Book excerpt: A direct observation study of nighttime seat belt use was conducted in Indiana surrounding the Click It or Ticket (May Mobilization) activities. Two nighttime full statewide surveys were conducted, one in April and the other in June 2006. For this study, the hours between 9:30 p.m. to 5:45 a.m. were defined as nighttime. This time included all hours of darkness between the end of twilight in the evening to the beginning of twilight in the morning during June 2006 in Indianapolis, Indiana. Observations were conducted at roadway intersections, freeway entrance and exit ramps, and road segments using specialized night vision equipment. The nighttime survey waves were designed to coincide with daytime waves already planned for Indiana by the Center for the Advancement of Transportation Safety, and the Indiana Criminal Justice Institute. The first objective of the study was to determine if there was a differential change in daytime versus nighttime seat belt use surrounding the mobilization activities. A secondary objective was to compare daytime to nighttime seat belt use to see if there was lower seat belt use at night, as has been found by others. The comparisons across the mobilization period revealed a statistically significant increase during the day (79.7% and 84.3%, respectively), and a statistically significant decrease at night (79.0% and 74.0%, respectively). These results suggest that the daytime mobilization activities had a positive effect on daytime belt use, but no effect on nighttime belt use. There is no obvious reason for the belt use decrease observed at night during this period. Comparisons were also made between daytime and nighttime belt use within each time period (pre- and post-mobilization). In this study, 11,723 occupants traveling in four vehicle types (passenger cars, sport-utility vehicles, vans/minivans, and pickup trucks) were surveyed between August 28 and September 10, 2003. Belt use was estimated for all commercial/noncommercial vehicle types combined (the statewide safety belt use rate) and separately for each vehicle type. Within and across each vehicle type, belt use by age, sex, road type, day of week, time of day, and seating position were calculated. Statewide belt use was 84.8 percent. This rate represents the highest level of statewide safety belt use ever observed in Michigan. A comparison with the highest safety belt use rate observed before the introduction of primary enforcement shows that the current rate reflects a 14.7 percentage point increase. Belt use was 86.8 percent for passenger cars, 85.4 percent for sport-utility vehicles, 86.3 percent for vans/minivans, and 77.8 percent for pickup trucks. For all vehicle types combined, belt use was higher for females than for males, and higher for drivers than for passengers. In general, belt use was high during the morning and evening rush hours. Belt use did not vary systematically by day of week. Belt use was lowest among 16-to-29 year olds, and highest among the 60-and-older age group. Survey results suggest that the implementation of primary enforcement safety belt use laws and the accompanying enforcement and public information and education efforts have been effective in maintaining and continuing to increase safety belt use in Michigan.

Book excerpt: Observational surveys of restraint use in South Australia have reported vehicle occupant wearing rates somewhere in the order of 97 per cent, however these rates drop below 70 per cent for crashes where vehicle occupants are killed or seriously injured. In order to seek some understanding of why the prevalence of seat belt use varies between observational surveys and crash statistics a review of published international research and an analysis of a sample of fatal crashes in South Australia were undertaken. Examination of the characteristics of fatal crashes revealed that observational survey methodologies have a limited capacity to detect those least likely to wear seat belts. Evidence of a selective recruitment effect was also observed. The findings are discussed in relation to potential countermeasures to increase restraint use.
