What the author does is to take three distinct historical themes-organization, technology, and ideology and examine how each contributed to the development of WWMCCS and its ability (and frequent inability) to satisfy the demands of national leadership. Whereas earlier works were primarily descriptive, cataloguing the command and control assets then in place or under development, The book offers more analysis by focusing on the issue of how and why WWMCCS developed the way it did. While at first glance less provocative, this approach is potentially more useful for defense decision makers dealing with complex human and technological systems in the post-cold-war era. It also makes for a better story and, I trust, a more interesting read. By necessity, this work is selective. The elements of WWMCCS are so numerous, and the parameters of the system potentially so expansive, that a full treatment is impossible within the compass of a single volume. Indeed, a full treatment of even a single WWMCCS asset or subsystem-the Defense Satellite Communications System, Extremely Low Frequency Communications, the National Military Command System, to name but a few-could itself constitute a substantial work. In its broadest conceptualization, WWMCCS is the world, and my approach has been to deal with the head of the octopus rather than its myriad tentacles.

The DoD is considered as the black box into which input is received from the President and the output is the actions taken by the nested C3 systems, such as the Secretary of Defense, Joint Chiefs of Staff, the Services, and the operational commands. To evaluate the DoD, the evolution of the DoD, the current organization, and earlier reorganizational studies were researched. The DoD was examined to determine if the weak points stated within the studies still exist and, if so, what should be done. In order to design and field C3 systems adequately for the DoD, it must be designed so its lines of command and communications are clear and distinct and the nested systems are combined in the most effective way. A well-designed DoD will reduce the costs and the time to field a C3 system. The conclusion of the paper is that the DoD needs to be reorganized. A plan is presented which provides an organizational structure to eliminate the weak points within the DoD. (Author).

Though some NC3 systems are specific to the nuclear mission, most support both nuclear and conventional missions. The Department of Defense (DOD) is executing several acquisition efforts to modernize elements of NC3. To address our objectives, we focused our review on seven NC3 programs or efforts that support the full range of NC3 functions that pertain to planning, decision making, situation monitoring, force management, and force direction. Given the large number and wide range of programs that either directly or indirectly support NC3-related missions, we chose to focus on key NC3 programs or efforts that are among the largest in terms of estimated cost and/or that enable senior leader communications or other critical capabilities. Specifically, we reviewed (1) Mission Planning and Analysis System; (2) Family of Advanced Beyond Line-of-Sight Terminals; (3) Presidential and National Voice Conferencing; (4) Phoenix Air-to-Ground Communications Network; (5) Common Very Low Frequency Receiver; (6) Global Aircrew Strategic Network Terminal; and (7) the Minuteman Minimum Essential Emergency Communications Network Program Upgrade.

Book excerpt: Since the mid-1940s, when Vannevar Bush and Theodore von Karman wrote Science, the Endless Frontier and Toward New Horizons, respectively, there has been a consensus that strong Department of Defense support of science and technology (S&T) is important to the security of the United States. During the Cold War, as it faced technologically capable adversaries whose forces potentially outnumbered U.S. forces, the United States relied on a strong defense S&T program to support the development of technologically superior weapons and systems that would enable it to prevail in the event of conflict. Since the end of the Cold War, the United States has relied on its technological superiority to maintain a military advantage while at the same time reducing the size of its forces. Over the past half-century, creating and maintaining a technologically superior military capability have become fundamental to U.S. national security strategy, and investment in S&T has become a basic component of the defense budget. In late 1998, Congress asked the Secretary of Defense to conduct a study, in cooperation with the National Research Council (NRC), on the S&T base of the U.S. Department of Defense (DoD). Congress was particularly concerned about areas of the S&T program related to air systems, space systems, and supporting information systems. Its concern was based on the Air Force's reduction of its S&T program from the largest of the three military service programs to the smallest. Congress also wanted to ensure that the Air Force maintained an appropriately sized S&T workforce. In late 1999, the Deputy Under Secretary of Defense for Science and Technology asked the NRC to conduct a study to explore these issues.
