Miscellaneous groundfish species including flatfish, sharks, and skates, as well as shellfish species including octopus and squid, are also landed incidentally in the directed groundfish fisheries. ADF&G also has management authority of lingcod and black rockfish Sebastes melanops in federal waters of the exclusive economic zone (EEZ) from 3 nmi to 200 nmi offshore. The 2019 state-managed groundfish harvest totaled 8.0 million lb. The directed pollock trawl harvest was 6.5 million lb, 99% of the GHL. The total Pacific cod harvest from both parallel and state-waters fisheries was 0.5 million lb, the lowest since 2008 due to the decline in the Gulf of Alaska (GOA) stock, associated federal quota, and corresponding GHL. The 2019 directed sablefish harvest of 85,796 lb was 64% of the 134,000 lb GHL, with a steadily increasing trend since the lowest harvest of 16,910 lb in 2015. In 2019, the rockfish harvest retained as bycatch to other directed fisheries was 71,976 lb, well below the historical average and less than half of the GHL, primarily due to the decrease in directed Pacific cod harvest. Lingcod harvest was 26,408 lb in 2019, similar to the historical average. In 2019, walleye pollock generated the highest exvessel value of $897,152, followed by Pacific cod at $266,291, and sablefish at $178,456; all groundfish harvested in PWS had a combined value of $1.4 million.

The total Pacific cod harvest from both parallel and state-waters fisheries was 2.3 million pounds, the second largest harvest historically, and the largest harvest in 2015 was 3.3 million pounds. The 2016 directed sablefish harvest of 40,457 pounds was 37% of the 110,823 pound GHL and the second lowest harvest on record, up from the lowest harvest of 16,910 pounds in 2015. In 2016, the rockfish harvest retained as bycatch to other directed fisheries was 161,512 pounds, the highest since 1996 exceeding the 150,000 pound GHL. Lingcod harvest has been low in recent years and 14,093 pounds were harvested in 2016, the lowest harvest since 1999. In 2016, Pacific cod generated the highest exvessel value of $724,158, followed by walleye pollock $629,341, and sablefish $127,101 for a combined value of $1.48 million.

Updated as of May 29, 2018 This final rule implements Amendment 16-4 to the Pacific Coast Groundfish Fishery Management Plan (FMP) and sets the 2007-2008 harvest specifications and management measures for groundfish taken in the U.S. exclusive economic zone (EEZ) off the coasts of Washington, Oregon, and California. Amendment 16-4 modifies the FMP to implement revised rebuilding plans for seven overfished species: bocaccio, canary rockfish, cowcod, darkblotched rockfish, Pacific ocean perch (POP), widow rockfish, and yelloweye rockfish. Groundfish harvest specifications and management measures for 2007-2008 are intended to: achieve but not exceed optimum yields (OYs); prevent overfishing; rebuild overfished species; reduce and minimize the bycatch and discard of overfished and depleted stocks; provide harvest opportunity for the recreational and commercial fishing sectors; and, within the commercial fisheries, achieve harvest guidelines and limited entry and open access allocations for non-overfished species. Together, Amendment 16-4 and the 2007-2008 harvest specifications and management measures are intended to rebuild overfished stocks as soon as possible, taking into account the status and biology of the stocks, the needs of fishing communities, and the interaction of the overfished stocks within the marine ecosystem. In addition to the management measures implemented specifically for the groundfish fisheries, this rule implements a new Yelloweye Rockfish Conservation Area (YRCA) off Washington State, which will be closed to commercial salmon troll fishing to reduce incidental mortality of yelloweye rockfish in the salmon troll fishery. Book excerpt: This report summarizes the groundfish catch from the Prince William Sound bottom trawl survey conducted from 1991 to 2015. Although the purpose of the trawl survey is to assess Tanner crab Chionoecetes bairdi abundance, many groundfish species are also captured, thus providing opportunities to examine population and biological trends over the time series. The catch composition for all species is first characterized at the taxonomic class level and then for fish species at the family level. Time series are then presented for biomass estimates, biological data trends, and spatial trends in CPUE for select commercial and recreationally harvested groundfish species, including rougheye and blackspotted rockfish Sebastes aleutianus and S. melanostictus, Pacific cod Gadus macrocephalus, walleye pollock G. chalcogrammus, sablefish Anoplopoma fimbria, longnose skate Raja rhina, big skate Beringraja binoculata, and Bering skate Bathyraja interrupta. Relatively precise biomass estimates were obtained for most species, although precision was more variable for Pacific cod and sablefish. Following a decline in the early 1990s, rougheye/blackspotted rockfish biomass has remained relatively stable since 1997, fluctuating at or below the long-term average, whereas walleye pollock displayed a more pronounced cyclic trend. Biomass estimates for all skate species have increased since 2007. Biomass estimates were also contrasted with those from the National Oceanic and Atmospheric Administration, Gulf of Alaska bottom trawl survey. Similarities in relative biomass trends between Prince William Sound and the Gulf of Alaska were evident for all species at varying degrees.
