This book was released on 2009-05-24 with total page 106 pages. Available in PDF, EPUB and Kindle. Book excerpt: Devolution was a major component of the Government's package of proposed constitutional reform for the United Kingdom post 1997. Devolution has fundamentally transformed politics within the devolved territories, but it has also had a significant impact on the make-up and the constitution of the United Kingdom. Fundamental changes in the way Scotland, Wales and Northern Ireland are governed have not been followed by major changes in the way England is governed. Matters which are the responsibility of devolved Parliaments in the rest of the UK are, in England, determined by the United Kingdom Government and Parliament. This report identifies several changes required to improve the current infrastructure and the procedures and practices of governance in the UK after devolution, in order to facilitate the effective and efficient functioning of the asymmetric system of devolution. Whitehall was not ready for devolution. Departmental responsibility for overseeing the working of the UK's system of government has been divided and unsettled, and the report recommends that a lead department responsible for devolution strategy be identified. The second half of the report identifies two significant constitutional and political issues which have been brought into sharp focus since the onset of devolution in 1999: first, the fact that England remains highly centralised under the authority of the UK Government and Parliament, resulting in the "English Question", a phrase which encapsulates a range of different questions in relation to the governance of England, and, secondly, the increasing concern about the efficacy and application of the Barnett Formula as the means for the allocation of increases and decreases in public funds.

Book excerpt: Peter Hain has always spoken his mind. So he does in this book. Here he tells his story as an outsider turned insider: anti-apartheid militant to Cabinet minister, serving twelve years in Labour's government between May 1997 and May 2010. Growing up as the son of courageous anti-apartheid South Africans, Peter Hain was first in the public eye aged fifteen, reading at the funeral of an anti-apartheid friend hanged in Pretoria. Living in exile in Britain during his late teens, he led campaigns to disrupt whites-only South African sports tours. His political notoriety resulted in two extraordinary Old Bailey trials and a letter bomb. Hain recalls his role in negotiating the historic 2007 settlement in Northern Ireland, being Britain's first-ever African born Africa Minister, and acting as a passionate advocate and deliverer of devolved government to Wales. Featuring Iraq, Mugabe, Europe, Gibraltar, blood diamonds, work alongside MI5 and MI6, and the delivery of justice for workers robbed of their pensions and compensation for sick miners, Hain's autobiography gives a fascinating insight into life near the top of the Blair and Brown governments.

Available in PDF, EPUB and Kindle. Book excerpt: Prior to the start of the twenty-first century, laws were made for Wales by the Parliament at Westminster. Devolution, and the creation of the National Assembly, has given Wales another legislature that does not replace the UK Parliament but shares in its law-making activity regarding certain subjects. This book considers how legislation is made for Wales; its primary focus is law-making by the National Assembly and the Welsh Government, but the role of Westminster and Whitehall is also observed. The purpose of this volume is to raise a critical awareness of what is involved in sound law-making – it is intended not only for those who prepare and make legislation within the institutions of government, but equally also for the citizens whose lives are affected by that legislation, and who have an interest in the quality of the laws that govern them and the society in which they live. This is the first such work to consider these issues from a Welsh perspective.
