André de Mello e Souza is a researcher at the Institute for Applied Economic Research (IPEA), a Brazilian governmental think tank. Elizabeth Sidiropoulos is Chief Executive of the South African Institute of International Affairs. She has co-edited Development Cooperation and Emerging Powers: New Partners or Old Patterns (2012) and Institutional Architecture and Development: Responses from Emerging Powers (2015). Dorothea Wehrmann is a researcher in the Inter- and Transnational Cooperation programme at the German Development Institute.

Book excerpt: In his opening address to the conference the Dutch Minister for Development Cooperation points out the importance for the Western world to consider the international refugee problem from a human rights and a development cooperation perspective. Refugees, in the broad sense of forced migration, flee because of human rights violations, persecution, civil war, man-made disasters, and other economic and ecological factors. To prevent the large outflow the root causes must be tackled. Fundamental human rights should be the criterion for the treatment of asylum seekers and refugees, as much as they are a criterion for the treatment of nationals. Survival assistance to refugees in the South, the Minister recalls, is not just a matter of humanitarian concern but a moral obligation. In view of the harmonization of asylum policies in Europe, reception systems should be standardized. Until a full harmonization of asylum policies in Europe takes place, there should be an intensification in the exchange of information on each other's law, jurisprudence, procedures and policies. The Minister calls for an international coherent and comprehensive strategy to promote human rights and increase development cooperation. Governments, intergovernmental organizations such as UNHCR, and non-governmental organizations should work in conjunction to sustain these long-term solutions.
