Book excerpt: This book is based on original research into intimidation and violence directed at civilians by combatants during the revolutionary period in Ireland, considering this from the perspectives of the British, the Free State and the IRA. The book combines qualitative and quantitative approaches, and focusses on County Kerry, which saw high levels of violence. It demonstrates that violence and intimidation against civilians was more common than clashes between combatants and that the upsurge in violence in 1920 was a result of the deployment of the Black and Tans and Auxiliaries, particularly in the autumn and winter of that year. Despite the limited threat posed by the IRA, the British forces engaged in unprecedented and unprovoked violence against civilians. This study stresses the increasing brutality of the subsequent violence by both sides. The book shows how the British had similar methods and views as contemporary counter-revolutionary groups in Europe. IRA violence, however, was, in part, an attempt to impose homogeneity as, beneath the Irish republican narrative of popular approval, there lay a recognition that universal backing was never in fact present. The book is important reading for students and scholars of the Irish revolution, the social history of Ireland and inter-war European violence.

By examining a wide range of contemporary sources, O'Callaghan reveals what life was like for people from all sectors of Limerick society during these turbulent years. In 1912, the home rule movement was the dominant political force in the city and county, but support for this cause ebbed away during the First World War. Limerick was particularly prominent during the War of Independence between 1919 and 1921. As civil war raged in the summer of 1922, Mayor Stephen O'Mara said that the people of Limerick desired 'food, wages and work - not war'. There was little respite until the summer of 1923, and even then bitter land and labour disputes persisted. The revolution in Limerick was divisive. The middle classes were satisfied that spiralling lawlessness was contained. Radicals hankered after lost opportunities for greater change. Some members of the Protestant community believed that sectarian impulses had been a factor in their dramatic demographic decline.

In this illuminating portrait, Maryann Valiulis uses Mulcahy's career as a focus for reexamining Ireland's transition from colony to nation state between 1916 and 1924. She also views the Irish struggle from Mulcahy's varied perspectives - chief of staff in the Anglo-Irish war and minister for defence and commander-in-chief during the civil war. Contrary to traditional interpretation, she argues, Mulcahy and General Headquarters Staff played a crucial role in setting ethical boundaries for the guerrilla war, in ensuring that the war of independence did not degenerate into wanton violence, sectarian conflict, or personal vengeance. In the civil war, Mulcahy was less successful. In fact, in an attempt to enforce standards and control the actions of the army, he was led into his most controversial policy - execution of prisoners.
