Book excerpt: High housing costs and variation in the willingness to pay for school quality helps foster regional income inequality across space and the relegation of low-income families to neighborhoods with low quality schools. This dynamic in part, explains why Philadelphia's public school system has failed; why its children are under-educated and why despite renewed demand for housing in certain neighborhoods, the City still struggles economically. Nevertheless, this research demonstrates econometrically that Philadelphia households are willing to pay a significant price premium to live in neighborhoods with high quality public schools. This fact is used to motivate a new intervention that leverages the housing investment of the middle-class to realign the supply of and demand for public goods like neighborhood schools. The proposed program repurposes the Improvement District framework to fund new local school quality. The equity component of the plan, it is argued, can potentially break the spatial pattern of income segregation by fostering mixed-income neighborhoods and diminish the threat of displacement which will likely occur as new school quality is capitalized in to local home prices. It is concluded that schools are more than drivers of human capital development, they are also engines of neighborhood economic development as well.

The new residents renovate housing, stimulate business, and contribute to the tax base. These benefits of neighborhood revitalization are, in some cases, achieved at a potentially serious cost: the displacement of existing neighborhood residents by eviction, condominium conversion, or as a result of rent increases. Revitalizing Americas Cities investigates the reasons why the affluent move into revitalizing inner-city neighborhoods and the ways in which the new residents benefit the city. It also examines the resulting displaced households. Data are presented on displacement in nine revitalizing neighborhoods of five cities the most comprehensive survey of displaced households conducted to date. The study reveals characteristics of displaced households and hardships encountered as a result of being forced from their homes. Also featured is an examination of federal, state, and local policies toward neighborhood reinvestment and displacement, including various alternative approaches for dealing with this issue.

Book excerpt: This paper examines the effect of poor school quality on neighborhood revitalization efforts in four Cleveland neighborhoods: Ohio City, Detroit Shoreway, Tremont and Downtown. The report employs survey research and real estate data analysis to examine the extent to which failing public schools encourage residents to leave the city for the suburbs, undermining efforts at revitalization. The research was particularly concerned with examining the effect on middle-class residents, or "residents of choice," who chose to live in Cleveland although other options are available to them financially. Original research bore out common assumptions about the impact of poorly performing local schools on middle-class tenure in the city. A survey of 271 Near West and Downtown Cleveland residents revealed an overwhelmingly negative perception of the Cleveland Metropolitan School District. Prospective parents almost universally reported they do not perceive the urban school district to be a viable option for their future children. Only 9 percent reported they would remain in the city and send their children to a public school, given the opportunity. This attitude was reflected as well in the neighborhood's parents, a clear majority of which (65 percent) reported their children are enrolled in private schools. It is easy to see how this negative perception of the public school system could hinder residential and neighborhood stability. About 72 percent of those surveyed said they either "had not reached the stage in their life for children," or had children that have not reached school age. A total of 62 percent of this population said they would move to a suburban district when the time came, or that they "weren't sure" whether they would move or stay. A supporting real estate analysis, although limited in scope, showed that 66 percent of neighborhood residents who sold homes valued at $100,000 or more relocated to a suburban municipality. These results have important implications for these four "emerging neighborhoods." Advocates of urban revitalization in Cleveland should be focused on helping ensure the local school system is considered a viable option among middle-class residents in order to prevent residential turnover and the resulting decline in real estate values.

In 1995, the original urban Empowerment Zones (Atlanta, Baltimore, Chicago, Detroit, New York, and Philadelphia) each received a $100 million federal block grant and access to a variety of market-oriented policy tools to support the implementation of a ten-year strategic plan to increase economic opportunities and promote sustainable community development in high-poverty neighborhoods. In Collaborative Governance for Urban Revitalization, Michael J. Rich and Robert P. Stoker confront the puzzle of why the outcomes achieved by the original Empowerment Zones varied so widely given that each city had the same set of federal policy tools and resources and comparable neighborhood characteristics.The authors' analysis, based on more than ten years of field research in Atlanta and Baltimore and extensive empirical analysis of EZ processes and outcomes in all six cities shows that revitalization outcomes are best explained by the quality of local governance. Good local governance makes positive contributions to revitalization efforts, while poor local governance retards progress. While policy design and contextual factors are important, how cities craft and carry out their strategies are critical determinants of successful revitalization. Rich and Stoker find that good governance is often founded on public-private cooperation, a stance that argues against both the strongest critics of neoliberalism (who see private enterprise as dangerous in principle) and the strongest opponents of liberalism (who would like to reduce the role of government).
