Go ing to work, shopping, dropping children at school and many other cultural or social activities imply leaving home, and using some form of transportation, which we expect tobe eflicient and reliable. Of course, efliciency and reliabil ity do not occur by chance, but require careful and often relatively complex planning by transportation system managers, both in the public and private sectors. It has long been recognized that mathematics, and, more specifically, op erations research is an important tool of this planning process. However, the range of skills required to cover both fields, even partially, is very large, and the opportunities to gather people with this very diverse expertise are too few. The organization of the NATO Advanced Studies Institute on "Opera tions Research and Decision Aid Methodologies in Traflic and Transportation Management" in March 1997 in Balatonfüred, Hungary, was therefore more than welcome and the group of people that gathered for a very studious two weeks on the shores of the beautiful lake Balaton did really enjoy the truly multidisciplinary and high scientific level of the meeting. The purpose of the present volume is to report, in a chronological order, the various questions that were considered by the lecturers and the' students at the institute. After a general introduction to the topic, the first week focused on issues related to traflic modeling, mostly in an urban context.

The Bundesministerium fuer Forschung und Technologie has an interest in promoting risk and safety research because of these new developments in society over the past ten years. In particular, there has been a diminished confidence in experts' statements on risk and a realization that many of the events which are being examined are not subject to detailed scientific analysis. There has also been an increasing recognition that distinctions must be made between analysis of the risk associated with an event and people's values and preferences. Another important development is the concern by the public that they participate more fully in the decision process on these issues. These concerns were articulated in both the papers and the open discussions at the summer study.

Worldwide, there has been a move from a strategy of flood defence to one of flood risk management. Flood risk management includes flood prevention using hard defences, where appropriate, but also requires that society learns to live with floods and that stakeholders living in flood prone areas develop coping strategies to increase their resilience to flood impacts when these occur. This change in approach represents a paradigm shift which stems from the realisation that continuing to strengthen and extend conventional flood defences is unsustainable economically, environmentally, and in terms of social equity. Flood risk management recognises that a sustainable approach must rest on integrated measures that reduce not only the probability of flooding, but also the consequences. This is essential as increases in the probability of inundation are inevitable in many areas of the world due to climate change, while socio-economic development will lead to spiralling increases in the consequences of flooding unless land use in floodplains is carefully planned. Book excerpt: Uncertainty is a fundamental characteristic of weather, seasonal climate, and hydrological prediction, and no forecast is complete without a description of its uncertainty. Effective communication of uncertainty helps people better understand the likelihood of a particular event and improves their ability to make decisions based on the forecast. Nonetheless, for decades, users of these forecasts have been conditioned to receive incomplete information about uncertainty. They have become used to single-valued (deterministic) forecasts (e.g., "the high temperature will be 70 degrees Farenheit 9 days from now") and applied their own experience in determining how much confidence to place in the forecast. Most forecast products from the public and private sectors, including those from the National Oceanographic and Atmospheric Administration's National Weather Service, continue this deterministic legacy. Fortunately, the National Weather Service and others in the prediction community have recognized the need to view uncertainty as a fundamental part of forecasts. By partnering with other segments of the community to understand user needs, generate relevant and rich informational products, and utilize effective communication vehicles, the National Weather Service can take a leading role in the transition to widespread, effective incorporation of uncertainty information into predictions. "Completing the Forecast" makes recommendations to the National Weather Service and the broader prediction community on how to make this transition.

The decision tree is described as a scientifically defensible, repeatable, direct and clear method for demonstrating the robustness of a project to climate change. While applicable to all water resources projects, it allocates effort to projects in a way that is consistent with their potential sensitivity to climate risk. The process was designed to be hierarchical, with different stages or phases of analysis triggered based on the findings of the previous phase. An application example is provided followed by a descriptions of some of the tools available for decision making under uncertainty and methods available for climate risk management. The tool was designed for the World Bank but can be applicable in other scenarios where similar challenges arise.
