Despite the determined effort of government and development agencies to reduce poverty and ensure sustainable development, poverty remains an everlasting challenge of the world. This study aims to examine rural household poverty and its determining factors using alternative poverty measurement approaches, in case of Gozamin Woreda, East Gojjam Zone of Amhara Region. It used both objective and subjective based poverty analysis approaches, where the survey based analysis and PPA of the study depend on randomly selected 242 and 42 sample households respectively. Using cost of basic needs approach (CBN), the poverty line of the study area is estimated as 19.16 Birr per day per adult equivalent. The study engaged Foster, Greer and Thorbecke (FGT) group of poverty measures to assess the incidence, depth and intensity of poverty and decompositions were made across sample Kebeles and socio-economic variables. OLS, logit and censored (Tobit) regression models were also applied to identify determining factors of household consumption expenditure, poverty incidence, depth and severity. PPA findings revealed that, perception of the community towards poverty is beyond the conventional, income/consumption based definition. Therefore, development policies and poverty reduction strategies should respond to rapid rural population growth. Moreover, Dega agro-ecological areas need particular attention all the way through poverty reduction efforts.

Book excerpt: Access to assets and agrarian institutions is of critical importance to the economic viability of rural households. Understanding the extent of this access and how it links to the ability of rural households to employ different pathways out of poverty is thus vital for designing rural development policies. This paper characterizes household access to assets and agrarian institutions through the comparative analysis of datasets from 15 nationally representative household surveys from four regions of the developing world. It finds that the access of rural households to a range of assets (including education, land and livestock) and institutions is in general low, though highly heterogeneous across countries, and by categories of households within countries. A large share of rural agricultural households do not use or have access to basic productive inputs, agricultural support services or output markets, and in general it is the landless and the smallest landowners who suffer significantly more from this lack of access.

Book excerpt: The U.S. Department of Agriculture Economic Research Service (USDA/ERS) maintains four highly related but distinct geographic classification systems to designate areas by the degree to which they are rural. The original urban-rural code scheme was developed by the ERS in the 1970s. Rural America today is very different from the rural America of 1970 described in the first rural classification report. At that time migration to cities and poverty among the people left behind was a central concern. The more rural a residence, the more likely a person was to live in poverty, and this relationship held true regardless of age or race. Since the 1970s the interstate highway system was completed and broadband was developed. Services have become more consolidated into larger centers. Some of the traditional rural industries, farming and mining, have prospered, and there has been rural amenity-based in-migration. Many major structural and economic changes have occurred during this period. These factors have resulted in a quite different rural economy and society since 1970. In April 2015, the Committee on National Statistics convened a workshop to explore the data, estimation, and policy issues for rationalizing the multiple classifications of rural areas currently in use by the Economic Research Service (ERS). Participants aimed to help ERS make decisions regarding the generation of a county rural-urban scale for public use, taking into consideration the changed social and economic environment. This report summarizes the presentations and discussions from the workshop.

After many researchers determining the occurrences of attitudes, behavioral intentions towards self service technology and role of perceived usefulness, perceived ease of use in formation of attitude, researchers worldwide have concluded that online driven SSTs such as internet banking will be hard to adopt by customers. But the same is not true with ATMs. Service providers have reaped best of the results in urban areas by providing very personalized services with the help of ATMs. The same can be applied to the SSTs in the rural areas if certain factors are considered and well confronted. There should be repurchase of service through SST by these individuals to call it as a successful adoption. This conceptual paper takes a view of applying SST concept on rural areas as true India lives in rural sector. The Indian rural segment as the world knows retain a very reserved attitude towards all innovation outside their village premises. This paper also makes an attempt of constructing a rural technological change model that may trigger development in rural India.

The relative response of the households and income growth after a major trade liberalization in rice are analyzed aiming to answer the following questions: What type of households, in which locations, having access to what type of services, benefited more from the reforms? It focuses on services that have an impact on transaction costs (roads or quality of roads, public transportation, access to credit, extension services, and availability of markets in communication services) because transaction costs are often cited as a barrier to rural households in responding to the price changes and increased incentives offered by trade and other policy reforms. The results suggest that availability of production related services contributes positively to the impact of trade reforms. Although most of the service variables have a positive and significant effect on growth in income, some that are expected to have an impact are not significant. This may be explained by the exceptional coverage of infrastructure services in Vietnam even before the reforms. When service availability is very similar across different localities, household characteristics become more important in determining the response.
