention. The authors of this book carefully analyze the beliefs, assumptions, policies, and practices that have shaped and continue to shape education in rural America, concluding that conventional wisdom in rural education has proved to be considerably more conventional than wise. They offer pragmatic suggestions for changes in rural schools, in educational policy, and in programs designed for rural communities. Book excerpt: This qualitative study examines the current state of rural Maine public school districts following years of consolidation efforts that were mandated by the state government. The problem of how to best serve rural populations equitably as compared to their suburban and urban counterparts is a modern issue. Various campaigns throughout American history have closed schools, broadened districts, and eliminated the governance of the smallest, most remote communities. While it remains apparent that cost-saving measures will never end, a new question emerges; ‘how can the state pursue cost-savings from education in a way which best serves its rural communities?’ This study reviews the history of rural schools in Maine as well as the history of consolidation nation-wide, and also examines the immediate impacts of the consolidation efforts of the past decade on Maine’s rural communities and education professionals. Data have been collected from state websites, and superintendents who have served through this era have been interviewed. Several themes common to rural school districts are discussed. Also, several applicable guidelines for state governments to consider when developing consolidation policy initiatives have been defined.--Abstract
