The RUCPP was a trial of various approaches and technologies for motorists in the States of Washington, Oregon, and Nevada to measure and report mileage as the basis for a per-mile road usage charge (RUC). Beginning in November 2012, selected participants signed agreements, selected plans, and adopted in-vehicle devices to measure their road usage for the succeeding months. Washington participants received monthly invoices indicating their road usage and associated charges, less taxes paid on fuel as estimated by the system; however, they did not actually make any payments. The pilot formally completed on January 31, 2013. This report represents the findings of the pilot test by the evaluation team under the direction of the Washington State Department of Transportation (WSDOT).

Book excerpt: The Colorado Department of Transportation (CDOT) conducted an operational pilot of the Road Usage Charge (RUC) concept as a possible transportation funding replacement to the state gas tax. The Colorado Road Usage Charge Pilot Program (RUCPP) involved a total of 147 participating vehicles that used one of three mileage-reporting mechanisms to record miles traveled and simulate fees based on that travel. Overall support for the operational pilot and the RUC concept itself remained high among pilot participants and there were no major technical issues encountered. A number of policy-related issues were identified throughout the course of the pilot. This report provides a summary of the RUCPP.

Book excerpt: This study evaluates the distributional impacts of an alternative public roads finance method, a road usage charge (RUC) fee, on lower income households and rural households in Oregon. While previous research has relied on the 2001 and 2009 National Household Travel Survey (NHTS), this research will uses the 2011-2013 Oregon Household Activity Survey (OHAS) data. The OHAS dataset is used to assess the impact of changing from a 30 cents per gallon fuel tax to the 1.5 cents per mile RUC as proposed in SB 801, and to examine regional differences in driving behaviors that may be relevant in further assessing the impacts of a change in policy. Results show that overall the RUC will be slightly more regressive than the fuel tax, but that impacts may vary due to regional differences in the determinants of vehicle miles traveled (VMT).
