The study was part of an assignment commissioned by Msingi East Africa. The report was developed in collaboration with Stichting BoP Innovation Centre. Msingi is an East African industry development organisation. It aims to support the growth of competitive industries in the region. Aquaculture has been selected as the first East African industry to support among strategic industries in which East Africa has a comparative advantage. Msingi supports their growth through investment and technical assistance to pioneer businesses; this is complemented by wider support to the sector, such as on policy, technology transfer, research and development, human capacity building or support to key sector organisations. The Tanzanian freshwater aquaculture sector consists of roughly 19,000 small-scale farmers operating one or a few small ponds stocked with tilapia and/or catfish. Fish are fed in most cases with agricultural by-products and residues that are available on the farm. For most producers, fish farming is a part-time activity besides other sources of income. A small but growing number of farmers have specialised and are applying commercial fish feeds and are reaching higher levels of production. Total annual freshwater fish production of Tanzania is estimated to be 5000 metric tonnes. In the last years a growth of production is reported to take place as result of existing farms expanding and new farms being established. Part of the new farms use floating cages placed in Lake Victoria and Lake Kumba. All farmed fish is sold on the Tanzanian market, mostly as fresh, whole fish. Lack of capital and finance opportunities, a shortage of affordable commercial fish feeds, a shortage of fingerlings (fish seeds) of good quality and a lack of knowledge among farmers about improved aquaculture practices, farm management and a business–like approach to fish farming have been identified as major bottlenecks for growth of production of the small-scale producers. Recommendations for action that would address these bottlenecks are given in this report.

Book excerpt: This publication reports the results of a study of the small-scale aquaculture producers’ situation in Uganda that was carried out in March-April 2018. The study was commissioned by Msingi East Africa. The study comprised two main parts: a desk study and a field study. The latter consisted of visits and interviews with fish farmers, fish feed producers and importers, fish traders, service providers and other key informants and served as validation of the results of the desk study. The methodology for field data collection was semi-structured interviews. Three small-holder aquaculture segments have been identified. Segment I comprises of small-holders producing Nile tilapia (ponds and cages) and/or African catfish (ponds). Production varies from 1-5 tonnes/year. They lack affordable and high quality inputs, knowledge and capital. Segment II includes small-holders producing Nile tilapia (ponds and cages) and/or African catfish (ponds). Production varies from 6 to 40 tonnes/year. They have some degree of knowledge on farm management and some capital to invest. Access to affordable and high quality inputs is problematic. Segment III consists of small-holders with higher education and on-job-skills. Production varies from 41 to 50 tonnes/year. They import high quality feed and have access to family capital. Their business is expanding and they will soon be medium-scale farmers. Opportunities for development support consist of better coordination and an integrated approach within a new aquaculture platform in which lead-farmers train farmers via a training-of trainers approach. The platform should concentrate on segment I and II farmers; they urgently need better feed, improved knowledge, skills and access to capital. Segment II farmers need better local feed of affordable prices and improved knowledge and skills for farm management. Models to link farmers to markets and support services include cluster farming (joined buying of inputs and distribution), aquaparks (improved production infrastructure) and empowering investors with access to capital and organised markets.

Extensive to semi-intensive production of Tilapia and to a lesser extent, African Catfish in small ponds is the most common production system in the region. However, there is a rapidly expanding culture of tilapia production in floating cages taking place in Lake Victoria and in other lakes. The situation of small-scale aquaculture producers as well as support services in the four countries differs but most small-scale fish farmers in the region are confronted with a shortage of essential inputs (especially fish feed, fingerlings and credit) of good quality and affordable price. The level of knowledge about better farm management practices, of related skills and application of more advanced technology (needed to increase productivity and income) is low for most farmers. For most countries the opportunities for the more advanced segment of small-scale farmers to grow are good. The study recommends a number of actions which it is believed will contribute to growth of smallholders’ production and income for all the countries surveyed

