Available in PDF, EPUB and Kindle. Book excerpt: This book explores the impact of Bangladesh's Local Government Act of 2009 on the functioning of the local governments or Union Parishads (UP), with a particular emphasis on people’s participation and accountability. Throughout the chapters, the authors review the existing legal framework of UP and its relation to social accountability, examine how much of the social participation is spontaneous and how much is politically induced, question the success of the Citizen's Charter and Right to Information acts as mechanisms for social accountability, and present suggestions to remedy some of the problems facing people's participation and accountability in the UP. This book fills existing gaps in the discourse by adding new information to the literature on development research and legal reforms in Bangladesh, specifically in how those legal reforms have led to strengthening or weakening people's participation in local government. The target audience for this book are students and researchers in Asian studies , international development studies, and public administration, as well as practitioners working in the local governments discussed.

Book excerpt: As a land of extreme rural poverty and illiteracy, Bangladesh needs to consciously promote, develop, and support local institutions and participatory leadership, involving local people in the planning, development, and implementation of developmental policies. Begun in 1959, the Comilla experiment constitutes the rationale for institutional planning, emphasizing local planning participation via local organizations, governments, and co-operatives working with governmental agencies that supply training and materials. Depending heavily upon systematized nonformal training programs, the Comilla experiment identified, trained, and educated natural rural leaders to act as change agents. Bangladesh's formal education system has traditionally emphasized the humanities, producing"gentlemen" contemptuous of labor and virtually unskilled. As the biggest institutional framework in Bangladesh, the formal school system has a great potential for providing basic education at the primary level and for "vocationalizing" secondary education. However, the immediate needs of literacy and production suggest that Bangladesh focus upon a strategy for nonformal education that includes: multisectoral community action programs; decentralized planning and implementation; a national policy to coordinate activities; integrated development; self-reliant financing; maximum use of existing institutions and resources; research and evaluation; and target specific priorities. Gender mainstreaming as a concept is about removing disparities between men and women – about equal access to resources, inclusion and participation in the public sphere, representation in government, and empowerment, all with the aim of achieving equal opportunities for men and women in family life, society, administration, politics, and the economy. The challenges of gender mainstreaming in South Asia are huge, especially in the contexts of patriarchal, religious, and caste-based social norms and values. Men’s dominance in politics, administration, and economic activities is distinctly visible. Women have been subservient to the policy preferences of their male counterparts. However, in recent years, more women are participating in politics at the local and national levels, in administration, and in formal economic activities. Have gender equality and equity been ensured in South Asia? This book focuses on how gender-related issues are incorporated into policy formulation and governance, how they have fared, what challenges they have encountered when these policies were put into practice, and their implications and fate in the context of five South Asian countries. The authors have used varied frameworks to analyze gender mainstreaming at the micro and macro levels. Written from public administration and political science perspectives, the book provides an overview of the possibilities and constraints of gender mainstreaming in a region, which is not only diverse in ethnicity and religion, but also in economic progress, political culture, and the state of governance.

This book was released on 2022-06-22 with total page 266 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book analyzes contemporary issues in governance, policy management, and policy performance both at the central and local levels in Bangladesh, Nepal, and Sri Lanka. The focus is on some central social issues such as empowerment, the inclusion of minorities, institutional trust, policy implementation, and local service delivery. Although these three countries have recently opted for democratic governance, the journey to establish and consolidate democracy as well as enhance governance capacity have been painful and filled with challenges. The chapters in this volume are country specific studies based on empirical data both quantitative and qualitative collected for several years and presented in readable prose. This does not, however, rule out the general applicability of the findings to other contexts within and beyond the borders of these countries. Despite huge differences in South Asia, the policy and governance issues and challenges that are explored, highlighted, and analyzed also have commonalities with other South Asian countries.
