Book excerpt: Current trends in the international political arena, combined with fiscal constraints at home, are pointing toward a significant change in US defense policy. With the drawdown of conventional forces and forward deployed units, US defense interests abroad will increasingly rely on the armed forces of other nations. As witnessed in the recent Persian Gulf crisis, maintenance of vital US strategic interests hinges upon the development of social, economic, political, and military institutions favorable to our foreign policy objectives. The overall military role in this effort is termed foreign internal defense (FID). As a primary mission of the US Special Operations Command, FID is also an integral part of future USAF special operations endeavors. The USAF plays a significant role in FID by providing analysis and training in operations, maintenance, and logistical support to host-nation forces. This paper focuses on emerging operational requirements and whether or not these requirements necessitate the development and institutionalization of a structure within the Air Force Special Operations Command to develop, execute, and monitor Air Force efforts in foreign internal defense. Because the nature of confrontations most often associated with internal defense fall under the rubric of 'low-intensity conflict, ' the question of maintaining an organic capability to train in counterinsurgency and guerrilla warfare is also addressed.

Available in PDF, EPUB and Kindle. Book excerpt: In this volume, John Collins speaks with the authority of one who was literally present at the birth of the low intensity conflict era. His long-term, intimate, and direct contact with the esoteric world of special operations has few parallels. Their roots go back in time and history considerably farther, but today's Special Operations Forces are largely products of the past three decades. Their development has been in response to the pressures of world-wide situations perceived to bear upon or which actually do affect American strategic interests. The use of raw military power may not provide solutions to the complex problems involved and may even be counter-productive. Special Operations forces, uniquely suited to fill the quasi-military gap, require the highest degree of professional competence in the application of the classical principles of war. This is a big order. It is difficult in a few words to pay John Collins the tribute he deserves for continuing efforts to educate both the Congress and the U.S. Armed Forces concerning the capabilities and limitations of special operations and the forces they involve. This latest addition to his carefully researched studies combines history, philosophy, factual data, and reference materials in a single document that should be on the desks of civilian and military leaders whose responsibilities relate in any way to special operations.

Available in PDF, EPUB and Kindle. Book excerpt: This anthology discusses the converging operational issues of air base defense and counterinsurgency. It explores the diverse challenges associated with defending air assets and joint personnel in a counterinsurgency environment. The authors are primarily Air Force officers from security forces, intelligence, and the office of special investigations, but works are included from a US Air Force pilot and a Canadian air force officer. The authors examine lessons from Vietnam, Iraq, Afghanistan, and other conflicts as they relate to securing air bases and sustaining air operations in a high-threat counterinsurgency environment. The essays review the capabilities, doctrine, tactics, and training needed in base defense operations and recommend ways in which to build a strong, synchronized ground defense partnership with joint and combined forces. The authors offer recommendations on the development of combat leaders with the depth of knowledge, tactical and operational skill sets, and counterinsurgency mind set necessary to be effective in the modern asymmetric battlefield.

Book excerpt: This United States Air Force manual, Air Force Annex 3-22 Foreign Internal Defense February 2020, provides the doctrine for Foreign Internal Defense (FID). It should guide us to effectively organize and employ through the complexities of counterinsurgency and steady-state operations, and help us re-learn the lessons of large-scale peer and near-peer conflict and competition in contested environments. As we continuously improve our airpower capabilities and capacities in air, space, and cyberspace, our ability to revolutionize FID and incorporate new concepts and technologies will identify the new best practices that shape future FID doctrine. The competition continuum that encompasses the range of military operations, from peacetime through large-scale combat, is always a consideration when determining the best practices for our Air Force. Consideration of peer and near-peer competition is a continuing necessity for doctrine as the Air Force supports the joint fight. Every Airman is an innovator and is integral to this continuous development process-we should all connect, share, and learn together to succeed. FID in a contested environment against a peer adversary requires the air component to be more adaptive, resilient, and agile in its deployment and employment plans and leadership philosophies. FID is defined as participation by civilian agencies and military forces of a government or international organizations in any of the programs or activities undertaken by a host nation (HN) government to free and protect its society from subversion, lawlessness, insurgency, violent extremism, terrorism, and other threats to its security.

