Book excerpt: The economic crisis of 2008–2009 signaled the end of the Post-Washington Consensus on restricting the role of the state in economic and development policy. Since then, state ownership and state intervention have increased worldwide. This volume offers a comparative analysis of the evolution of direct state intervention in the economy through state-owned companies in Austria, Brazil, France, Germany, Hungary, Poland, Turkey, Singapore, and Slovenia. Each case study includes substantial explanations of historical, cultural, and institutional contexts. All the contributors point to the complex nature of the current revival in state economic interventions. The few models that are successful cannot hide the potential problems of excessive state intervention, linked to high levels of moral hazard. State-owned enterprises are primary tools of market and price manipulation for political purposes. They can be used outright for rent seeking. Yet state-owned enterprises can also play important roles in prestigious national initiatives, like major public works or high-profile social and sports events. The authors conclude that after the uniform application of democratic market economic principles, the 2000s witnessed a path-dependent departure from standard economic and political operating procedures in developed countries.

Book excerpt: State-owned enterprises (SOEs) combine economic activities resulting from their position on the market with non-economic functions determined by the state owner. In many of the world’s major economies, SOEs play an important role, and in some, such as China, India, Russia and Brazil, they are outright dominant. At the same time, the existence of SOEs is largely ignored by economic theory and the current figures on SOEs on a global scale available in the literature are questionable in terms of their methodological validity and thus they do not allow for a proper cross-country analysis. This book fills this research gap. It focuses on the scope and importance of SOEs in a broad group of the largest economies, primarily on a variety of quantitative estimates. It contains the results of an extensive and unique empirical study of 37 of the world’s largest economies over the period from 2009 to 2018. The findings showed that the average share of SOEs – measured by operating revenues and total assets – in the group of the largest 100 enterprises (Top 100) of a given country is nearly 30%, while in the Top 20 group it is even slightly higher. The authors present an econometric analysis showing the relationship between the scope of SOEs and the various economic and non-economic characteristics of the studied set of countries. The book also contains an in-depth discussion of selected key issues, such as the functions of SOEs in various types of economies, the role of SOEs in capital markets and the phenomenon of SOEs with foreign capital. This work is addressed to both academic economists, dealing with macroeconomics and economic policy, as well as researchers and analysts from various international organizations and think-tanks.

Book excerpt: Scott Morrison wants to spend a lot more money on defence, the business community wants more spending on infrastructure and education, an ageing population wants better health and aged care, and young Australians want more action on climate change and affordable housing. Each problem requires more public spending, but for decades Australians have been told that the less government spends, the better their lives will be. Furthermore, while spending more money will be essential to fund more submarines, aged-care nurses and infrastructure, money alone will not solve the problems faced by Australia. Decades of declining standards of accountability and transparency, of privatisation, deregulation and tax cuts, combined with a lack of energy in strengthening the positive role of government, have led to apathy among the public and parliamentarians. We have allowed our public institutions to shrink and atrophy, and our creativity to wane in choosing not just which services government should provide but how best to provide them. There is a clear alternative: follow the lead of the Nordic countries in the provision of great public health, education, housing and infrastructure, and in doing so boost economic productivity and deliver higher standards of living at lower cost. It is time to jettison the obsession with the 'unfinished reform agenda' of the 1990s, to consider the breadth and depth of the new challenges confronting Australia, and to chart a course in which governments take more responsibility for solving the problems that will dominate Australian lives in the years ahead. We must abandon decades of denial that the public sector can play a bigger and better role in improving our lives. To build the bigger government these times demand, we must first abandon the baggage of the past.

Book excerpt: The end of the Cold War ushered in an age of American triumphalism best characterized by the "Washington Consensus:" the idea that free markets, democratic institutions, limitations on government involvement in the economy, and the rule of law were the foundations of prosperity and stability. The last fifteen years, starting with the Asian financial crisis, have seen the gradual erosion of that consensus. Many commentators have pointed to the emergence of a powerful new rival model: state capitalism. In state capitalist regimes, the government typically owns firms in strategic industries. Not beholden to private-sector shareholders, such firms are allowed to operate with razor-thin margins if the state deems them strategically important. China, soon to be the world's largest economy, is the best known state capitalist regime, but it is hardly the only one. In State Capitalism, Joshua Kurlantzick ranges across the world--China, Thailand, Brazil, Russia, South Africa, Turkey, and more--and argues that the increase in state capitalism across the globe has, on balance, contributed to a decline in democracy. He isolates some of the reasons for state capitalism's resurgence: the fact that globalization favors economies of scale in the most critical industries, and the widespread rejection of the Washington Consensus in the face of the problems that have plagued the world economy in recent years. That said, a number of democratic nations have embraced state capitalism, and in those regimes, state-backed firms like Brazil's Embraer have enjoyed considerable success. Kurlantzick highlights the mixed record and the evolving nature of the model, yet he is more concerned about the negative effects of state capitalism. When states control firms, whether in democratic or authoritarian regimes, the government increases its advantage over the rest of society. The combination of new technologies, the perceived failures of liberal economics and democracy in many developing nations, the rise of modern kinds of authoritarians, and the success of some of the best-known state capitalists have created an era ripe for state intervention. State Capitalism offers the sharpest analysis yet of what state capitalism's emergence means for democratic politics around the world.
