Book excerpt: With the passage of the Riegle-Neal Interstate Banking and Branching Efficiency Act and the Riegle Community Development and Regulatory Improvement Act in 1994, some Americans celebrated the dawn of a new banking era. These laws, which provided some relief from regulation, represented the first revision of the Glass-Steagall Act of 1933. In the intervening sixty years, the U.S. banking industry had undergone dramatic changes, both domestically and internationally, and yet the laws associated with banking remained fixed and intransigent. No amount of regulatory flexibility or bankers' ingenuity was able to substitute fully for modernization of the banking laws necessary to keep pace with the revolution in the banking and financial services industries. The new legislation represented a rapid realignment of American banking laws with societal norms; as such, it generated confusion and uncertainty for many bankers and their constituents, for example, stockholders, customers, and employees. Matasar and Heiney examine public data since 1994 in an effort to fully apprise scholars and practitioners of the changes that have irrevocably altered the landscape of American banking. The Riegle-Neal Act and the Riegle Act were the first blows to the dominance of Depression-era legislation in banking. The second was the Gramm-Leach-Bliley Financial Services Modernization Act of 1999, which eliminated major portions of the Glass-Steagall Act. This study, which analyzes data from 1994 to 1999, ably captures and isolates the effects on American banking of the twin Riegle laws alone, with the noted exceptions of changed circumstances that may have resulted from other environmental factors (but not from other banking legislation). The focus here is on interstate banking experiences. Matasar and Heiney's analysis reveals the direction that changes associated with the law are likely to take and thus serves as a baseline for future research and analysis.

Book excerpt: How any business leader can create an atmosphere of competitiveness for exceptional growth When Ray Davis took over the local 40-person South Umpqua Bank in 1994, many people in the industry poked fun at his insistence that employees answer the phone with a cheery "World's Greatest Bank." Eleven years, $7 billion in assets, and 128 branches (or " bank stores" in Umpqua lingo) later, the moniker seems quite apt. Other banks scratched their heads when Davis sent his tellers to Ritz-Carlton to learn customer service and were intrigued when he hired a cutting-edge design firm to completely re-think retail layout. Now, with a top design award under their belt, a name change (there never was a North Umpqua bank), and a completely new definition of the banking business, Umpqua has become the darling of the entrepreneurial press and a growth powerhouse. The New York Times calls Umpqua "Starbucks with tellers." Ray Davis (Portland, OR), named by U.S. Banker as one of the 25 most influential people in the financial industry in 2005, is President and CEO of Umpqua Holdings Corporation. Alan Shrader (Moraga, CA) is an experienced writer and editor of business books.

Book excerpt: This study examines whether and how the terms of CEO compensation contracts at large commercial banks between 1994 and 2006 influenced, or were influenced by, the risky business policy decisions made by these firms. The authors find strong evidence that bank CEOs responded to contractual risk-taking incentives by taking more risk; bank boards altered CEO compensation to encourage executives to exploit new growth opportunities; and bank boards set CEO incentives in a manner designed to moderate excessive risk-taking. These relationships are strongest during the second half of the author¿s sample, after deregulation and technological change had expanded banks' capacities for risk-taking. Charts and tables.

Available in PDF, EPUB and Kindle. Book excerpt: Since banking systems play a crucial role in maintaining the overall health of the economy, the adverse effects of poorly supervised systems may be quite severe. Without some form of vigilant external oversight, banking systems could fall prey to excessive risk taking, moral hazard, and corruption. Prudential supervision provides that oversight, using government regulation and monitoring to ensure the soundness of the banking system and, by extension, the economy at large. The contributors to this thoughtful volume examine the current state of prudential supervision, focusing on fundamental issues and key pragmatic concerns. Why is prudential supervision so important? What kinds of excess must it guard against? What particular forms does it take? Which of these are the most effective deterrents against mismanagement and system overload in today's rapidly shifting financial climate? The contributors foresee a continued movement beyond simple regulatory rules in banking and toward a more active evaluation and supervision of a bank's risk management practices.
