Book excerpt: The Common Fisheries Policy (CFP) of the European Community consists of four inter-related policies - markets, structures, external fishery relations and conservation. The original hardback edition concentrated on the conservation policy because it generated the most controversy, which continues to intensify as fish stocks deteriorate. For many the conservation policy is the Common Fisheries Policy and apparently a disastrous failure. Mike Holden joined the Commission in 1979 and was closely involved with the CFP's development, negotiation and adoption in 1983, and its subsequent implementation. He was therefore in a unique position to provide a critical appraisal of its successes and failures, and requirements to improve its performance in the future, but died in December 1995. David Garrod, who has provided an update to take account of the latest developments, is less optimistic. He reviews recent developments in the context of the ownership of resources and enforcement, and the attitudes of the main players. He concludes that a radical rethink of the conventional approach to fisheries management is necessary if the EC is to avoid the charge of resource collapse, and the loss of much of the EC domestic fish production.

Book excerpt: This report is an account of an inquiry, the purpose of which was to prepare the ground for a review of the Common Fisheries Policy (CFP) by identifying the issues which must be addressed in the European Commission's forthcoming Green Paper and to offer some opinions on what the review should be seeking to achieve. The inquiry did not consider the problems of the Mediterranean. Currently, the stocks of many fish in the European Community waters have fallen to critically low levels. The report states that the CFP, which has been in place for seventeen years, has totally failed to achieve its fundamental objective of ensuring that fishing capacity and effort is consistent with self-sustaining fish populations and food chains. Despite quota controls and a range of technical and administrative measures, fishing continues at an unsustainable rate. Repeated warnings from the International Council for the Exploration of the Seas (ICES) and others have been largely ignored primarily because of a lack of political will in the Member States of the European Union. Member States must provide funds to support those who become employed when necessary cuts in fishing are imposed. Without this action, the future of the CFP is in jeopardy. The Committee concludes that the Green Paper, to be published early in 2001, may be the last opportunity to put in place a single, coherent policy. The Committee would expect the Green Paper to set out the medium and long term objectives of a reformed CFP after December 2002 and recommends that the priority objective of the CFP, to which all other objectives should conform, should be: 'to ensure that the exploitation of marine resources takes account not only of ecological processes but also social and economic consequences'. A number of other objectives are laid out and recommendations are made. A recommendation is made to the House that the Report should be the subject of debate as it raises important issues of policy.

Book excerpt: Under the European Common Fisheries Policy quota restrictions are in place for some species and limit the amount of fish which can legally be landed. Under the current system, not all quotas are held by working fisherman. Some holders may be retired or inactive - so called "slipper skippers" - while others may be organisations or individuals outside the fishing industry. These quotas may then be leased back to ordinary fishermen or traded for profit. In this report, the Environment, Food and Rural Affairs Committee says it is "unacceptable" that the government has not been monitoring this trading of EU fish quotas. An unknown number are being bought and sold by people with little or no link to the industry "at the expense of working fishermen". Defra needs to "justify" the current situation since quotas should only be traded if there was a "clear benefit" to fishing communities and there needs to be a register of who these non-fishing interests are. As far as possible, these quotas should not be traded but return to be used by the fishing communities. The Committee also says it is concerned that due to a historic miscalculation, smaller vessels under 10 metres (33ft) long had an unfairly small quota share compared with larger offshore enterprises and recommend a quota reallocation. Defra also needs to do more to tackle the problem of discards, where fish are thrown back into the sea - often to die - because they are of an unwanted species or size, or because of quota restraints.

In recent years, an opposing narrative has emerged emphasizing the success of fisheries management in many places, the increasing abundance of fish stocks in those places, and the prescription for sustainable fisheries. However, there has been no comprehensive survey of what really constitutes sustainability in fisheries, fish stock status, success and failures of management, and consideration of the impacts of fishing on marine ecosystems. This book will explore very different perspectives on sustainability, and bring together the data from a large number of studies to show where fish stocks are increasing, where they are declining, the consequences of alternative fisheries management regimes, and what is known about a range of fisheries issues such as the impacts of trawling on marine ecosystems. Ocean Recovery is aimed principally at a general audience that is already interested in fisheries but seeks both a deeper understanding of what is known about specific issues and an impartial presentation of all the data rather than selected examples used to justify a particular perspective or agenda. It will also appeal to the scientific community eager to know more about marine fisheries and fishing data, and serve as the basis for graduate seminars on the sustainability of natural resources.
