This primer describes the role of transportation systems management and operations (M&O) in advancing livability and sustainability. The document highlights the connections between M&O and livability and sustainability objectives and the importance of a balanced, comprehensive approach to M&O in order to support those objectives. The document describes nine key elements for managing and operating transportation systems in ways that support livability and sustainability. The document also provides a vision of how the regional transportation system could look in the future if M&O strategies were comprehensively implemented to advance livability and sustainability goals. Case examples throughout and a section on implementation will help practitioners to get started on implementing M&O to support livability and sustainability in their communities. The primer is directed at transportation planners and transportation system operators at the State, regional, and local levels. It is also meant to support the broader audience of stakeholders involved in all aspects of transportation and community decisionmaking, from elected officials and interested citizens to practitioners in related fields such as land use planning, community development, housing, the environment, and public health.

Federal lands adjacent to communities contribute significantly to the economy, cultural identity, and quality of life in these communities. They provide scenic beauty and recreational opportunities and help nourish ecological values, benefiting local communities and nearby metropolitan areas. As members of the greater community, Federal land management agency transportation planners and other managers need to work with area leaders to create transportation, land use, and economic development strategies that preserve natural resources while supporting local economic and other community objectives. Better transportation links are emerging between State and local transportation systems including transit systems and Federal land transportation systems to help people access Federal land. As the connection between these systems becomes more seamless, this coordinated transportation network stimulates new Federal land uses and activities for recreation, allows for more effective land management, and enhances rural transportation infrastructure for surrounding private land. However, this increased use creates challenges for maintaining natural resources such as wildlife, fish, plants, cultural resources, water quality, stream function, and environmental quality overall. The guidebook is designed to assist Federal land managers, staff, and partners in developing relationships and in maximizing participation in Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) surface transportation programs. With the technical assistance available through the FHWA and the FTA, the agencies can help further regional and local community goals and better fulfill their mission including resource protection and environmental quality. Seamless transportation systems and Federal land management agencies' commitment to building better relationships with States and other partners helps agencies achieve their mission and provide effective land stewardship and public service. The FHWA and FTA funding is very flexible and can be used for many activities beyond just constructing roads including enhancing roadside areas, providing traveler services, constructing trails, and improving environmental conditions alongside roads and trails. Most of the funding available through Federal surface transportation programs cannot be accessed directly by the Federal land management agencies (FLMAs). To benefit from most of these FHWA and FTA funding programs, the Federal agencies must partner with the State or local governments. Agencies must participate in the State's and/or region's transportation planning process to ensure that projects that are important to the agencies are included in the State's project priority list known as the statewide transportation improvement program or STIP. In a metropolitan area, projects must be included in a similar list called the transportation improvement program or TIP, which is ultimately incorporated into the STIP, either directly or by reference. This guidebook outlines the transportation planning process and serves as a primer on: Which activities are eligible for funding; Where to find funding; Actions required for Federal land managers to access and benefit from these funds and programs; Which agencies to partner with; How to integrate Federal land management objectives with State and local objectives.

GAO evaluated federal efforts to encourage better management of the nation's highways through the use of low-cost transportation systems management techniques. Overall, GAO found that the federal government plays an important role in facilitating the local implementation of such techniques to reduce congestion and improve air quality. This role includes funding assistance, planning requirements, and technical support. These current efforts have not, however, been fully successful in achieving widespread transportation systems management--and particularly transportation demand management--usage. GAO found that: (1) TSM encompasses low-cost techniques for improving the efficiency of surface transportation, including supply management techniques, which include traffic signal coordination and ramp metering, and transportation demand management techniques, which include carpooling and vanpooling; (2) federal efforts to achieve widespread TSM usage have not been fully successful; (3) over the last decade, the actual total expenditures for TSM with federal aid has remained small relative to total allocations; (4) although the federal government has sought to promote better supply and demand management by including certain TSM projects under an incentive provision that included other operational improvements, the provision has not significantly influenced the amount of TSM implemented; (5) transportation planning requirements alone appear to be insufficient to guarantee that TSM and transportation demand management are implemented, due to local reluctance to fully embrace transportation demand management and an uncertain connection between transportation planning and any consequent project funding; (6) federal policy could further support innovative strategies to better manage traffic demand through ongoing technical assistance; and (7) due to 1990 Clean Air Act requirements, the need for technical assistance could increase greatly.

Book excerpt: A review was made of the budget data on personnel and their costs for the transportation function in the Department of Defense (DOD) for fiscal years (FY) 1978 and 1979. The inconsistencies in transportation data were caused primarily by: (1) the lack of a standard definition of the transportation function; (2) inadequate coordination between transportation and personnel managers; and (3) the lack of a flexible system which permits reporting of how manpower is distributed functionally across organizational, occupational, and job structures. DOD has not adequately defined which organizations and jobs should be included in its transportation function. The costs of transportation personnel for FY 1978 and 1979 were understated because they were based on an incomplete definition of such personnel, exluded all contract personnel, and excluded federal government costs other than those met by DOD. Inadequate coordination at the directorate level within the Office of the Assistant Secretary of Defense contributed to the reporting of inaccurate and inconsistent data when officials who were responsible for transportation policies attempted to determine the number of transportation personnel in DOD without coordinating with the manpower office. DOD does not have a comprehensive manpower information system because each service has its own system; as a result, DOD has limited oversight over the use of manpower.
