While the first phase of growth in 1992-95 can be easily explained by redirection of trade toward the EU once the state monopoly over foreign trade was abolished and other policy areas liberalized, the current second phase of export expansion raises questions concerning its drivers and sustainability. Having examined overall foreign trade performance, evolving patterns of specialization, Romania's competitiveness in EU sunrise markets, changes in factor intensities of trade with the EU, and 'intra-product' trade, Kaminski and Ng conclude that Romania's export offer has become diversified, reflecting an impressive progress in industrial restructuring. Restructuring has been facilitated by FDI inflows, even though they appear to have been too small to generate such a big effect. Romanian firms have become increasingly part of international production networks and traditional global value chains. Sustainability of this performance depends on maintaining macroeconomic stabilty and keeping wage increases in line with productivity growth, as well as increasing Romania's ability to attract larger FDI inflows through improvements in business climate and trade facilitation. Dr. Genoveva-Elena period Priorities in negotiating Romania's accession to the European Union The competitiveness of the Romanian exports has improved both as a result of the restructuring of the economy and the devaluation of the currency. The example of industrial production is illustrative. Production of the processing industry decreased by 8% in 1999 compared to 1998, its share in exports increasing from 30.7% to 35.1% and the export growth rate was 5.9%. The main effect was a reduction of the current account deficit. Overall, the current account deficit fluctuated, representing on average 5.2% of GDP. The budget deficit was difficult to control but it was achieved by applying the European Union's strictures. We can also talk about performance in terms of the level of external debt relative to the level of the external debt of the Union, which is at a higher level than other candidate countries. The labor market was affected by imbalances both in the ratio of the active and inactive population and in the employment rate. The population employed in agriculture owns about 40% of the total employed population. In addition, a large part of the population was affected by the poor (approximately 33.8%) population, especially in rural areas (40.5%). In such an internal and international framework marked by interdependencies with echoes internally from the Union or candidate countries, resolving divergent situations or removing obstacles to assuming obligations and arousing political will, the quality and experience of the negotiator can be considered decisive for further cooperation.

The first section reviews current perspectives on globalization and its impact in the late 20th century. Cooperative-administrative strategies are being suggested instead, in order for new public administration patterns to smoothly run in coordination with the globalized world. In the second section, the European Union is described as a complex multi-level socio-political entity, itself historically in turmoil over its own style of rule – e.g. hierarchy vs. coordination, integration vs. centralization, etc. – or even its own existence, as the European dream seemed to be losing steam with the general population of Europe several times in the previous century. Powers and responsibilities of the European institutions and agencies are also discussed. Thirdly, the recent history of Romania is approached from the Europeanization context, starting from its post-1989 days of confusion and of attempting to jumpstart democracy. Eventually, it has to undergo a series of reforms and internalize some principles fundamental to the EU in order for the much-awaited accession to occur and its multiple effects to start taking place. A country with a rich cultural heritage and straddling multiple socio-political axes, Romania has plenty more to offer in the new geostrategic, security and development contexts of the 21st-century Europe. Improving Romania’s competitive environment will attract new firms, weed out inefficient ones, and enhance growth potential. An effective competition policy leads to success in the areas of Romania's domestic market efficiency, economic growth and European market integration. Following a comprehensive functional review of the Romanian Competition Council carried out by the World Bank in 2010, weaknesses, needs and priorities were identified. This book presents the results of the World Bank’s Advisory Services which were designed to provide solutions in the identified reform areas during 2012-2015. The Advisory Services provided an innovative delivery model that involved integrated expertise to (i) review the legal and regulatory framework for competition; (ii) offer advocacy support to streamline competition policy principles with other governmental policies and strengthen intergovernmental relations, especially with sectoral regulators (electricity and telecommunication) and the prosecutor's office; (iii) state-of-the-art capacity building to strengthen the Council’s staff’s technical knowledge; and (iv) optimize internal procedures to allow for improvements in institutional functioning using Enterprise Architecture methodology, which provided an in-depth institutional assessment and the development of a target business and information technology architecture. The Competition Council has started to apply some of the upgraded regulatory instruments. These, combined with the analytical skills in antitrust law and economics acquired with the World Bank support, have been already applied in recent antitrust cases, market inquiries meant to identify competition constraints in sectors that have great importance for consumers and infrastructure projects with state aid elements.

Book excerpt: Romania's European Union accession in 2007 has resulted in a substantial reduction of the formal barriers to integration with the European Union Single Market. This study takes stock of the progress by benchmarking product market policies in Romania to those of European Union countries, as measured by the OECD indicators of Product Market Regulation. These indicators allow for a comprehensive mapping of policies affecting competition in product markets. Comparison with European Union countries reveals that, for half of the policy areas covered by the study, Romania's product market policies are more restrictive of competition than most direct comparators in the region, whereas for other indicators Romania is on a par with the European Union average or has achieved best practice. Nonetheless, these results should be interpreted in light of the fact that the Product Market Regulation approach measures officially adopted policies and does not capture implementation. Future reforms should be directed both at improving official regulation and, where policies that favor competition are already in place, toward effective enforcement.

In this paper we try to evaluate the economic situation of Romania at the moment of joining the European Union. We try to identify the main macroeconomic developments over the last years prior to integration, which will show the extent to which the country has prepared this integration from an economic point of view. This diagnosis will serve as a basis for inquiring about the possible future consequences of membership, as well as about the perspectives of the Romanian economy after the integration. The regional characteristics in terms of development are equally analyzed. Economic growth has resumed since 2000, but its drivers have gradually shifted from investment towards private consumption, while the level of development is still significantly lower than the EU average. Most of Romania's social indicators lag behind EU ones. Persistent macroeconomic imbalances have slowed down the real and nominal convergence process. The economy is still affected by low competitiveness, incomplete restructuring, modest productivity in agriculture, a high level of employment in subsistence agriculture and slow disinflation.
