In both cases automobile traffic entering the cordon declined by about 20 percent. This book evaluates these and other similar programs exploring their implications for the United States. While there is increasing interest in road pricing in the US in many individual states, the motivation is often highway financing rather than congestion relief. The contributors argue that the prospects for extensive implementation in the US remain uncertain. Nevertheless, this book illustrates that the European experience suggests political feasibility is much less of a hurdle than was once considered and that congestion pricing would have a significant impact in reducing traffic as it did in Europe. This study s value lies in the fact that it examines road pricing in the real world and not simply from a theoretical viewpoint. As a comparative study it will appeal to both policymakers and academics in transportation economics and planning, urban economics, planning and economic geography.

Book excerpt: Charging for the use of transport infrastructure has very different traditions in the various modes, reflecting the different nature of their infrastructure (nodal vs. linear), but also different historical traditions of open access, system integration, etc. Since the early 90's various European Commission initiatives took on this issue, looking mainly at the road sector, where many countries had no (direct) access charges. Heavy goods vehicles were systematically identified as the primary targets for a renewed approach to this problem. What seemed an easy catch has proved to be much harder, with the various countries adopting almost exclusively national approaches, and the European institutions unable to drive the process. This book looks at the challenges posed by this objective, recognising that there are multiple objectives for application of road tolls and charges, and discussing the various possible solutions, in the technical, institutional and legal dimensions. The multiplicity of national situations in Europe is put in perspective, the impacts of various charging schemes on regional development and on the environment are estimated, and the recent policy process is analysed, allowing a global view of the remaining difficulties and to make recommendations about the next steps in the process.

During the pivotal years following 1968, deeply marked by labour militancy, new social movements, economic crisis, and the unmaking of the 'postwar compromise', a window of opportunity opened in which European integration could have taken different roads. The defeat of 'social Europe' was a result of a decade-long social conflict which ended with the affirmation of a neoliberal Europe. The land route starting from West China crosses Central Asia, Russia and Belarus before reaching the shores of the Baltic Sea. This book focuses on the business and economic dimensions of China's initiative: Chinese government objective and policies, the strategies of Chinese and foreign firms along the Silk Road, trade and investment between China and Nordic-Baltic countries, the Eurasia Land Bridge corridors and logistics, the impact of the New Silk Road on the economies of Central Asia, new institutions financing the "Belt and Road", cross-cultural challenges and Sino-foreign joint ventures along the New Silk Road.
