Available in PDF, EPUB and Kindle. Book excerpt: With the larger role that the agricultural sector plays in the Eastern Europe and Central Asian (ECA) region, emphasis must be placed on the sector's sustained growth and prosperity. The Bank strategy for rural development in the ECA region during the early phase of transition emphasized the reform of agricultural policies and assistance in privatizing, restructuring, and rebuilding agriculture and agro-industrial complexes. In retrospect, it can be seen that the ECA countries concerned made the right choice when they set their objective to transform their socialized agriculture into a private-ownership and market-based system. Given the developments of the past decade, it is clear, however, that the initial expectations for the outcomes of such reforms were overly optimistic. The transition process in agriculture is far more complex than originally envisaged by both the countries themselves and the international community, including the Bank. Increased social problems and alarming growth of poverty have added a new, unexpected, dimension to the transition process. As the analysis indicates, the region's rural economy is still struggling to adjust to new economic realities, and this will require further refinement and adjustment of the Bank's approach as well. This volume, based on an overview of recent regional developments, summarizes the revised World Bank assistance strategy for rural development in the ECA region.

Available in PDF, EPUB and Kindle. Book excerpt: This book is one of the main outcomes of the projects “Development Programmes and Rural Change in the European Union: governance, results and lessons to share”and “Successes and failures in the practice of neoendogenous rural development in the European Union (1991-2013)”, funded both of them by the Spanish Ministry of Economy and Competitiveness. This publication aims, on one side, to clarify and deepen the knowledge of the social, economic and territorial effects of the LEADER approach, and, on the other, to analyze the importante of the participation of several stakeholders (young people and women) as well as some traditional activities –agriculture- or modern ones (tourism) linked all of them to the rich cultural and natural heritage of these areas. It also provides an in-depth study of the causes that lead to the generation of successful projects in the practice of neoendogenous rural development and also explores the reasons that cause certain projects to fail in the path towards LEADER support so that they are finally not implemented. In addition, it is shown the problems, results and best practices that cause the neoendogenous rural development in different areas inside of the European Union: Austria, Finland, France, Germany, Italy, Spain and United Kingdom. Thereby it helps to improve the decision-making in rural development, both on a local and regional scale. The multidisciplinary and international character of the authors, as well as the specificity of the research trajectory of each of them, in the analysis of rural development, enriches the publication and facilitates the different and critical reflections on the contributions, errors and meaning of the neoendogenous local development. Researchers in this discipline and technicians working in the practice of rural development along the European Union are the main audience of the book.

Book excerpt: "The premise of mainstreaming gender is to bring equality concerns into every aspect of policy-making, and this brave book offers a close look at how feminists have taken up the challenge to transform the hidden dynamics of male domination in agricultural policy in Europe. In contrast to the automatic assumption that (neo)liberal policy always works against women’s interests, Prügl demonstrates the potential for feminist ju-jitsu to take advantage of multiple levels of governance to empower women in some circumstances. Although feminists were not always successful, the story of their efforts to remake agricultural policy should encourage activists to look for points of leverage in this and other contested and changing multilevel power systems." ---Myra Marx Ferree, University of Wisconsin "Information on policy development, conflicts about improving the status of farm women, and using rural development policies to foster gender equality is hard to access in English and extremely useful for researchers concerned with the specifics of gender equality policy in the EU." ---Alison Woodward, Institute for European Studies, Vrije Universiteit Brussel "This book is a must-read for scholars interested in the gendered process of global restructuring. Elisabeth Prügl succeeds superbly in teasing out the power politics involved in European agricultural policy. Through the lens of a feminist-constructivist approach, she makes visible the multiple mechanisms of gendered power within the state. This very lucid narrative is a milestone in a new generation of feminist theoretical scholarship." ---Brigitte Young, University of Muenster, Germany Taking West and East Germany as case studies, Elisabeth Prügl shows how European agricultural policy has cemented long-standing gender-based inequalities and how feminists have used liberalization as an opportunity to challenge such inequalities. Through a comparison of the EU’s rural development program known as LEADER as it played out in the Altmark region in the German East and in the Danube/Bavarian Forest region in the West, Prügl provides a close-up view of the power politics involved in government policies and programs. In identifying mechanisms of power (refusal, co-optation, compromise, normalization, and silencing of difference), Prügl illustrates how these mechanisms operate in arguments over gender relations within the state. Her feminist-constructivist approach to global restructuring as a gendered process brings into view multiple levels of governance and the variety of gender constructions operating in different societies. Ultimately, Prügl offers a new understanding of patriarchy as diverse, contested, and in flux. Jacket photograph: © iStockphoto.com/Wojtek Kryczka

