After an overview of United States Northern Command, the Department of Defense's supported command for the homeland defense mission, the paper recommends establishing a sub-unified organization under Northern Command to provide special operations command and control, planning, and mission execution. Underlying the entire discussion is the critical need to incorporate special operations forces early in the campaign plan, rather than waiting for mission execution to blend them into the force structure. Regardless of the role special operations forces play or the structure that exercises their command and control, commanders will reap the benefits these highly specialized forces provide only if they understand who they are, what they do, and how to integrate them into the missions of homeland security and homeland defense.

To help meet these challenges, the Assistant Secretary of the Army for Research and Technology requested the National Research Council (NRC) carry out a series of studies on how science and technology could assist the Army prepare for its role in homeland security (HLS). The NRC's Board on Army Science and Technology formed the Committee on Army Science and Technology for Homeland Security to accomplish that assignment. The Committee was asked to review relevant literature and activities, determine areas of emphasis for Army S&T in support of counter terrorism and anti-terrorism, and recommend high-payoff technologies to help the Army fulfill its mission. The Department of Defense Counter-Terrorism Technology Task Force identified four operational areas in reviewing technical proposals for HLS operations: indications and warning; denial and survivability; recovery and consequence management; and attribution and retaliation. The study sponsor asked the Committee to use these four areas as the basis for its assessment of the science and technology (S&T) that will be important for the Army's HLS role. Overall, the Committee found that: There is potential for substantial synergy between S&T work carried out by the Army for its HLS responsibilities and the development of the next generation Army, the Objective Force. The Army National Guard (ARNG) is critical to the success of the Army's HLS efforts.

Book excerpt: The purpose of this monograph is to ascertain what missions are appropriate for Special Operations Forces (SOF) in a domestic setting under the auspices of Defense Support to Civil Authorities (DSCA) and Homeland Defense (HD). Since 9/11 the military has been given a larger role in responding to incidents of terror and natural disasters in support of federal, state and local governments. This support is viewed largely as augmenting the capabilities and capacity of first responders and emergency management coordinators. SOF is likely to be given an expanded role in this environment, but careful evaluation of what missions are suitable is required to mitigate potential negative effects on the Global War on Terror (GWOT) abroad. The potential exists for direct and indirect support to domestic civil agencies during times of emergency, but modifications to the organization's training and doctrine may be necessary to ensure effective interoperability. Additionally, changes to the command and control of SOF within US Northern Command's (USNORTHCOM) AOR are examined. SOF must identify those areas that require self-improvement prior to conducting these domestic missions, and evaluate whether the potential exists to cross train with first responders to improve civilian capabilities as well. SOF maintains the potential to positively affect the domestic security situation provided an honest and careful examination of its likely roles and responsibilities are undertaken.

An examination of the 2015 National Security Strategy (NSS), the 2012 Defense Strategic Guidance (DSG), and the 2014 Quadrennial Defense Review (QDR), uncovers some distinctive goals and requirements linked to national security on U.S. frontiers. The organizations discussed within this document have missions and goals that each pursue, though that is not the focus of this thesis. What is at issue lies in the parallel and myopic lines of effort that each organization follows despite shared national-level directives. The U.S. national defense and homeland security industrial complex are in need of a serious forced evolution that mimics the threat posed by transnational and transregional threats which do not adhere to geographic borders nor are the subject to the posse comitatus bifurcation inherent to military and law enforcement collaboration. Though all of these examples, little 'strategy' is provided that adequately links ends-ways-means to a comprehensive scheme to either counter-TOC or HD. This thesis contends USSOCOM should be the clearing house and stand as a foundational organization for a true global approach to global threats. The absence of doctrine for domestic Special Forces operations can potentially lead to the misuse, overuse or illegal use of these strategic assets. Enhancing the National Guard's capacity to correctly use Special Forces in domestic operations will enhance the country's overall security posture.

Following this, each department and agency within the USG must be examined to identify the role each plays within a nation-building operation. This examination will allow the identification of the relationships between departments of the USG and the resources available to conduct nation building. This thesis examines the role of Army Special Operation Forces (ARSOF) in nation building. In order to do so, a definition of nation building is established, key tasks of nation building are derived, and military tasks that support a nation building operation are developed. These military tasks are analyzed against the doctrinal missions and capabilities of ARSOF in order to identify how ARSOF can contribute to nation building. This thesis concludes with recommendations on the employment of ARSOF in nation-building operations.
