Book excerpt: In January 2004, President Bush announced a new space policy directed at human and robotic exploration of space. In June 2004, the President's Commission on Implementation of United States Space Exploration Policy issued a report recommending among other things that NASA ask the National Research Council (NRC) to reevaluate space science priorities to take advantage of the exploration vision. Congress also directed the NRC to conduct a thorough review of the science NASA is proposing to undertake within the initiative. In February 2005, the NRC released Science in NASA's Vision for Space Exploration, the first report of the two studies undertaken to carry out these requests. The second report focuses on NASA's plan for the ISS. This report provides broad advice on programmatic issues that NASA is likely to face as it attempts to develop an updated ISS utilization plan. It also presents an assessment of potentially important research and testbed activities that may have to be performed on the ISS to help ensure success of some exploration objectives.

Book excerpt: In response to a congressional request, GAO reviewed the National Aeronautics and Space Administration's (NASA) implementation of cost control measures for space station operations. GAO found that NASA: (1) reviewed its efforts to establish a programwide design-to-life-cycle policy after an inconclusive attempt in 1986; (2) was considering a draft directive to help establish a management system to assess design proposals' life-cycle cost impacts under current budget constraints; and (3) did not establish operations cost benchmarks and objectives during the program's definition phase or a reporting system to track progress against those objectives. GAO also found that NASA: (1) expected to use contract award fees as incentives to control life-cycle costs, but needed to develop criteria on which to base the awards; (2) did not establish a dedicated reserve fund because it believed that would encourage contractors to initially withhold life-cycle cost-reduction concepts and request reserve funds to support such ideas; (3) developed an operations concept and operations cost-estimating model to improve its cost-estimating capability; and (4) expected to complete its new policy and procedures after mid-1988 and to begin the bulk of the station's design and development after 1989.

Book excerpt: The International Space Station (ISS) Management and Cost Evaluation Task Force (IMCE) was chartered to conduct an independent external review and assessment of the ISS cost, budget, and management. In addition, the Task Force was asked to provide recommendations that could provide maximum benefit to the U.S. taxpayers and the International Partners within the President's budget request. The Task Force has made the following principal findings: (1) The ISS Program's technical achievements to date, as represented by on-orbit capability, are extraordinary; (2) The Existing ISS Program Plan for executing the FY 02-06 budget is not credible; (3) The existing deficiencies in management structure, institutional culture, cost estimating, and program control must be acknowledged and corrected for the Program to move forward in a credible fashion; (4) Additional budget flexibility, from within the Office of Space Flight (OSF) must be provided for a credible core complete program; (5) The research support program is proceeding assuming the budget that was in place before the FY02 budget runout reduction of $1B; (6) There are opportunities to maximize research on the core station program with modest cost impact; (7) The U.S. Core Complete configuration (three person crew) as an end-state will not achieve the unique research potential of the ISS; (8) The cost estimates for the U.S.-funded enhancement options (e.g., permanent seven person crew) are not sufficiently developed to assess credibility. After these findings, the Task Force has formulated several primary recommendations which are published here and include: (1) Major changes must be made in how the ISS program is managed; (2) Additional cost reductions are required within the baseline program; (3) Additional funds must be identified and applied from the Human Space Flight budget; (4) A clearly defined program with a credible end-state, agreed to by all stakeholders, must be developed and implemented.Young, A.
