The tax rates, set on a per-gallon basis, have not been raised since 1993, and receipts have been insufficient to support the transportation programs authorized by Congress since FY2008. The long-term viability of motor fuels taxes is also questionable because of increasing vehicle fuel efficiency and the wider use of electric vehicles. Economists have favored the use of mileage-based user charges as an alternative to motor fuels taxes to support highway funding. Book excerpt: Fuel taxes are the primary source of funding for state and federal transportation programs and have been for well over 80 years. However, the long term viability of this revenue source is in question. The development of more fuel efficient engine technologies and growth in vehicles that do not run on taxable fuels (such as gasoline and diesel) have reduced fuel consumption. While this is beneficial from an energy independence and air quality perspective, it means that less and less revenue is generated in fuel taxes to expand and maintain the nation's infrastructure. Many states are looking at funding alternatives to the fuel tax. Among the most promising are fees directly related to use. Such road use fees have many different names but their defining characteristic is that they are a fee levied based on distance traveled. However, other facets of use such as vehicle weight or time-of-day could be factored into the fee rate. This paper summarizes recent research efforts undertaken at the state level to research and, in one case, implement road user charging systems as a replacement funding mechanism for the fuel tax. This paper also presents a brief overview of recently filed federal legislation related to road user charging and discusses a few collaborative multistate initiatives.

The book traces how systems are innovated, planned and adapted, deployed and expanded, and reach maturity, where they may either be maintained in a polished obsolesce often propped up by subsidies, be displaced by competitors, or be reorganized and renewed. An array of examples supports the idea that modern policies are built from past experiences. William Garrison and David Levinson assert that the planning (and control) of nonlinear, unstable processes is today's central transportation problem, and that this is universal and true of all modes. Modes are similar, in that they all have a triad structure of network, vehicles, and operations; but this framework counters conventional wisdom. Most think of each mode as having a unique history and status, and each is regarded as the private playground of experts and agencies holding unique knowledge, operating in isolated silos. However, this book argues that while modes have an appearance of uniqueness, the same patterns repeat: systems policies, structures, and behaviors are a generic design on varying modal cloth. In the end, the illusion of uniqueness proves to be myopic. While it is true that knowledge has accumulated from past experiences, the heavy hand of these experiences places boundaries on current knowledge; especially on the ways professionals define problems and think about processes. The Transportation Experience provides perspective for the collections of models and techniques that are the essence of transportation science, and also expands the boundaries of current knowledge of the field.

Professor Frankena demonstrates the benefits of evaluating the economic merits of policy alternatives, and attempts to determine whether existing policies waste resources or lead to undesirable income transfers among different groups in the population. He concludes that resources are being wasted because the use of urban roads is substantially underpriced during periods of peak demand. He also finds that while there are sound economic justifications for substantial public transit subsidies, the allocation of subsidies by the Ontario government on the basis of capital expenditures can be expected to waste resources, as can the maximization of ridership which is likely to lead to detrimental fare and service policies. In conclusion, Frankena suggests improvements in the systems for charging people for the use of roads and public transit and in the ways that governments provide subsidies.

Book excerpt: France has taken a leadership role in global mitigation and made significant progress towards reducing greenhouse gas emissions, but further efforts will be needed to meet domestic mitigation targets. Accelerating emissions reductions from road transportation will be a key part of this strategy, as they account for nearly one-third of national emissions. At the same time, with the shift to more lightly taxed electric vehicles over the next decade, fiscal revenue from the sector is projected to decline and externalities, such as congestion, to worsen. Building on existing policies, a comprehensive reform that combines revenue-neutral continuous feebate schemes with a gradual introduction of road user and congestion charges could support mitigation targets, while maintaining revenue and regulating externalities. This paper discusses administratively feasible options to introduce such policies as well as key welfare and distributional considerations.
