Available in PDF, EPUB and Kindle. Book excerpt: "The Rise of Rail-power in War and Conquest, 1833-1914" by Edwin A. Pratt is a book about transportation and the military. The time has not yet come for telling all that the railways have thus far done during the war which has still to be fought out. That story, in the words of a railwayman concerned therein, is at present "a sealed book." Meanwhile, however, it is desirable that the position as defined in the second of the two considerations given should be fully realized, in order that what the railways and, so far as they have been aided by them, the combatants, have accomplished or are likely to accomplish may be better understood when the sealed book becomes an open one.

Book excerpt: The purpose of this paper is to study the effects of the Southern railroad system on interior lines during the Civil War and determine whether or not the South enjoyed the advantage of interior lines. The use of railroads during this conflict placed an enormous physical strain upon the limited industrial resources of the Confederacy, and a great strain upon the intellectual agility of the Confederate High Command. Based upon the evidence studied, and the time-space comparisons of both Northern and Southern railway operations, several conclusions can be drawn: the South entered the war with a rail system that was unable to meet the demands of modern war; the Confederate leadership understood the importance of the railroad and its importance to strategic operations early in the war, but were unwilling to adopt a course of action that best utilized their scarce assets; Southern railroad speeds decreased dramatically by 1863 due to the inability of Southern railroads owners to perform needed maintenance on their railroad equipment; tactical reverses on the field of battle, especially the losses of both Corinth in May of 1862 and Knoxville in September of 1863 increased the distances that re-enforcements would have to travel to fight a mobile intra-theater war; Union control, maintenance, and organization of its railway assets ensured that it would be able to move large numbers of troops at the strategic level efficiently from early 1863 to the end of the war. Based on these conclusions, the Confederacy lost the ability to shift troops on the strategic level more rapidly than the Union by 1863. This was a result of its physically weakened railroad system and military setbacks which caused Southern railroads to move forces over longer distances.

Available in PDF, EPUB and Kindle. Book excerpt: Do some technologies provoke war? Do others promote peace? Offense-defense theory contends that technological change is an important cause of conflict: leaders will be tempted to launch wars when they believe innovation favors attackers over defenders. Offense-defense theory is perhaps best known from the passionate and intricate debates about first-strike capability and deterrence stability during the cold war, but it has deeper historical roots, remains a staple in international relations theorizing, and drives modern arms control policymaking. In War and the Engineers, the first book systematically to test the logical and empirical validity of offense-defense theory, Keir A. Lieber examines the relationships among politics, technology, and the causes of war. Lieber's cases explore the military and political implications of the spread of railroads, the emergence of rifled small arms and artillery, the introduction of battle tanks, and the nuclear revolution. Lieber incorporates the new historiography of World War I, which draws on archival materials that only recently became available, to challenge many common beliefs about the conflict. The author's central conclusion is that technology is neither a cause of international conflict nor a panacea; instead, power politics remains paramount.
