Nearly $305 billion were collected for public elementary and secondary education in the 50 states and the District of Columbia. Revenues ranged from a high of around $34 billion in California, which serves about 1 out of every 8 students in the nation, to a low of about $643 million in North Dakota, which serves about 1 out of every 380 students. Nationally, revenues increased an average of six percent over last year's revenues. By far, the greatest part of education revenues came from nonfederal sources (state, intermediate, and local governments), which together provided about 93.4 percent of all revenues. Expenditures for public education totaled about $270 billion, with the 50 states and District of Columbia spending an average of $5,923 for every student, a 4.2 percent increase from the previous year. Each category of revenues and expenditures is defined, and the data, grouped state by state, are presented in five tables. (RJM)

The finance data used in this report are from the School District Finance Survey (F-33), a component of the Common Core of Data CCD. The F-33 survey consists of LEA-level finance data submitted annually to the NCES and the Economic Reimbursable Surveys Division of the United States Census Bureau (Census Bureau) by state education agencies (SEAS) in the 50 states and the District of Columbia. The SEAs submit data in conformance with "Financial Accounting for Local and State School Systems:2009 Edition(Allison, Honegger, and Johnson 2009), the NCES handbook that provides guidance to SEAs and LEAs in establishing and maintaining their school financial accounting systems. The purpose of this First Look report is to introduce new data through the presentation of tables containing descriptive information. The selected findings chosen for this report demonstrate the range of information available when using F-33 data files. Appendix A describes the survey content and methodology. Appendix B is a glossary of key terms used in this report. Appendix C includes a table with the difference in median current expenditures per pupil in noncharter districts and independent charter school districts for 22 states that reported data. Appendix D includes the final FY 11 tables that includes all revisions since the tables were originally published in the report entitled Revenues and Expenditures for Public Elementary and Secondary School Districts: School Year 2010-11 (Fiscal Year 2011) (NCES 2013-344).

Current expenditures (those excluding construction, equipment, and debt financing) came to $232 billion. This represents a 4.6 percent increase over expenditures in the previous year (in unadjusted dollars). Three out of every five dollars were spent on teachers, textbooks, and other instructional services and supplies. CCD NPEFS is a state-level universe collection of public elementary and secondary education finance data reported annually by SEAs in each of the 50 states, the District of Columbia, and the five U.S. Island Areas of American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands. NPEFS provides SEA-level data for all revenues and expenditures associated with each reporting state or jurisdiction, including revenues by source and expenditures by function and object. SEAs participate in CCD voluntarily, following standard definitions for the data items they report. The SEAs submit data in conformance with Financial Accounting for Local and State School Systems: 2009 Edition (Allison, Honegger, and Johnson 2009), the NCES handbook that provides guidance to SEAs and LEAs in establishing and maintaining their school financial accounting systems. In some cases, SEAs may be unable to report a key data item at all or may be unable to report a key data item in exact accordance with a CCD definition. When this happens, NCES imputes or edits values for these items. Please see Appendix A: Methodology and Technical Notes in this report for a detailed discussion of imputations and edits. This First Look report provides users with an opportunity to access preliminary NPEFS data that were subject to one round of data review and editing. The release of preliminary data will be followed by a release of provisional data that will update the previously released preliminary data based on revised submissions and more extensive data review and editing. Revisions submitted after the provisional data file has been finalized will be incorporated in the final file for each fiscal year. Final data files will be released at the time of the release of preliminary data for the following year.