This book was released on 2012-08-06 with total page 144 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book grew from an opportunity to study a third world air force fighting an externally supported insurgency. The players were the Royal Moroccan Air Force and the Polisario, the latter trying to wrest control of the Western Sahara from the Kingdom of Morocco. The United States has also been a player in the Morocco-Polisario war as the source of much of Morocco's war material, especially the weapons used by the Royal Moroccan Air Force. Help from the United States was especially important when the Polisario deployed Soviet-built SA-6 surface-to-air missiles to counter the growing effectiveness of the Royal Moroccan Air Force. For many reasons, the United States and the US Air Force were not able to assist the Moroccans effectively. The Morocco-Polisario-US scenario that provides the basis for this study was a tiny aspect of the US foreign and military policy in the early 1980s. But it shows a political-military problem that deserves a good deal of thought now. That problem simply stated is: How is the United States going to exert political-military influence in the third world during the next twenty years? Clearly, overall US influence in the third world will be a combination of political, military, economic, and social activity. But the military, in many cases, will be the most visible form of assistance, and one upon which the recipient nation will depend for immediate results. Are the military components as instruments of national policy able to act effectively in the third world? If not, what needs to be done? The US Air Force (and the other services) needs to consider the question of effective assistance to third world countries as part of a basic shift in strategic thinking. Our primary strategic planning effort has been to insert large numbers of US ground and air forces into an area such as the Persian Gulf to accomplish our policy objectives. That planning effort must continue, but with the understanding that inserting a major US force in any third world region is extremely unlikely, both for domestic political reasons and because potential host nations are reluctant to support large US forces. Our primary strategic focus for planning needs to shift to providing effective leverage for third world friends and allies. That leverage can be in the form of arms sales, training, doctrine, or even small specialized forces. But providing leverage depends on effective planning that builds the data base which allows us to pinpoint the host country's needs and capabilities. Developing that kind of expertise in the USAF, and in the other services, will be a difficult and frustrating long-term proposition. The Air Force must recognize the need for a change and must act upon it. Planning to exert effective political-military influence in the third world may not be a glamorous task, but it will be the name of the game for the next twenty years and beyond. This book offers some ideas in that regard.

Rather, the afflicted nation itself must win the war politically and militarily, and the best way to help is to offer advice, training, and equipment. Air power, and the U.S. Air Force, can play an important role in such efforts, which suggests making them an institutional priority.

This book was released on 2012-12-24 with total page 114 pages. Available in PDF, EPUB and Kindle. Book excerpt: Foreign Internal Defense Operations, along with Special Reconnaissance and Direct Action, are a core task of the United States Special Operations Community. US Army Special Forces are currently engaged in Foreign Internal Defense operations from Iraq and Afghanistan to Colombia and the Philippines. Foreign Internal Defense means providing support to a host nation's military, police and intelligence processes - activities which are extremely important for new US Allies. Typically FID operations are undertaken in response to internal strife within the host nation such as an insurgency. Narco-terrorism, religious terrorism and economic crisis are all triggers for Special Forces FID assistance. From the preface page; "Field manual (FM) 3-05.202, Special Forces Foreign Internal Defense Operations, supports FM 3-05.20, Special Forces Operations, which is the keystone manual of Special Forces (SF). FM 3-05.202 defines the current United States (U.S.) Army SF concept of planning and conducting SF foreign internal defense (FID) missions. As with all doctrinal manuals, FM 3-05.202 is authoritative but not directive. It serves as a guide and does not preclude SF units from developing their own standing operating procedures (SOPs) to meet their needs. It explains planning, roles of SF in FID, and the various programs that SF Soldiers participate in to conduct FID operations. Other SF primary missions are discussed at length in appropriate manuals in the series." Presented in Special Operations Press' distinctive OCP camouflage cover denoting a current publication, this manual is printed in easy-to-read 6 x 9, perfect-bound paperback format. Proudly printed in the USA.
