Book excerpt: Excerpt from Rural School Supervision Sir: In the early history of this country, and of each of the States, when the population was sparse and communities widely separated, each school district and each school had an independent existence, with little or no relation to any other school or district or any larger unit. As population became more dense, as communities coalesced, as appropriations and expenditures for schools became larger, and as the larger units of county and State began to feel an interest in and responsibility for the education of the children of all their separate communities, the need for State and county officers for business administration was felt. Later still, the demand for efficiency in the schools and for the best possible use of money expended for schools and of the time of the children in school gave rise to a demand for expert supervision by men and women competent to give to all teachers, and especially to young and inexperienced teachers, help in those phases of their work in which they need it most. As a result, State, county, district, and township superintendents are now chosen with reference to their knowledge of teaching more than formerly; and in many States they are given the assistance of special supervisors. So valuable have been the results of the work of these expert supervisors in those places where it has been tried under favorable conditions that there is now a general desire for information on the subject. I therefore recommend for publication as a bulletin of the Bureau of Education the accompanying manuscript transmitted herewith on Rural School Supervision, prepared at my request by Katherine M. Recently I visited a school where the teacher is unable to have any regular day or period for industrial work, because if the parents know of it they will keep their children at home on these days. In another county the supervising teacher was speaking to a meeting of patrons in a school at night. In the course of her remarks she condemned the common dances and festivals which nearly always resulted in drinking and a cutting or shooting aflray, and urged amusements of a different kind. This so enraged some of the young people that from the dark ness outside a bottle of ink was thrown through the window at the teacher and its contents emptied on her dress. The court records showed that nearly all of the Negroes in the penitentiary or jail from that county were there as a result of cutting and shooting at Negro fair. These examples could be multiplied, showing the courage and devo tion of the supervising teachers in their contact with the ignorant and prejudiced masses of their race. He must be a scholar; he must know the literature of the schools; he must be specially proficient in educational history, and pedagogical theory and method; and he must keep up with progress in the organization and work of schools in other districts, in other states, and in other countries. He must have a share in educational meetings in the State and nation to the end that he may possibly contribute to their potential strength, and certainly to the end that he may get from them the aids which will help him to do the most for his own schools. Withal, he must be a sane and balanced character, who is familiar with affairs, who is neither an eccentric nor a bombast, who can move among the people on at least equal terms, to whom teachers may be naturally disposed to look for guidance, and to whose judgment and influence parents may be glad to submit the future of their children. One can not be all this, nor any appreciable part of it, unless he is a balanced character and is a student of it; nor unless he has had experience at it. He must have judgment and discrimination. He must be able to resist, as well as to do. He can not fill this place and divide his time and thought with any other business. He can have no other interest which will take his time, or his thought, or which will warp his judgment, for the place demands all the thought, and all the force, of an all-around man or woman who has become an expert in the organization and administration of schools. What such an one can do for the schools can not be fully described; indeed, it can hardly be appreciated by one not familiar with the complex educational activities of the country. But that is what we mean by school supervision. No such supervision in the farming districts Such supervision has developed very rapidly in the cities of the State in the last forty or fifty years. It is this that has made for the quite uniform excellence of the city schools. It is this, at least, that has made the schools notably good in the cities where the best superintendents have been long continued. Statistics show clearly that children are not regular in their voluntary attendance, and are not absorbed in their student work. And the testimony of all persons who are familiar with the facts is practically unanimous upon the point that we have many teachers who are conspicuously unfit, intellectually, scholastically and professionally for the service they attempt to perform. Since all these things are true, and are known to be true by those who have given this matter careful attention, it is for the interest of everybody that the truth be told. The schools of Maine are of such quality that the people can afford to know all the facts concerning them. The old red schoolhouse of the Pine Tree State has furnished opportunities for the training of so large a number of men and women who have occupied distinguished positions in this and other states as to amply vindicate its influence, power and usefulness. The number of persons who are natives of this State and who have served with distinction as cabinet officers, members of congress, governors of other states, etc., is so large that no one should be sensitive about any criticisms which may be made upon our public schools. When we add to this notable list the multitude who have gone forth from their Maine homes to make for themselves honorable places in the professional, industrial, scientific and literary world, we are certainly justified in feeling proud of the institution which has prepared these people for their work and contributed so largely to their success. It is known to but few how large a concourse of persons have gone from this State and stand to-day in the front ranks of the progressive men and women of the different communities in which they have found their fields of labor. The large majority of these people received the best, and in many instances the most of their training in the common schools. The old academy, seminary and the colleges of Maine have done a work unparalleled in fitting those who came under their instruction for positions of distinguished usefulness. They have done this work so well that it is natural for many to regret that, with only a few conspicuous exceptions, the academy and seminary have passed out of existence; but they rejoice that the colleges remain, developed by years and strengthened by larger endowments and better equipments. People who are conscious of their weakness are peculiarly sensitive to an exposure of their frailties. People who are conscious of their strength welcome any revelation which helps them to a better knowledge of themselves and better means of development. Believing that the people of Maine are capable of establishing, maintaining and intelligently using the best schools of the age, an effort has been made to place before them, verbally and graphically the condition of the schools of the State. These studies have not been undertaken for the purpose of proving any theories, gratifying any personal ambitions, or placing the State before the country in an unenviable light. Book excerpt: Excerpt from The Development of a County System of Expert Supervision: Including Suburban, Village, and Rural Schools In the year 1900 the supervisory force consisted of a superintendent and assistant superintendent, having the usual administrative duties of a county superintendent, and, in addition, having the financial and clerical work involved in accounting for all expenditures on the schools. These two officials visited each school twice a year, each devoting about one hundred of the two hundred days the schools were open to the work. No more was possible. The principal of each school was a teaching principal, responsible at all times for a class, and therefore able to do only the administrative work of the school, with no time for grade supervision. The County Board of Education of six members, including farmers, merchants, and other men of affairs, soon came to see the necessity for more money and better supervision. The first step, after two years, was the employment of a clerk and stenographer. This gave the superintendent and assistant more time for visiting schools. Members of the board were taken with these two officials on their tours of school inspection just as often as possible, in order that the board might see and understand what it was possible to do to help the schools even in two short annual visits, and the importance of better supervision was constantly kept before them.