Available in PDF, EPUB and Kindle. Book excerpt: Contemporary processes of economic, social, political and cultural restructuring are having profound impacts on the form and function of rural areas within the countries of the European Union and beyond. Furthermore, rural development policies and programmes at EU and national levels have been critical in shaping the responses of different rural areas across Europe to these wider processes of restructuring. Contrasting empirical studies of ten European countries, this volume provides a comprehensive analysis of the restructuring processes and the various national, regional and local rural development programmes. Adopting a different national perspective in each chapter, it focuses particularly on issues of power and leadership in the evolution and administration of these programmes. Five broad issues are examined in each case: socio-economic changes in rural areas, the administrative context in which rural development and political activities take place, the sociological context, the political control of rural development, and the use of different discourses of rurality in shaping the development process.

Available in PDF, EPUB and Kindle. Book excerpt: The LEADER programme, initiated in 1991, aims to improve the development potential of rural areas in the European Union by drawing on local initiatives and skills. Highlighting this unique policy approach, this book presents up-to-date research results on LEADER’s achievements and restrictions at the local level in a comparative way in order to discuss its merits and problems. What makes LEADER important is not only that it has a major role in rural development efforts, but also that it has a pioneering role in the new type of governance, participatory democracy. Asking whether LEADER strengthens local democracy or not, this book also looks at how it affects the power balance among stakeholders, between national and local actors and between genders. It questions whether LEADER projects are genuinely grass-root level activities, reflecting local needs and ideals; and if the approach brings local know-how back onto the development agenda in innovations and development activities. Finally, the authors examine the success of dissemination of knowledge within the LEADER programme to other regions.

Book excerpt: This book reflects on how the economies, social characteristics, ways of life and global relationships of rural areas of Europe have changed in recent years. This reveals a need to refresh the concepts we use to understand, measure and describe rural communities and their development potential. This book argues that Europe has 'outgrown' many of the stereotypes usually associated with it, with substantial implications for European Rural Policy. Rural structural change and its evolving geography are portrayed through regional typologies and the concept of the New Rural Economy. Demographic change, migration, business networks and agricultural restructuring are each explored in greater detail. Implications for equality and social exclusion, and recent developments in the field of governance are also considered. Despite being a subject of active debate, interventions in the fields of rural and regional development have failed to adapt to changing realities and have become increasingly polarized. This book argues that rural/regional policy needs to evolve in order to address the current complex reality, partially reformulating territorial or place-based approaches, and the New Rural Paradigm, following a set of principles termed ‘Rural Cohesion Policy’.

Book excerpt: From the Abstract: This volume examines the reforms and policy changes necessary in the rural sectors or the ten countries that have started the accession process for eventual membership in the European Union (Bulgaria, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia, and Slovenia). The papers in this volume are selected from the presentations at the Third World Bank/FAO EU Accession Workshop held in Sofia, Bulgaria, on June 17-20, 2000, and are organized around four topics: (i) defining the concepts of rural development-options for EU accession candidate countries; (ii) rural development in the European Union; (iii) rural development in Central and Eastern Europe; and (iv) international experiences and the role of international organizations in supporting rural development in the EU accession candidate countries. This volume is intended for agricultural policy makers and government officials in the candidate countries, EU officials, World Bank and FAO staff, development scholars, and all others interested in the process of rural development in Central and Eastern Europe.
