Division, Research and Analysis Branch, U. S. Office of Strategic Services, 1941·45; holder of the Medal of Freedom) has produced a book that is, by general consensus, supreme in its field. The work makes a major contribution to the understanding of the struggle of the peasantry with the old landlords and the Imperial Government, and consequently offers an iltuminaling approach to the struggle between the Communist Government and the most stubborn and massive domestic force this Government has faced-the peasant opposition.

Available in PDF, EPUB and Kindle. Book excerpt: Following the largest peasant revolution in history, Russia's urban-based Bolshevik regime was faced with a monumental task: to peacefully "modernize" and eventually "socialize" the peasants in the countryside surrounding Russia's cities. To accomplish this, the Bolshevik leadership created the People's Commissariat of Agriculture (Narkomzem), which would eventually employ 70,000 workers. This commissariat was particularly important, both because of massive famine and because peasants composed the majority of Russia's population; it was also regarded as one of the most moderate state agencies because of its nonviolent approach to rural transformation.Working from recently opened historical archives, James Heinzen presents a balanced, thorough examination of the political, social, and cultural dilemmas present in the Bolsheviks' strategy for modernizing of the peasantry. He especially focuses on the state employees charged with no less than a complete transformation of an entire class of people. Heinzen ultimately shows how disputes among those involved in this plan-from the government, to Communist leaders, to the peasants themselves-led to the shuttering of the Commissariat of Agriculture and to Stalin's cataclysmic 1929 collectivization of agriculture.

Book excerpt: As he examines administrative reform of Russian rural local government between the abolition of serfdom and World War I, Francis William Wcislo takes as his theme the repeated attempts of tsarist statesmen to restructure the most critical mediating link between the autocratic state and a rapidly modernizing agrarian society. His broader objective, however, is to use the issue of autocratic politics to probe the character and evolution of bureaucratic mentalit in this period. Wcislo links the social, psychological, ideological, and institutional nexus of the bureaucracy with its social underpinnings in rural society and lays bare the connections of the bureaucratic world with its traditional social base among the service nobility and the peasantry. Placing the conflicting views of officials within the context of the two political cultures of old regime society, he shows how bureaucratic reformers anxious to promote civic culture were undermined by defenders of traditional autocracy and the society of service estates (soslovie) with which that autocracy had coexisted. This defense of tradition and the resulting failure of reformist initiatives were fundamental to the crisis of Russia in the early twentieth century. Originally published in 1990. Book excerpt: Religious life has been perhaps the least explored and most poorly understood aspect of imperial Russian history. This annotated translation of a dissident priest's exposé of the parish clergy adds significantly to our knowledge, providing a graphic picture of the Orthodox church in the mid-nineteenth century. For the first time, we are able to grasp the profound importance of the church in the everyday lives of ordinary men and women.I. S. Belliustin's Description of the Clergy in Rural Russia was published abroad and smuggled back into the empire in 1858, on the eve of the Great Reforms. Its shocking depiction of a church pervaded by venality and ignorance created a sensation in high society and government circles. It generated a new sense of self-awareness among the younger clergy and sparked a reform movement that climaxed in the years just before the 1917 Revolution. Much more than a chapter in the history of Russian Orthodoxy, Belliustin's memoir is a major document in Russian social history. Throughout, the author ranges beyond the seminary and the parish to touch on almost every aspect of village life. Gregory Freeze has translated this text and supplied extensive annotations. His introduction is a masterly--and long-needed--survey of the church's role in the social and political life of imperial Russia.Written by a wry and trenchant observer, this portrait of rural Russia will be read with interest by students and scholars of Russian history, of the Orthodox church, and of the social and religious history of nineteenth-century Europe.

Available in PDF, EPUB and Kindle. Book excerpt: Beginning in the 1860s, the Russian Empire replaced a poll tax system that originated with Peter the Great with a modern system of income and excise taxes. Russia began a transformation of state fiscal power that was also underway across Western Europe and North America. States of Obligation is the first sustained study of the Russian taxation system, the first to study its European and transatlantic context, and the first to expose the essential continuities between the fiscal practices of the Russian Empire and the Soviet Union. Using a wealth of materials from provincial and local archives across Russia, Yanni Kotsonis examines how taxation was simultaneously a revenue-raising and a state-building tool, a claim on the person and a way to produce a new kind of citizenship. During successive political, wartime, and revolutionary crises between 1855 and 1928, state fiscal power was used to forge social and financial unity and fairness and a direct relationship with individual Russians. State power eventually overwhelmed both the private sector economy and the fragile realm of personal privacy. States of Obligation is at once a study in Russian economic history and a reflection on the modern state and the modern citizen.

Book excerpt: An examination of property rights reforms in Russia before the revolution reveals the advantages and pitfalls of liberal democracy in action—from a government that could be described as neither liberal nor democratic. The author analyzes whether truly liberal reform can be effectively established from above versus from the bottom up—or whether it is simply a product of exceptional historical circumstances.

Book excerpt: The resurgence of national and historical awareness among the people of what was once the USSR has been nowhere stronger than among the Russians themselves. Some of the larger projects of rediscovery amount to a reinterpretation of traditional culture. This carefully annotated collection of recent studies of Russian folk religion, village organization and family life, including the rituals associated with childbirth, special attention to women's roles and to the specificity of Siberia in Russian culture, will be a revelation to a wide array of readers. It is intended for use not only in anthropology departments but more widely interdisciplinary courses in Russian studies, peasant studies and women's studies.
