Book excerpt: The deleterious effect of high energy neutrons upon the mechanical properties of reactor pressure vessel steels has prompted the employment of material surveillance programs in many nuclear power plants. These programs provide for the exposure of test specimens representative of the reactor pressure vessel at in-reactor locations, wherein they will experience the same thermal and radiation damage history as the vessel itself. Evaluation of these specimens, which reveals the progressive changes in the mechanical properties of the vessel, provides a basis upon which operational procedures and maximum lifetime exposure may be formulated for the plant. A review and an analysis of several instances of shortcomings in surveillance programs are presented along with a set of recommendations for consideration in planning new surveillance programs. In utilizing these recommendations, pressure vessel surveillance programs can be made to provide valuable information for use in determining plant operations; at the same time results from these programs may add to the general knowledge of radiation effects in pressure vessel steels or other materials subject to radiation. Recognition of the value of surveillance programs and their conscientious application should further the public acceptance of nuclear reactors as safe alternative power systems.

Book excerpt: The original Babcock & Wilcox (B&W) 177-fuel assembly (177-FA) reactor vessel surveillance programs were designed to determine the effects of neutron irradiation of B&W 177-FA plant reactor vessel materials. The B&W 177-FA plant integrated reactor vessel surveillance program was developed as the result of two events: failure of the original surveillance capsule holder tubes in B&W 177-FA-operating plants and the necessity of obtaining fracture toughness data for irradiated weld metals to ensure the continued licensability of the B&W 177-FA-operating plants. The integrated reactor vessel surveillance program assesses data from two separate but interrelated projects: the plant-specific surveillance program and the power reactor program. The plant-specific surveillance program integrates the various plant-specific surveillance programs to ensure the availability of data on a timely basis and to meet the basic requirement that each operating B&W 177-FA plant reactor has a surveillance program. The power reactor program provides the fracture toughness properties of eight weld metals that complement the data obtained from the plant-specific surveillance capsules. The Master Integrated Reactor Vessel Surveillance Program (MIRVP) builds on the earlier B&W 177-FA plant integrated reactor vessel surveillance program. MIRVP includes the integration of plant-specific reactor vessel surveillance program capsules (both original B&W 177-FA plant participants and the added Westinghouse plant participants), the existing supplemental irradiation capsules developed for the original B&W 177-FA plant integrated program, and additional supplementary irradiation surveillance capsules. The purpose of MIRVP is to provide the data required to ensure the continued licensability of pressurized water reactor vessels fabricated by B&W.

The program is part of a continuing structural integrity assessment of the RPV. As such, the surveillance program supplements Section III of the American Society of Mechanical Engineers (ASME) Code [1],1 which is the design basis for nuclear power plant component pressure boundaries. The Code assumes that the materials of construction are ductile in the evaluation and design of all components. The surveillance program for each RPV is intended to provide assurance of continued applicability of the ASME Code, Appendix G, assessment of that RPV's operating limits. This assessment ensures that the RPV is always in a condition which precludes the unstable propagation of flaws in the vessel wall material.

They were built under the Army package power reactor (APPR) concept that dictated small pressure vessels and high flux cores to yield a proportionately high power output for a small physical plant. Because these characteristics result in high fluxes at the pressure vessel, the Army reactors have experienced embrittlement at rates considerably in excess of that exhibited by larger, commercial power reactors. The experience of the Army reactor program can be looked upon as being highly compressed, potential projections of the problems that may be faced by commercial power reactors in the future. The lower operating temperatures and the different, radiation-sensitive steels of the Army reactors accentuate their implications to commercial reactors. For these reasons and the fact that one, the PM-2A, was used as a vessel test experiment for failure analysis, the Army surveillance programs are reviewed here in depth.

The NRL-fabricated hardware for the surveillance program included two capsules for vessel wall locations in the reactor, two capsules for accelerated exposure locations, and six capsules for above-core, thermal control locations. Schematic drawings indicate the relative location of the test specimens, neutron flux monitors, and temperature monitors in each capsule section. The manufacturer of the vessel saved the reactor nozzle cutouts from the upper shell-course ring forging for test purposes. The Charpy V-notch and tensile specimens contained in the capsules were machined from one of these reactor nozzle cutouts. Schematic drawings show the location of each test specimen in the parent material. Selected Charpy-V and tensile specimens have been tested to develop preirradiation properties of the AISI 316 stainless-steel reactor vessel for future reference. (Author).
