Book excerpt: "Runway incursions are defined as the unauthorized presence of a vehicle, pedestrian, or aircraft on a runway. Identifying situations or conditions in which runway incursions are more likely to be severe can suggest policy implications and areas for future safety research. Previous work in this area focused on a narrative approach. This study seeks to examine runway incursions from a statistical perspective and provide insights into the broad trends underlying severity. This report analyzes 10 years of runway incursion event information. A variety of FAA data sources were used to provide information on the event itself, airport characteristics, and airport operations at the time of the incident. Weather information was also incorporated using automated weather readings from airports. The culmination of the analysis is a series of discrete choice models focusing on different sets of incident characteristics. As this represents the first regression-based analysis of these data, the results are suggestive rather than definitive. For example, controller incidents appear to be more severe on average. The results also suggest some areas for further investigation: specifically a need for understanding the frequency of incursions and improvements to the severity measure."--Technical report documentation page.

Book excerpt: The CAA task force initiative was launched in June 2009 as an action from the 2009 Safety Conference to address the seven top safety risks identified by the CAA safety risk analysis process. This process is described in the CAA 2009/11 Safety Plan (CAP 786, ISBN 9780117922464) and essentially combines analysis of worldwide fatal accidents carried out by the CAA Accident Analysis Group (AAG) with more detailed analysis of high-severity occurrences to UK aircraft carried out by The High Risk Events Analysis Team (THREAT). Five new task forces were created: Airborne and Post-Crash Fire, Airborne Conflict, Runway Overrun or Excursion, Loss of Control and Controlled Flight into Terrain (CFIT). Existing working groups addressed the remaining two safety issues: the Runway Incursions Steering Group (RISG) covered Runway Incursion and Ground Collision, and the Ground Handling Operations Safety Team (GHOST) covered Ramp Incidents. Significant work was already underway or complete for several of the task force subjects. The task forces were explicitly asked not to duplicate work but to identify where any additional safety intervention was required and to endorse, where appropriate, the continuation of existing work streams. A keyfeature of all task forces was the inclusion and active participation of the aviation industry. This paper consolidates the findings and recommendations of the task forces into one document.
