Book excerpt: The reform and the democratic control of the security sector-and the joining together of security and development-have become a major focus of international intervention into post-conflict societies. In theory, security sector reform (SSR) programs derive from a comprehensive national defense and security review. They involve, at the core, the transformation of a country's military and police forces-but they also involve a comprehensive review and restructuring of intelligence services, the penitentiary, the judiciary, and other agencies charged in some way with preserving and promoting the safety and security of the state and its citizenry. However, the process of SSR in Liberia, supported by the United Nations, the United States, and a number of bilateral donors, is far more rudimentary than the conceptual paradigm suggests. It is aimed simply at the training and equipping of the army and the police, with little attention or resources being devoted to the other components of the security system.

Stressing the value of the military outlook for American national policy, Huntington has performed the distinctive task of developing a general theory of civil–military relations and subjecting it to rigorous historical analysis. Part One presents the general theory of the "military profession," the "military mind," and civilian control. Huntington analyzes the rise of the military profession in western Europe in the eighteenth and nineteenth centuries, and compares the civil–military relations of Germany and Japan between 1870 and 1945. Part Two describes the two environmental constants of American civil–military relations, our liberal values and our conservative constitution, and then analyzes the evolution of American civil–military relations from 1789 down to 1940, focusing upon the emergence of the American military profession and the impact upon it of intellectual and political currents. Huntington describes the revolution in American civil–military relations which took place during World War II when the military emerged from their shell, assumed the leadership of the war, and adopted the attitudes of a liberal society. Part Three continues with an analysis of the problems of American civil–military relations in the era of World War II and the Korean War: the political roles of the Joint Chiefs of Staff, the difference in civil–military relations between the Truman and Eisenhower administrations, the role of Congress, and the organization and functioning of the Department of Defense. Huntington concludes that Americans should reassess their liberal values on the basis of a new understanding of the conservative realism of the professional military men.

Book excerpt: While disarmament, demobilization and reintegration (DDR) and security sector reform (SSR) have become integral statebuilding tools in post-conflict states, the existing empirical literature examining their relationship has focused on supply-side considerations related to the programming of both processes. In practice, though, DDR and SSR are implemented in the wider context of war-to-peace transitions where the state is attempting to establish a monopoly over the use of force and legitimize itself in the eyes of domestic and international communities. This paper therefore assumes that to identify opportunities and constraints for establishing closer practical linkages between DDR and SSR it is important to take the local politics into consideration. It examines two past externally driven peacebuilding interventions in West Africa, namely Liberia and Sierra Leone, featuring cases in which the central state had essentially fragmented or collapsed. Through this comparative analysis, the paper aims to provide a stepping-stone for future studies examining demand-side considerations of DDR and SSR in post-conflict contexts.

Book excerpt: "The United States has long utilized private military contractors to augment regular military forces in support of its national foreign policy and security needs. Commonly referred to as Private Military Companies (PMCs), contractors employ and manage civilian personnel from the private sector in areas of active military operations. Frequently, regular troops become dependent on the services contractors provide a situation that may negatively impact military effectiveness. Since 1991, contractor support on and off the battlefield has become increasingly more visible, varied, and commonplace. Given the current manpower and resource limitations of the national military, the US will likely continue its extensive use of PMCs in support of military operations. This work addresses historical precedents and trends in American logistics, the current scope of contractor involvement in support of regular military forces, and the challenges posed as traditional military institutions integrate increasing numbers of civilian workers and privately owned assets into the battlespace. These problems increase the risk to US personnel and can induce budget overruns rather than savings, disrupt civil-military relations, and have detrimental consequences for the American economy and society. The work concludes by proposing a useful rubric to evaluate this new American way of war. This work considers PMCs and their interdependence with regular and reserve military units in a broad sense. It derives from unclassified material widely available; understandably, these sources limit the analysis. Lessons learned from the Operation IRAQI FREEDOM (OIF) and Operation ENDURING FREEDOM (OEF) theaters may alter findings. Book excerpt: Although the financial sustainability of United Nations (UN) support to institutional capacity building in post-conflict contexts may be the least analysed topic on the peacebuilding agenda, understanding the costs of rebuilding and maintaining the security sector should be one of the most important priorities for security sector reform (SSR) practitioners today. Through innovative partnerships between the UN and the World Bank, a new and important practice area in public financial management of the security sector is beginning to take shape. This paper traces the new demands placed on peacekeeping operations to “get more bang for every peacekeeping buck”, and explores how to match SSR priorities and recurring costs in the security sector with available resources over the long term. In presenting the lessons learned from the security sector public expenditure review conducted by the UN and the World Bank in Liberia in 2012, the first such review jointly undertaken by the two organizations, the paper seeks to illustrate how the discussion on right-sizing of the security sector can go hand in hand with a discussion on right-financing in order to help prioritize key reforms pragmatically in light of the available fiscal space. Specifically, the paper provides SSR practitioners with insights into the challenges often encountered when assisting national authorities to address the political economy of SSR, and how to navigate those dilemmas.