First published in 1998) The present study is an update of an earlier assessment of warm-water fish farming potential in Africa, by Kapetsky (1994). The objective of this study was to assess locations and areal expanses that have potential for warm-water and temperate-water fish farming in continental Africa. The study was based on previous estimates for Africa by the above author, and on estimates of potential for warm-water and temperate-water fish farming in Latin America by Kapetsky and Nath (1997). However, a number of refinements have been made. The most important refinement was that new data allowed a sevenfold increase in resolution over that used in the previous Africa study, and a twofold increase over that of Latin America (i.e. to 3 arc minutes, equivalent to 5 km x 5 km grids at the equator), making the present results more usable in order to assess fish farming potential at the national level. A geographical information system (GIS) was used to evaluate each grid cell on the basis of several land-quality factors important for fish-farm development and operation regardless of the fish species used. Protected areas, large inland water bodies and major cities were identified as constraint areas, and were excluded from any fish farming development altogether. Small-scale fish farming potential was assessed on the basis of four factors: water requirement from ponds due to evaporation and seepage, soil and terrain suitability for pond construction based on a variety of soil attributes and slopes, availability of livestock wastes and agricultural by-products as feed inputs based on manure and crop potential, and farm-gate sales as a function of population density. For commercial farming, an urban market potential criterion was added based on population size of urban centres and travel time proximity. Both small-scale and commercial models were developed by weighting the above factors using a multi-criteria decision-making procedure. A bioenergetics model was incorporated into the GIS to predict, for the first time, fish yields across Africa. A gridded water temperature data set was used as input to a bioenergetics model to predict number of crops per year for the following three species: Nile tilapia (Oreochromis niloticus), African catfish (Clarias gariepinus) and Common carp (Cyprinus carpio). Similar analytical approaches to those by Kapetsky and Nath (1997) were followed in the yield estimation. However, different specifications were used for small-scale and commercial farming scenarios in order to reflect the types of culture practices found in Africa. Moreover, the fish growth simulation model, documented in Kapetsky and Nath (1997), was refined to enable consideration of feed quality and high fish biomass in ponds. The small-scale and commercial models derived from the land-quality evaluation were combined with the yield potential of each grid cell for each of the three fish species to show the coincidence of each land-quality suitability class with a range of yield potentials. Finally, the land quality-fish yield potential combinations were put together to show where the fish farming potential coincided for the three fish species."

Book excerpt: Global growth in aquaculture is underway – a “blue revolution” featuring rapid increases in demand for fish and a corresponding surge in aquaculture production. This paper describes the fast-growing tilapia value chain in Ghana to demonstrate the features of a nascent blue revolution in sub-Saharan Africa (SSA) and to illustrate its potential for job creation and reducing poverty and food insecurity there. Tilapia production has been growing at 15 percent annually in SSA, but imports are also surging to satisfy the growing appetite for tilapia. This paper illustrates how aquaculture can grow sustainably in SSA within the context of growing demand and global competition. A value chain analysis is conducted using secondary data analysis, desk reviews of experiences and lessons from other countries, interviews with 95 actors in the tilapia value chain in Ghana, and detailed production and profitability data from Ghanaian tilapia farmers. A profitable farmed tilapia industry has been established in Ghana with the potential to expand supply to satisfy local demand and to export to neighboring countries. Productivity in the industry has grown mainly through reducing the mortality rates of fingerlings and improvements in the supply of locally-produced high-quality fish feed. Feed costs remain high. However, there is potential to reduce those costs by improving the productivity of crops that are used in fish feed, particularly maize and soybean. Reducing local feed costs will have positive spillover effects on both other pond-based aquaculture systems and on the livestock feed sector. Moreover, Ghana can expand it fish feed production to be an important source of feed within SSA. The industry can further increase aquaculture productivity through the adoption of faster-growing fish strains and better management practices. Ghana’s aquaculture sector could grow even faster by adopting lessons from other countries, including on infrastructure provision, fiscal incentives for the production of fish feed ingredients, and sustainable fish farming practices, particularly through paying close attention to water and feed quality and addressing food safety concerns within the sector.

Book excerpt: Over the past decade, the aquaculture sector in Ghana has experienced tremendous growth—driven mainly by large-scale cage farms—but it has been unclear how the rural poor have shared in this growth. A research project has been initiated to help diagnose, design, and test interventions for better inclusion of the rural poor, women, and youth in the tilapia value chain. This report describes the baseline data on 603 small-scale tilapia farmers in Ghana. The data collected during two-hour face-to-face interviews during May–July 2019 are disaggregated by socioeconomic indicators, gender, and age group. Baseline data show that 9 percent of farm managers and owners were women, and an additional 9 percent of farms engaged women in some decision-making. Moreover, women contributed 16 percent of family labor and 5 percent of hired labor on farms. Youth represented 14 and 24 percent of owners and managers, respectively, but contributed 68 percent of the total family and hired labor on farms. A large majority of managers and owners had at least high school education, with a third of owners and a quarter of managers attaining at least a college degree. In Brong Ahafo and Ashanti regions especially, most farmers engaged mainly in crop farming and non-farm businesses as their main livelihood, with fish farming as a small contributor to overall household income and livelihood. Farmers in all regions had poor record-keeping and management practices and low compliance with sanitation, fish health, and food safety standards. A wide variety of input usage, management practices, and performance was observed among fish farms. As a result, the profitability of fish farms was also wide-ranging, between –12.00 and 46.00 cedi per m2, with an average of 8.82 cedi per m2. Despite wide variability in production and profits, the majority of farmers experienced positive profits. On average, a farmer received a profit of 2.4 cedi per kilogram of tilapia produced or a 27 percent profit margin. These encouraging figures indicate that farmers who adopt good aquaculture practices can achieve respectable profits.

An approach based strictly on agricultural activity is also insufficient (as small-scale family farms have already diversified their livelihoods with off-farm activities). In fact, developing small-scale farming cannot be achieved by focusing strictly on t he dimension of production.
