Book excerpt: The Commission reviewed 22 marine mammal taxa (i.e., species, subspecies, or population stocks) that occur regularly or entirely within U.S. waters and that are either listed as endangered or threatened under the Endangered Species Act or designated as depleted under the Marine Mammal Protection Act. The review considered methods for identifying taxa at elevated risk of extinction, evidence regarding their viability, threats to their conservation, and the current status and funding for recovery programs. The review also included an in-depth case study of the cost-effectiveness of recovery efforts for the North Atlantic right whale. Of the 22 taxa, 2 are not considered to be viable: the Caribbean monk seal is considered extinct and the AT1 population of killer whales appears to be on the verge of extinction. The remaining 20 taxa are considered viable; that is, they can persist and recover if human-related threats are identified and addressed. Historical data indicate that many wild species, including a number of marine mammal taxa, have recovered from low numbers when human-related threats were managed effectively.

Book excerpt: "There are many applications and uses of spatial distributional data on marine birds and mammals in the North Pacific, including the design of pelagic marine protected areas, assessments of ecosystem health, modeling top-down effects of marine predators on food web dynamics, and projected future distributions of rare or threatened populations and species under climate change. Distributional data come in many different flavors, including ship-based observations of density and remotely-sensed tracking and movement data. These data provide complementary perspectives on species distributions but should not be combined for a variety of reasons including different spatial and temporal scales and resolution. There are many high quality datasets on marine birds and mammals in the North Pacific available for analyses, including the North Pacific Pelagic Seabird Database and the Seabird Tracking Database. More information is becoming available all the time. Because ship-based and tracking observations are not spatially and temporally comprehensive, species-habitat models (i.e., coupling of apparent spatial distributions with biophysical factors that predict species distributions) are necessary. There are many different and highly technical approaches to habitat modeling or species distribution modeling; composite model output may provide optimal information, but this depends on the goals of the study"--Page vii.

The state of our wildlife populations provides a litmus test for the state of our environment, especially in light of global warming and the increasing pollution of our land, seas, and air. In addition to monitoring our food resources such as fisheries, we need to protect endangered species from the effects of human activities (e.g. rhinos, whales, or encroachments on the habitat of orangutans). Pests must be be controlled, whether insects or viruses, and we need to cope with growing feral populations such as opossums, rabbits, and pigs. Accordingly, we need to obtain information about a given population’s dynamics, concerning e.g. mortality, birth, growth, breeding, sex, and migration, and determine whether the respective population is increasing , static, or declining. There are many methods for obtaining population information, but the most useful (and most work-intensive) is generically known as “capture-recapture,” where we mark or tag a representative sample of individuals from the population and follow that sample over time using recaptures, resightings, or dead recoveries. Marks can be natural, such as stripes, fin profiles, and even DNA; or artificial, such as spots on insects. Attached tags can, for example, be simple bands or streamers, or more sophisticated variants such as radio and sonic transmitters. To estimate population parameters, sophisticated and complex mathematical models have been devised on the basis of recapture information and computer packages. This book addresses the analysis of such models. It is primarily intended for ecologists and wildlife managers who wish to apply the methods to the types of problems discussed above, though it will also benefit researchers and graduate students in ecology. Familiarity with basic statistical concepts is essential.

Data were gathered from expert sources and two NRaD-organized workshops. The first workshop involved experts in reintroduction and marine mammal research and management. It focused on identifying requirements for the reintroduction of captive marine mammals to the wild in general. Closing statements made by the participants are provided in appendices. The second workshop involved NRaD marine mammal experts and focused on applying the first workshop's general findings to an evaluation of the potential for reintroducing Navy marine mammals specifically. This report summarizes the workshops' findings, suggests a general model for planning a reintroduction program, and considers issues relevant to the Navy's marine mammal programs. This report recommends that the development of the required reintroduction methods and technologies could benefit the conservation of endangered species, but that the continued provision of lifetime care and maintenance for the Navy's marine mammals is the preferable option in terms of cost effectiveness.
